SURFACE AREAS / CONTROL


OBJECTIVE

To ensure that Supervisors are aware of the limits and surface areas of responsibility at the Decline
section in order that the necessary controls, maintenance and security are in place.

DECLINE AREA

The Decline area consists of all buildings, structures and dumps enclosed by the security fence
as well as the No. 3 decline waste dump and the No. 3 crusher silo.

Responsibility of the various areas within the Declines fence is shared between various
departments and Supervisors as follows :

1. Maintenance of offices and officials’ change house is the responsibility of the appointed
Shaft Foreman.

2. Maintenance of offices in the workshop areas is the responsibility of the Engineer.

3. Cleanliness within fenced area and maintenance of the security fence is the responsibility of
the appointed Shaft Foreman.

4. Burning bays and explosives destruction bay areas are the responsibility of the appointed
Shaft Foreman.

5. The operation of the crusher, belt and pneumatic rock breaker are the responsibility of the
Shift Supervisor in charge of tramming on any particular shift. The maintenance of these
items is the responsibility of the appointed Engineering Foreman.

6. Lapa building will be controlled by the Mine Overseer with approval of Section Manager
if alcohol is to be consumed.

7. Water reticulation and piping is the responsibility of the appointed Engineering Foreman

8. The surface explosive receipt bay is the responsibility of the appointed Shaft Foreman.

9. Timber storage area is the responsibility of the appointed Shaft Foreman.

10. Surface fire fighting and first aid equipment are the responsibility of the appointed
Fire Master i.e. the Engineering Foreman and Ventilation Official.

11. Surface store will be under the control of the appointed Storeman and the Mine
Overseer

12. The workshop and demarcated areas around these will be under control of the
Engineering Overseer and the appointed Foreman

AREAS OUTSIDE DECLINE SECURITY FENCES

Responsibility of areas outside of the security fenced areas under the control of the Declines area
will be as listed :

1. The Ivan bank area within the fenced area will be the responsibility of the appointed Shaft
Foreman.

2. The maintenance and control of the M.D.P. change house will be responsibility of the Shaft
Foreman and the Senior Personnel Officer.

3. Waste dumps outside fenced areas will be under the control of appointed Shaft Foreman (i.e
dumps used currently ).

4. The Shaft Foreman will ensure that all railway crossings are adequately sign posted and
Engineering Foreman will ensure they are equipped with red flashing lights.

5. The Ivan hoist room is the responsibility of the appointed Engineer.

SECURITY

1. No items of Mine property will be removed from within the fenced areas unless items are
listed on a waybill signed by the H.O.D. and security guard.

SECURITY
2. No private vehicles will enter the fenced area unless the driver of such vehicle has a
valid entry/exit permit issued by the Security department.

3. No private visitors are allowed into the Decline area unless accompanied by a Mine
employee and then only in areas where travelling is permissible.

4. Representatives of private companies may only visit employees by appointment and


preferably after 14h00.

5. Posting up of notices is only permissible if Senior Management has given permission


by signing approval.

GENERAL
1. Week end activities in each area will be clearly defined in week end work schedule and
Supervisor in charge will visit each designated area during his shift.

2. Supervisor in charge will ensure they are aware of all work to be performed in each
work station during their shift.

3. Planned work laid out for each work station will be listed, persons who will perform
and anticipated duration will be signed for on the week end list supplied by each
specific H.O.D.

4. Call out and standby people for each area will be displayed on week end list. The list
must include who is responsible for what.

5. The Supervisor in charge of areas over the “ off shift “ periods must complete a
“ follow up “ report and “ highlight “ deficiencies in order that the objectives are
constantly achieved.
