I. PURPOSE

The purpose of this method of statement is to outline step by step procedure of all activities
processed for removal of prefabricated consultant and contractor site office, parking shed
and demobilization works..

II. SCOPE OF WORK

Manual Excavation, Cutting of Existing protection slab for Tabreed, Installation of Street light
foundation as per the approved shop drawing.

IV. INSPECTION AND TESTING

1. All materials delivered to site shall conform to Project Specification


requirements.
2. All testing equipment to be used shall be calibrated as per the
requirement of relevant authorities.

VI. RESPONSIBILITY
Project Manager – Reviewing the work in collaboration with the Client & Consultant.
Monitoring all necessary applications for planning and approvals from government
bodies. Monitoring the overall progress of the work. Managing the project to meet the
time cost and quality objectives.

Project / Site Engineer – The Project / Site Engineer shall organize and manage all
activities relating to the construction mentioned in the scope of works. He shall be
responsible to facilitate all inspection requests and coordinate with the consultant. He
is responsible to ensure that the HSE measures have been carried out for the activity.

Safety Officer – Assessing risk and possible safety hazards of all aspects of operations.
Creating reports on safety issues. Inspecting all the equipment’s and processes to make
sure they are safe. Creating safety plans for the execution of work. Preparation of risk
assessments and sharing information, suggestions and observations with the project
teams. Maintaining company health and safety goals. Conducting routine inspections
along with the consultant safety team to ensure there are no safety issues at site.
Routine site inspections to ensure there are no unsafe acts or processed being
executed at site.

Foreman – He shall arrange, prepare and follow up activities on site. He shall manage
and control the machinery, operators, drivers and workers on site.

VIII. WORK PERMITS
a) Work permit approval as required to be obtained from concerned authorities.
b) No activities shall commence prior to issuance / approval of work.

IX. PREPARATION
Prior Activities
 Submit and obtain approval from the Engineer/Client, the shop drawings for
the work activities under consideration.
 Ensure that existing services & utilities have been protected.
 Ensure that all required NOC’s have been obtained, Prior to demolition, for
the disconnection of all services & clearance from concerned municipality &
all services authorities have been done.
 Suitable temporary accesses shall be provided for all construction activities.
 Toolbox talk to be given to the workers involved.
 Induction to staff for any environmental protection as per site conditions to
be done
 Test the working conditions of all plants and machinery to be used.
X. METHOD STATEMENT

Construction Methodology

1. PROCEDURE :

1.1. The office will be situated within a secure site boundary made up of Hoarding
fencing, to enclose the working areas / exclusion zones within the site.

1.2. Warning signs (as described below) will be displayed at the appropriate
points around the perimeter of the site:

 Danger Demolition in Progress

 Danger Demolition Keep Out

 Personal Protective Equipment requirements

 Warning to Children

1.3. All visitors to our site will be asked to sign in within the site office. They will
be inducted into the activities being carried out that day and at all times
whilst they are on site they will wear the required PPE and they will also be
escorted by a member of HFC staff.
1.4. CABLE STRIPPING

Any electrical cabling will be removed for recycling prior to soft stripping
and the demolition of the structure.

No cable-stripping work will commence until the electrical supplies to


the site have been irreversibly isolated either to the main distribution
board by the local electricity supply company or from the main
distribution board by a suitably qualified electrician. In either case an
isolation certificate will be required and will be displayed within the site
office.

Demolition operatives using hand tools will cut into manageable


sections all exposed electrical cabling and any which are easily
extracted but which are not exposed. Large diameter electrical cabling
is heavy; therefore, it may be necessary to cut cabling into lengths of
no more than 2 or 3 metres prior to moving it for further processing.
when handling cut sections of cable to minimize the risks associated
with manual handling.

Cabling in trays or otherwise present above floor level will be accessed


using a scissor lift. An exclusion zone will be created beneath the cable
being cut-down using barrier tape to avoid the potential for anyone
below the cable to be struck as it is allowed to fall to the floor.
Consideration must be given to the possibility of a free end “whipping
“due to self-weight.

Any circular saws used must be inspected daily and used only by

trained operatives. The use of hand operated, hydraulic cable shears is


preferred.

The removal of cable insulation and armour is to be undertaken using a


purpose-built machine. Such machines have a number of safety
features such as guards and remote emergency stops. All safety
features are to be checked on a daily basis. None of the guards or
other safety features are to be defeated or over-ridden.

As with all machinery, long hair and loose clothing are to be securely
tied-back to reduce the risk of the operator becoming entangled in the
equipment.

All waste generated by the cable-stripping is to be disposed of


appropriately, i.e: sheathing is to be placed in a general waste
skip.Under no circumstances is the sheathing to any cabling to be
removed by burning.

1.5. SOFT STRIPPING

An internal soft strip of the office will be carried out by demolition


operatives to remove as much of the waste materials from the building
ahead of the demolition works.

Materials that are to be removed by the internal soft strip can include
doors, door frames, fixed and non fixed furniture, carpets and floor
coverings and other materials.

Operatives will strip out all doors, frames, windows, timber of any
description, (not appertaining to roof or main structure) toilets, pipe
work, ducting, electrical items and any debris.

Any clean, unpainted constructional timber will be segregated from the


general waste. Where this material is free of nails, screws, hinges etc it
will be segregated for recycling by a specialist company. Any materials
deemed as not suitable for recycling will be removed from site in skips
as controlled waste to an appropriately licensed landfill site.

Where possible the materials will be loaded by hand method into skips
and removed from the site. Where access for skips is not available the
materials will be segregated and stored within the building where they
will be removed at a later stage.
Once access for skips is available the materials will be loaded into the
skips by use of the excavator and by hand method.

At no times shall operatives gain access to partially demolished or


unsafe buildings to recover soft stripped materials, these materials will
be removed by mechanical means and when safe to do so by hand
method.

All soft stripped materials will be processed and segregated into

individual waste/recycling streams. All materials deemed suitable for


recycling will be loaded into suitable skips and transferred from the site
to a suitable recycling venue.

All waste materials unsuitable for recycling will be transported from the
site where it will be taken to landfill facilities.

1.6. WORKING AT HEIGHT GENERALLY

Working at height will be restricted to a minimum, A – frames ladders will be


utilised and it will be utilised minimum as a short-term access platform.

1.7. PREVENTION OF POLLUTANTS ENTERING SURFACE WATER

COURSE

Prior to the removal of the roof structure it is proposed to pack with


straw All drainage/ surface water gullies surrounding the perimeter of
the structure.

1.8. All jobs are carried out at site and designated sub-contractor will carry
out all dismantling works for the office.

1.9. Parking shed and Office cabin removal are controlled by Project
Engineer with supervisor and charge hand.

1.10. Demobilization will be carried out based on approved shop drawings.


1.11. Before starting the office dismantling works, all the electrical
connections will be disconnected by the designated electrician.

1.12. Mobile crane shall be used for the Loading and Dismantling works.

1.13. Lifting plan will be submitted prior to commencement of lifting on site.

1.14. All the removal jobs (cabin parts) shall be done at site by designated
sub-contractor.

2. Office Dismantling and Loading

2.1. The designated sub-contractor will be carried out by the office


dismantling job at site, separate method statement will be submitted for
the office Modular units separation, dismantling and loading from site.

2.2. Before starting the office dismantling, Vehicle Parking shed removal will
be carried out manually (sheet removal and supporting clamp removal).

2.3. After completion of sheet removal, angular beam and supporting


column will be separated by a competent welder.

2.4. Once the beam and column will be separated, Hiab/small crane should
be used for the dismantling and shifting works.

2.5. Upon completion of shed removal, Mobile crane shall be used for the
Office dismantling jobs on at site.

XI. EMERGENCY ARRANGEMENT


1. Proper barricading would be provided for the trenches.
2. Full time supervision by the concerned foreman and engineer
would be ensured.
3. First aid facilities would be available at the site office.
4. Proper access and egress to the trenches would be ensured.
5. Contact numbers of personnel concerned to be displayed.
6. Emergency response team to be stand by.

XII. HEALTH, SAFETY & ENVIRONMENT PROVISIONS:


 All works shall be performed in accordance with the Employer’s HSE Manual
and Contractor’s HSE Plan and Procedures.
 Site Engineer/ Supervisor will ensure that Mandatory Personal Protective
Equipment is worn by site personnel at all times within the designated
construction areas.
 Prior to commencement of any activity, all operatives will be given in a
general site safety induction by HSE Personnel, the Site Engineer/ Supervisors
will also conduct Tool Box talks and method statement briefings to the
personnel involved in operation.
 General PPE is mandatory for all personnel will consist of safety boots or
shoes, safety helmet, safety gloves, HI-VI2 vest or shirt and overalls (for
workers). Other PPE requirements will be determined by Risk Assessment as
the work proceeds and other hazards are anticipated i.e. working at height/
or at the leading edge of a structure.
 Lifting equipment will have a valid test certificates from a third-party agency
or manufacturer.
 Where required rigid edge protection will be provided, if it is not practicable
to provide edge protection, safety harnesses will be worn fixed to suitable
anchor points.
 In the event of an accident or incident immediately notify the Project
Manager and HSE Manager. The accident file, which is situated in the Site
Office, must be completed, by the HFC HSE OFFICER/Trained First Aider or
Trained Construction Managers.
 There is a Trained First Aider available on site.
 In case of fire/ emergency evacuate the work area to the designated
assembly points.
 All necessary registers, accident books, diary, time book, test certificates,
method statement, risk assessment, health and safety plan etc will be kept
on site under the control of the Site Supervisor and can be inspected at any
time. All accidents are to be reported to and entered in the site accident
book.
 A supply of spare hard hats, overalls, gloves, goggles, masks, welders’ gloves,
face visors (when burning equipment is used) etc will be stored on Site.
 At all times the appointed demolition contractor will ensure a high
 standard of Health and Safety is carried out at all times on site.
 All operatives on site must wear full PPE in accordance with HSE
 requirements including safety boots, hard hats and a high visibility vest or
 coat and LEP (Light Eye Protection) as standard.
 ‘No smoking on site’ policy will be adhered to at all times.
 Adequate segregation of pedestrians and vehicular traffic will be
 maintained at all times. Reversing of vehicles and plant will be minimized
 at all times. This will be highlighted on a site plan and will form part of the
 site induction for all operatives.

Specific safety measures have to follow as applicable, and all the safety measures are
covered Separately in the project safety plan.
a) Safety Lighting
 Adequate lighting to be provided to work location.
 All the electrical accessories will be of industrial type
 All the cables will be buried / above head.
b) Task lighting
Connected cables to be secured / tied properly to avoid trip hazards.
In addition to the fixed lightings, Portable lights will be stand by.
All electrical fittings used will confirm to industrial standards.
