THE PROJECT EMERGENCY ACTION PLAN DESCRIBES THE ACTIONS


PERSONNEL SHOULD TAKE IN AN EMERGENCY SITUATION

Regarding with EXCAVATION COLLAPSE and provides direction on how and when to
appropriately active notification and emergency procedures. The action when followed will
minimize personnel exposure to potentially dangerous situations and minimize damage to
property.

DEFINATIONS:
a. Trench: A trench is a narrow excavation in relation to its length made the surface of the
ground. In general, the depth is greater than the width.
b. Excavation: AN excavation is man-made cut, cavity trench or depression in the earth
surface, formed by earth removal. It is wider than it is deep.
c. Sides: The vertical or inclined earth surfaces formed as a result of excavation work.
d. Lip: Grade level earth immediately surrounding the edge of the excavation.
e. Spoil Pile: mass of excavated dirt which is piled near and rises above the trench opening.
f. Sloping: The side walls of the excavation cut into angle or v shape.
g. Benching: The side walls of the excavation cut into the benches.
h. Shoring system: A temporary structure for the support of earth surfaces.
Types of Soil:
The following are the types and classes of soil that may be encountered. The average weight of
soil is 100 pounds per cubic foot.

 Type A-1: Cohesive type soils with an unconfined compressive strength of 1.5 tons per
square foot or greater. Any soil with clay content is Type A.

If the soil is fissured, subject to vibration, or previously disturbed it does not fall in this category.

 Type B: Cohesive materials with an unconfined compressive strength of


between 0.5 and 1.5 tons per square foot. Gravel, silt, and loam are
examples of Type B soil.

 Type C: Cohesive materials with unconfined compression strength of less


than 0.5 tons per square foot. This category includes granular soils, sand,
and submerged soils.

In a rescue situation, soil types are considered to be type C and shoring should
be constructed accordingly.
BEFORE START THE WORK

 Make the Emergency response team and incident commander, should give
awareness about job specifications and daily site activities to this team.

 Create one or more joint training sessions between key on – site personnel
and emergency response team.

 Document the rescue plan and make sure it is posted at the work area.

 Mark the area with sign and easiest even safe access routes into and out of
working premises.

DURING THE WORK

 Identify on site equipment that can be used for rescue and retrieval.

 Maintain current emergency equipment inventory at the site. Equipment may
change frequently as the job progress.

 Re- Evaluate and update the emergency – response plan if on-site work task
change.

 If that is a narrow trench it should be consider as a confined space, therefore
need to provide all emergency control measures related to confined space
entry.

 If there have a possibility to happen cave-in, implement proper
communication system and rescue equipment’s.

EMERGENCY PREPAREDNESS
First Arriving Unit:
 Establish incident command structure. Incident Command should be established
immediately upon arrival at the scene to coordinate and control by-standers, other
workers, and any specialized agencies that may need to be utilized. Remember that
the Incident Commander is responsible for all people on the scene and the victim(s)
fellow workers may have to be managed to prevent further injuries.
 Apparatus should not be positioned closer than 300 feet from the scene. Personnel
should walk to the collapse site.
 Establish an off-site staging area for other responding apparatus.
 Shut off parked apparatus if possible.
 Request mutual-aid resources from Civil Defence (998).

The Incident Commander must make a careful size-up before deciding on a


commitment. It may be necessary to wait for additional resources before taking any
immediate action. Citizens and co-workers will want immediate action taken to
rescue victims, but this may cause an undue risk to fire department personnel.

The objective of the size-up is to identify the nature and severity of the immediate
problem and gather sufficient information to formulate a valid action plan. A trench
rescue incident requires a more cautious and deliberate size-up than most fire
situations.

If the victim(s) is yelling or speaking, their breathing is likely adequate. Death by


suffocation can occur within 4 - 6 minutes, so in many cases, the victim that is totally
buried is not likely to be a viable patient upon arrival of the fire department.

B. Establish an outer perimeter circle (Cold Zone):
 Eliminate sources of vibration out to 500 feet from the collapse site.
o Stop and shut off all construction equipment.
o Halt any drilling and/or blasting operations being conducted in the area.
o Stop and/or re-route traffic.
 Identify and communicate with witnesses to the incident.
 Contact the job foreman and engineer if on site, or obtain the phone number of
the engineer in charge.
 Determine availability, quantity and size of onsite shoring material.
 Determine the time when the accident occurred.

C. Establish an inner perimeter circle (Hot Zone):


 Establishing an incident inner perimeter circle, a minimum of 100 feet around
the trench collapse site. Complete outlining of the inner perimeter circle with
fire-line tape and establish an entry/exit point into the collapse site.
 Approach site from the narrow end of the extrication.
 Conduct a visual inspection of the excavation/trench walls to determine type
of soil involved in the trench collapse.
D. Attempt to identify the victim(s) location.
 Determine if available onsite shoring material is of sufficient quantity and size.
 Identify the number of victims.
 Establish the victim(s) condition if possible. (Do not enter any trench over 4
feet deep without adequate shoring for any reason.)
E. How is the victim trapped? (Rescue vs. Body Recovery)
 Totally buried.
 Depth buried.
 Trapped by utilities, if so notify proper utilities.
 Establish and maintain contact with victim(s) if not totally buried.
Treatment
 Ambulance driver shall be readily available for the mobilization of victim.
 First Aider Conduct a primary survey upon reaching the victim.
 Conduct a secondary survey and correct any life threatening conditions refer
to victim for professional medications.

 Consider removing the victim from danger prior to providing definitive care.

Incident Control:
 Immediately get non-entrapped personnel and workers out of the
trench/excavation.
o Place a ladder in the trench at the short end to assist non-injured victims
out of the trench.
 Confirm the notification of proper utilities.
 Begin clearing and levelling of the site for ground pads (4 X 8 sheets of
plywood) utilizing:
o Fire department rescue personnel (leaving apparatus in staging area).
o Construction personnel can assist at ground level gathering lumber, hand
digging, moving spoil piles, and moving excess construction materials
away from emergency site, etc.
 Ground pads (4 X 8 sheets of plywood) need to be installed ahead of the work
areas. Personnel shall not walk around the trench site without the ground pads
in place.
 The location of any tension cracks shall be immediately transmitted to the
Incident Commander and the safety officer.
 All such operations within 300 feet of the trench should be stopped.
Emergency response vehicles shall park at least 300 feet away from the trench.
 Ground pads (4 X 8 sheets of plywood) or ladders should be placed adjacent to
the trench wall to protect rescuers working around the trench.
 It is imperative the safety officer work closely with the Incident Commander
to ensure the safety of all personnel working in and around the trench site.

Standard Operating Guidelines shall be utilized.
 Approach the trench from the ends if possible
 Look for unidentified hazards such as fissures on an unstable spoil
pile.
 Assess the spoil pile for improper angle of repose and general raveling.
 Remove any tripping hazards form around the trench.
 Place ground pads around the lip of the trench.
 Secure all hazards in the area: utilities, electric or water etc.
 D-water the trench if necessary
 Try to ventilate the trench
