1.0 PURPOSE
Describe minimum requirements for operating motor vehicles within areas under client
jurisdiction, including driver performance and vehicle maintenance.
To provide minimum guidelines on traffic control in order to maintain a safe and organized
movement of construction equipment / vehicles and minimize road hazards to the client
and Sinopec, as well as other Contractors’ construction personnel and equipment at work
areas and site-thoroughfares, throughout the performance of work.

2.0 GENERAL REQUIREMENTS


2.1 Only authorized drivers (Client or contractor) shall operate motor vehicles.
Operator credentials shall be verified prior to their being allowed to operate motor
vehicles.
2.2 Drivers operating motor vehicles (either Client owned/leased, or contractor
owned/leased) on highways and company property and/or work sites shall have in
their possession a valid Saudi Arabian Government (SAG) driving license.
2.3 Drivers shall attend Defensive Driving Training prior for mobilizing in site and
Refresher training at least 6 months.
2.4 Drivers (Client and contractor) shall be held accountable for the safe operation of
the vehicle.
2.5 Drivers shall:
a. Abide by all SAG traffic regulations and Client traffic requirements at all times
in all locations.

b. Wear seat belts at all times and ensure that all passengers wear their seat belts
as well.
c. Report any damage immediately to their supervisor.
d. Perform a 360-degree walk around before getting into the vehicle.
e. Ensure the vehicle is safe to operate and contains all required safety equipment
prior to use.
f. Ensure the vehicle is properly equipped before operating in remote locations.
g. Do not exceed the posted speed limit at any time.
h. Do not use a cell phone, eat or drink while driving.

i. Properly transport materials and ensure loads do not exceed the vehicle
manufacturer’s design load capacity. Loads shall be properly secured and tied
down. Materials shall not extend over the sides of the vehicle. Loads extending.
j. beyond the front or rear shall be marked with a red flag and trailers shall be
equipped with visible brake and taillights.
k. Secure loose materials in the driving compartment or truck cargo area. Hard
hats and other loose materials shall not be placed on the rear window shelf.
l. Ensure unauthorized persons are not transported in vehicles.
m. Not transporting more passengers than the number of seat belts provided in
the vehicle.
n. Not transporting passengers in the rear of pickups or on truck beds.
o. Only park in designated parking areas. Parked vehicles shall not obstruct other
vehicles, roadways, access ways or fixed firefighting installations.
p. Reduce vehicle speed under hazardous weather or road conditions.
q. Not leave the vehicle unattended while the engine is running.
r. Always set the parking or emergency brake when the vehicle is parked.

2.6 All vehicles entering a Clients restricted area (e.g., hydrocarbon facility, Refinery,
gas plant, terminal) shall have a valid, Client Transportation Department inspection
sticker.
2.7 Vehicles shall be re-inspected when its Client inspection sticker expires. If the
vehicle fails inspection due to mechanical reasons, it shall be repaired and
inspected before a new sticker is issued.
2.8 All motor vehicles shall be serviced and repaired according to the manufacturer’s
maintenance schedule.
2.9 PROCEDURE

2.9.1 Parking Area


a) Designated parking areas shall be provided for construction equipment,
vehicles as well as site visitors. Such areas shall be properly identified with
appropriate notices i.e. “Parking Area”.

b) Parking will be allowed ONLY in designated parking areas. Parking of any


vehicles / equipment elsewhere on project site / plant site other than designated
locations shall not be allowed.
c) Parking of Sinopec and visitors' vehicles will be closely monitored and ensured
observed in an orderly manner.
d) Parking areas shall be kept free of any obstruction at all times.
e) Designated parking areas shall be identified on the plot plans of both
construction site and temporary facilities.
f) Where allowed, vehicles / mobile equipment may be momentarily parked on the
right side or shoulder of the street, as in the case of plant emergencies however,
they must not in any way, obstruct or interfere with the free flow of traffic or
interfere with the use of emergency equipment such as fire hydrants / fire alarm
boxes that can impede quick response of plant rescue team / fire department or
outside rescue organization.
g) Operator should secure the equipment after the working hours.
h) If there are no cabins lock for any equipment, after working hours’ operator shall
disconnect the battery or other appropriate means to protect from any incidents.
2.9.2 Bus Loading / Unloading Zones

• To ensure an orderly boarding / descending of site personnel, loading /


unloading zones shall be established and identified on project site. This shall be
observed both at construction and laydown yard.
• Buses / vehicles must approach and departing designated loading / unloading
zones orderly and at minimum speed possible.
2.9.3 Boarding / Descending Buses

• Site passengers shall board / descend from buses ONLY at the designated
loading / unloading zones and in an orderly manner.
• Running alongside vehicle / buses or boarding / descending while vehicle is in
motion is strictly not allowed.
• Boarding/descending through back doors will not be allowed except, in
emergency cases.

• Construction Managers, superintendents, supervisors, foremen and safety


personnel shall jointly guide, monitor and control boarding / descending buses
of workers during knock-off time and start of work shift to maintain an orderly
traffic movement.
2.9.4 General Traffic Requirements

• All relevant traffic safety requirements should have described under this
program.
• Vehicle’s horn must be sounded at blind corners and when passing nearby crew
or moving equipment at road side to give early warning.
• Access roads shall be kept free of any obstructions at all times.
• Should road closure be necessary in carrying out the job, an advance
notification to client shall be done.
• Ignition key must be left inside the vehicle / car at all times while within an
operating facility of client Plant. Locking of vehicle / car is allowed when it is
parked at the designated parking area.
• Where required, flagman, in a reflective (orange) vest, equipped with red and
green flag, will be provided to direct traffic within the affected vicinity.
• Escort vehicle(s) shall be provided to mobile cranes if to be travelled across /
along public roads. Hoist block of mobile crane shall be anchored when
travelling. Where required, flagmen shall be provided ahead of & behind heavy
moving loads to ensure safe traffic movements.
• All vehicles will be removed from the worksite at the end of each work shift and
parked at the designated parking area.
• Designated traffic routes for construction vehicle / equipment shall be followed
and enforced at all times. Using roads in operating areas for convenience and
short cuts shall not be allowed.
• Pedestrian have right of way over motorized traffic.
• Reckless driving or non-observance of established / existing traffic rules and
regulations on site may result in the withdrawal of driving privilege on the project.
• No vehicle / equipment shall enter a live process area without an approved entry
permit.

• Overloading shall not be allowed. Only prescribed limit of number of passengers


shall be permitted in any transport vehicle.
• Seat belts as provided shall be worn at all times, on and off site by the driver
and passengers (where applies).
• Red flags or red-white warning tape shall be used on any load that extends
beyond the front side or rear of any vehicle / trailer. No portion of load
whatsoever shall extend or protrude over the side of the vehicle.
2.9.5 Vehicles / Equipment during Plant Emergency Drills
• No vehicles / equipment will be allowed on the causeway and plant roads
during plant emergency drills. Sinopec drivers shall be constantly heedful to
this requirement.
2.9.6 Speed Limits
The following maximum speed limits must be strictly observed by all drivers except
when prescribed by client.

➢ 15 KPH on Office/Lay Down access roads


➢ 40 KPH on Inside ARMACO Plant
➢ 80 KPH on ARAMCO Access Road Site to Camp
➢ 120 KPH on Saudi Arabia National High Way

2.9.7 Marking of Access Roads


a) Access Roads
• Access roads to project site / laydown yard shall be identified with conspicuous
directional signs from the nearest public road to direct visitors, materials /
equipment delivery transport and other contractors coming to the project site.
• All access road should be marked clearly: traffic flow, loadbearing capacities,
traffic signs and controls, road striping, parking areas, road intersections and
multiple-use roads.
• Emergency response vehicle access shall be provided at all times to all site
locations.
b) Pedestrian Walkways
• All site roads shall be clearly marked and separate from vehicle travel routes
for pedestrian walkways/pathways.

• Proper barricades provide to separate parallel personnel walkways/pathways


to protect pedestrian from adjacent vehicular and heavy equipment traffic.
c) Road Closure
• Sinopec service will follow Road closures work as per accordance with Saudi
Arabian Government regulations and SA requirements, including GI 1021.000.
2.9.8 Limitation of Vehicles on the Project Site
• To minimize traffic and access congestion at the work area, the number of
vehicles coming in and out of work site shall be limited to as minimum as
possible. The specific limit prescribed by the client as to number of construction
vehicles allowed in the plant / project shall be adhered to.
• Vehicle entry pass/sticker for essential vehicles shall be arranged in advance
with and obtained from Client through Client PMT Representative prior to any
equipment / vehicle entry or mobilization to project site.
2.9.9 Temporary Site Facility Layout / Plant Plot Plan
• An approved copy of temporary site facility layout and available plant plot plan
(if any) showing parking area(s) and designated traffic routes including
designated gate(s) for construction equipment / vehicles shall be posted at
conspicuous locations at the site office complex for ready common reference.

3.0 VEHICLE INSPECTIONS


Drivers shall inspect vehicles on a monthly basis using a detailed inspection checklist. The
checklist items shall cover, but not be limited to, the availability and/or condition of:
• Two reflective warning triangles.
• Windows, windshields, inside and outside rear-view mirrors and windshield wipers.
• Headlights, taillights, brake lights, turn signal lights, horn, etc.
• Foot and emergency brakes.
• Tires, wheels, spare tire(s) and jack and wrench.
• Vehicle fluids (e.g., radiator coolant*, oil, brake fluid, transmission oil [checked with
engine running], steering fluid, wiper washer water, and distilled water for the battery).
*NOTE: The driver shall check the radiator coolant level only when the engine is cool.
When necessary, coolant shall be added to the level marked on the overflow
expansion tank, if provided.

4.0 MOTOR VEHICLE ACCIDENTS


a) Motor vehicle accidents (MVAs) that occur on Client premises or Client project sites
shall be reported to the nearest Client Industrial Security Control Center by telephone,
radio or messenger. As per G.I 6.001.
b) The driver shall immediately inform his supervisor of an MVA, after meeting the
requirements of Client Industrial Security and/or SAG police.
c) Drivers shall not leave the scene of an incident or move the vehicle after a collision
until released by the SAG police officer or a Client Industrial Security representative.
d) Reflective triangles shall be used to warn approaching traffic if a damaged vehicle is
blocking traffic or is stopped on the road.

5.0 DRIVING INSIDE PLANT


• Only vehicle with entry/sticker pass shall be used inside CPF Plant.
• Drivers shall follow the speed limit posted inside plant.
• Ignition key must be left inside the vehicle / car at all times while within an operating
facility of client Plant. Locking of vehicle / car is allowed when it is parked at the
designated parking area.

6.0 DESERT DRIVING (OFF-ROAD DRIVING)


• Off-road vehicle operators shall receive specific training in off-road driving and survival
techniques. Sinopec shall provide their training and testing for all drivers and its Sub-
Contractor for off-road travel.
• Off-road vehicle operators shall inform their immediate supervisors of their destination,
route and expected time of return.
• Personnel lost or stranded in the desert shall stay with the vehicle.
• Compass and/or global positioning system (GPS) unit and appropriate maps.
• Adequate spare fuel and oil.
• Communication equipment (ex. Mobile phone / two-way radio).
• Tools and equipment for emergency use (shovel, sand boards/mats, rope, sling,
shackles, etc.) and two properly inflated spare sand tires.
• Sufficient food and drinking water to last until rescue occurs, if stranded.
• Sufficient materials to create shade.

7.0 DRIVING ON THE RIGHT OF WAY (ROW)


• Only licensed, trained and experienced drivers with valid S.A.G. License and attended
a Defensive Driving Course shall be allowed to drive vehicles.
• Driver should conduct 360 degrees’ visual inspection of vehicle, spare tire & tire
pressure, oil engine, water coolant, battery, complete set of tools, medical kit, and fire
extinguisher prior to drive vehicles.
• Drivers shall strictly follow all traffic rules and regulations applicable within the area
traveling in the Right of Way at the speed of 40 KPH.
• Drivers shall be made familiar with road and terrain in which he will be traveling.
• Sinopec Emergency procedures and contact numbers must be distributed to all
Drivers and Workers in MIP Project.
• No unauthorized passengers/equipment shall be allowed for safety and security
reasons.

8.0 BORROW PIT / STOCK PILE TRAFFIC FLOW OPERATIONS


• A designated access for Heavy Equipment/Vehicle entering the borrow pit / stock pile
area. Separate entry and exit access is permitted in Borrow Pit / Sock Pile Area.
• HE operators must have Saudi Aramco Certificate according to his trade.
• Strictly no overtaking in the access and in working area by heavy equipment/vehicle.
• All Heavy Equipment working inside the borrow pit stock pile must have PWAS
installed.
• Trained flagmen shall be used or present when human traffic is present in a heavy
equipment/vehicle work area.
• Flagman should understand the associated work hazards and guide the Heavy
Equipment/Vehicles safely into work locations.
• A red/green color flag must be used when directing the flow of traffic with complete
PPE.
• The flagman should control the traffic as smooth as possible and post himself at a
highly visible and safe location at all times (visible with the operator and driver).
• Flagman must position himself at a safe distance (at least 6 meters) from the
vehicle/equipment, so that the reversing vehicle does not hit him.

• Flagman should be able to understand/evaluate the ground / soil conditions


(especially soft soil, near the edge of excavation, and etc.) before commencing any
movement of heavy equipment.
• Only authorized personnel shall be allowed to enter the work area where heavy
equipment and vehicle such as Wheel Loader, Bulldozer, Backhoe, Grader, Dump
truck and road compactor are in operation. When entering the work area, authorized
personnel shall make direct eye contact with the heavy equipment operator(s) to
ensure their presence is known.
• Operators shall ensure the work area is clear (no any personnel or equipment that
can be struck by or run over) prior to operating mechanical and heavy equipment.
• When an operator cannot see the entire area around the equipment, a
spotters/flagman wearing high-visibility fluorescent vests shall direct and assist the
operator.
• Reverse/backup alarms shall be audible on all heavy equipment working inside the
borrow pit / stock pile area.
• For any period of time, resting or sleeping under or near the heavy equipment / vehicle
is strictly prohibited.

9.0 PROTECTION OF THE GENERAL PUBLIC


• Sinopec service will protect general public from the project work activities such as,
abrasive blasting, radiation, painting, excavations and traffic routing etc.
• Sinopec service shall provide proper Barricades where required.
• Barricades shall be clearly marked with flagging.
• Barricades shall have protective lighting, when necessary.
