(A) GENERAL

1 OVERVIEW

The purpose of this method statement is to set out the acceptable procedures, equipment and
labour for effecting construction of Loperu Dam, comprising Site preparation, Excavations,
shaping and sloping of embankments, Protection works and all ancillary structures to the dam.

1.1 Scope of the work

This Work Method Statement covers the full scope required for the construction of dam and
covering all key stages in dam construction:

1. Mobilization
2. Site Clearance
2. Setting out and excavations for structures
3. Construction of Dam Embankments
4. Provision of Erosion Protection Works
5. Construction of Intake structures, Cattle troughs and Toilet
6. Fencing and fixing of Gate

1.Mobilization
The Contractor shall, upon being given notice of the award, make necessary arrangements to
provide the Performance Security and Third Party Insurance for works, plant/machinery and
persons connected with the project.
The Contractor shall identify a suitable site to set up camp for the site agent and his sub-
ordinates. The camp will accommodate the agent’s offices, stores and workshop, laboratory
and plant/machinery. The Engineer will be facilitated by provision of the instructed number of
vehicles and support staff.
Once setting up of the camp is completed, the Contractor shall mobilize relevant plant,
machinery, materials and labour to site. The Contractor’s personnel shall be induced to health
& safety matters before works commence. A team shall be dispatched to erect publicity signs
at locations directed by the Engineer. The Contractor will, at this time, establish contacts with
the Police and the local administration. The Contractor shall proceed with the works, with due
diligence, upon receiving the order to commence from the Engineer.

2.0 Resources
2.1 Tools and Equipment

The contractor shall provide plant and equipment to carry out the activities as listed below;

Plant will be kept in good order and inspected daily, drip trays will be provided for plant that
is stationary and also be inspected daily. Only minor services will be done on site and all
used/damaged machine parts will be removed.
The contractor has the necessary spare parts for the equipment working at site. In case of
breakdown beyond repair, then they quickly arrange for a replacement from Nairobi.

2.2 Labour

The contractor shall provide personnel needed for carrying out the works on site as follows;
• Site Agent
• Surveyor
• Plant Operators/Drivers
• Skilled Labourers
• Unskilled Labourers

2.3. Materials
All construction materials required shall be provided to specification as per the engineer’s
instructions. Such materials shall include Cement, sand, Hard-core Stones, pipes,
Reinforcement Steel, roofing materials, fencing materials etc…

3.0 Site Management


The Construction site will include the total footprint of the water pan and all related works.
General site management and maintenance will be done in accordance with environmental
management plan set out by the relevant statutory bodies.
The camp will be kept clean and housekeeping will be done on a regular basis, the construction
area will be demarcated and access roads shall be provided by the contractor. All construction
equipment will be restricted to the construction area in order not to harm or damage the
surrounding area
Clearing of any Vegetation for construction purposes will only be done on the demarcated
construction area and along agreed access roads.

The contractor shall ensure all solid waste material shall be properly disposed during the
construction period.

(B) METHODOLOGY
1 Site Clearing
The contractor shall clear the site of all grasses and bushes before commencement of
excavations for structures. Top soil shall be stripped and cart away or stockpile as instructed
by the engineer.

2 Setting out:
This should be completed immediately prior to the start of construction to avoid unnecessary
ground clearing and the loss of pegs and benchmarks. The contractor shall establish the centre
line for structures with substantial the reference pegs installed at each end of the centreline as
instructed by the engineer.
The following steps are to be followed when setting out:

3 Excavations
3.1 Excavation for normal soil
The contractor shall excavate for structures in soft material to any depth as instructed by the
engineer.

The following procedures are to be followed during excavation:


1. Mark & Clear the Excavation Zone:
The area to be excavated shall be properly marked and cleared before commencement of works.
2. Use an Excavator:
Excavation shall be executed by the use of an excavator.
3. Ongoing Checks during Excavation to Verify Correct Excavation Depth:

 The depth of excavation shall be periodically checked during excavation to avoid over
excavation.

 The depth of excavation shall be determined by reference to the required gravity wall,
columns and the spillway bridge

3.2 Slope of the Excavation Area (dependent on soil type)


The bank of the excavated area (depending on the soil formation encountered) shall be sloped
and shall be maintained to avoid collapse of the bank into excavated area. During the course of
excavation, the following measures are to be employed:
 Shoring and Shuttering: shall be used where there is any possibility of collapse of the
excavation. Shoring/shuttering drawings for different types of foundation will be
submitted for approval prior to installation and will be installed as per approved
drawings.
 Stockpile Excavated Material: All excavated material shall be kept at a safe distance
away from the edge of the excavation or shall be stock piled to the area designated by
the engineer so as to avoid excavated material re-entering the pit (for example during
rains) and so that the material does not exert any additional pressure on the sides of the
pit causing collapse of the excavation.

3.3 Safety Barriers & Signage
Adequate safety barriers (barricades), sign boards and advance warning signs shall be used for
all excavation activities.
 In areas where human inhabitation is moderate-high, suitable warning marks (Flags,
redtapes barricading etc.) shall be installed so as to warn the public about the existence
of excavated pits.
 Additional measures will be implemented based on site conditions and as agreed
between site manager and engineer for proper barricading.
 Due consideration will be given to prevent livestock and game/ wild animal falling in
the excavated pits.
In the event of Water in the Excavation
Should unexpected ground water be encountered in the excavation, the matter shall be
immediately referred to the Engineer for a possible change in foundation class. The procedure
to deal with ground water is as follows:
1. Remove all the mud and soft materials;
2. Provide a draining low-point/ sump to the excavation and pump/drain the water away:
 Suitable pumps for dewatering shall be used.
 Manual de-watering shall only be employed where the quantity of water ingress is
minimal.
 To facilitate the collection of water, a small collection pit/ sump shall be excavated at
the base of the excavation.
 Due care shall be taken to ensure that the water removed does not re-enter the pit.

4.0 Compaction and filling of material


Construction of the embankment shall entail a cut and fill operation with limited waste or spoil.
Bulk earthworks comprise the excavation of material from within the basin of the dam below
the flood level and placing and compacting it in the embankment using heavy equipment such
as dozer and excavators as required.
The dam Embankments Shall be constructed using selected soil as embankment fill material,
the soil shall be moistened and compacted to engineers satisfaction

5.0 Concrete works


Prior to placing of any concrete The contractor shall perform all quality checks and seek
approval from engineer on site.
The method used shall depend on site conditions and shall be placed in accordance with the
specification for concrete cast in place.
Mass concrete shall be used for construction of Concrete sill as per the contract drawings and
specification.
The Concrete formulations will be defined based on the proposal specified by the engineer.
The contractor shall follow all procedures required for handling concrete from mixing, placing
and curing of concrete.

6.0 Erosion Protection works


The Contractor shall prepare the downstream and upstream banks in prevention of soil Erosion
as specified by the engineer. The contractor shall provide all protection works as specified in
the contract.

7.0 Quality Control
The contractor shall strictly adhere to the quality control specification provided by the engineer
and in the drawings and other contract documents during construction process of the dam.

11 Demobilization
Once the Dam is substantially complete, the contractor will clear the camp and leave the
campsite in a good state. All Material sites will be restored to standards acceptable to NEMA.
