We sincerely thank you for your inquiry and are quoting below hoping that our quotation will
meet your expectations. We look forward to your acceptance of our quotation. Our quotation
is subject to the conditions stated below.

1 Prices & Scope of Work

We hereby are pleased to submit our best commercial offer for site testing &
commissioning, the offer is based on following:

 The scope as outlined below and technical description & terms and conditions;
 The enclosed tender drawing ref Doc. No.: CNHH-1_Rev.00 (As per Attachment);
The quotation is based on Gas Insulated Switchgear of type ELK-3, rated voltage
550kV, rated current 4000A & short circuit rating of 63kA, and strictly as per the tender
drawing as attached.

1.1 Technical Assistance Fee

1) The site testing & commissioning will be handled by our certificated supervisor
during the installation, testing and commissioning period.
2) The maximum period considered total for 19 weeks, include:
 Rental the testing equipment
 Supervision for installation, site testing and commissioning
3) One trip to and fro Chile is included. If due to no fault of ABB CNHHS, the additional
trip is required, the actual cost of the flight tickets in economy class should be paid
by the customer.
4) If due to no fault of ABB, the testing & commissioning time is extended beyond the
above stipulated time, the additional per day technical assistance charges as
indicated in commercial quotation will be charged according to the actual
additional number of days.
5) Working time per day: 8 hours per day
6) Working time per week: 40 hours per week
7) Any extension or repetition of these services, due to delays, supply issues or similar
beyond ABB control or responsibility will be charged extra at above unit rates.
8) The purchaser will take the responsibility of import and re-export of all the tools and
testing equipment, and inland transportation (unloading and loading) from port to
site and back to port.

Remark:
1) If due to no fault of ABB, the testing & commissioning time is extended beyond the
above stipulated time, the additional per day rental fee as indicated in commercial
quotation will be charged according to the actual additional number of days.
2) ABB is only responsible for renting tools and testing equipments. Responsibility for
management of resources and schedule lies with purchaser. It will remain ABB property
after completion of work.
3) Be advised, that we will charge the rental fee for the tools from the date of outgoing till
the date of intake in our stock in China. Estimated time for transport is separately shown
in our quotation. Please feel free to cut the list of needed tools by the tools you already
have on site or can be provided from local sources. In that case we expect these tools
in excellent conditions free of any charges for ABB.

2) Standard GIS on site testing (including testing equipments) according to IEC standard
for GIS (IEC 62271-203).
 Visual inspection, checks and verifications;
 Density Monitor calibration;
 Gas tightness test;
 DC resistance (voltage drop) testing;
 Gas compartment moisture (humidity) testing;
 CB timing testing;
 LCC function testing;
 Function testing for disconnector and earthing switch & Fast earthing switch;
 Assist the customer for CT & PT,SA testing (testing equipments for CT PT SA are not
included, which should be provided by the commissioning crew of the protection
system)
 HV withstand testing (one minute);
 Assist the customer for remote control and protection testing for GIS;
 Installation and Testing reports.

1.4 Excluded

 Rent of equipment, which is not mentioned in the attached tools list (e.g. scaffolding etc.)
 Works outside of the mentioned scope of works
 Costs for supporting staff as demanded in chapter "technical assistance"
 Waste disposal
 All taxes, duties, custom duties, fees and any such charges whatsoever levied on the
equipment or services outside the People’s Republic of China, if levied. This shall be to
the account of the Buyer.

2 Description of Site Testing and Commissioning

During the site testing and commissioning period the following local personnel (English
speaking) have to be at the disposal of the ABB CNHHS Supervisor:
( 1 ) Foreman
( 2 ) Commissioning engineer
( 5 ) Skilled mechanics (fitters)
( 2 ) Skilled electricians
( 10 ) Non-skilled labor
Skilled and non-skilled labor placed at ABB CNHHS’s disposal shall follow the instructions
given by ABB CNHHS’s personnel. Nevertheless, they shall remain the customer’s
employees in every respect. The skilled labor must have adequate qualifications. We reserve
our right to reject unsuitable personnel.

Health and Safety on Site

The purchase shall make sure that he has, in good time before the Installation is started,
informed the Contractor in writing of all relevant safety regulations in force at the site. The
Installation shall not be carried out in unhealthy or dangerous surroundings. All the
necessary safety and precautionary measures shall have been taken before the Installation
is started and shall be maintained. The customer shall make at his expense the necessary
arrangements for accident prevention. In particular, he shall bring to the attention of ABB
CNHHS any matter which has to be observed in his interest or that of other contractors, or
where local regulations have to be complied with. ABB CNHHS shall be entitled to refuse or
stop work if safety is not assured.

Conditions for Testing & Commissioning:

The site will be mobilized and work will start upon notice by the customer that the site is
ready for start of testing. The conditions under which ABB CNHHS will start the work on site
are described in the attachment.

Note:
Commissioning of the GIS covers all the work necessary to ensure correct operation of the
equipment when energized. Commissioning does not necessarily cover the energisation of
the GIS as this may occur at a later date.

and Commissioning on site during perform the site testing.

2.1.1 Standard tools provided by customer

2.1.2 Infrastructure provided by customer

 Lockable Office with desk, chairs, shelf, lockable cupboard, fridge
 Material container / storage room with shelves for loose parts and tools
 Mobile Crane (8 - 25 Tons) with equipment for unloading of goods and outdoor-
installation
 The fitters, electricians, welder and helpers.

2.2 Test after Installation on Site

The commissioning tests are carried out on site in accordance with IEC 62271-203 and will
be carried out as described in the following paragraphs.
 2.2.1

Dielectric tests on the main circuits

The GIS is prepared for the HV AC-test, filled with SF6-gas to the rated pressure and with all
HV-cables and OH-lines disconnected. The test is carried out with a special testing device
that is connected to the GIS. The test voltage is in accordance with IEC 62271-203, Table
107. After the test has been passed a commissioning report is issued.

2.2.2 Dielectric tests on the auxiliary circuits

These tests are not carried out on site since the local control panels, the switchgear and all
cable connectors of plug-and-socket type have already passed this test in the factory. The
passing of this test is documented in the respective test reports.

2.2.3 Measurement of the resistance of the main circuit

This measurement is carried out with at least 300 A DC. The results are cross-checked with
the routine and type tests.

2.2.4Check of the mechanical function of the switching devices

The mechanical characteristics of the circuit breakers, the disconnector and earthing
switches and the high speed earthing switches with short-circuit making capacity are
checked and compared with the factory routine test results.

2.2.5 Test of the SF6-gas tightness

At site every flange connection that has been established on site and every gas coupling
used during installation are tested for gas-tightness.

2.2.6 Measurement of dew point (moisture)

At least 5 days after filling the GIS with SF6-gas the dew point is measured.

2.2.7 Measurement of DC resistance

To test the connection of each bay and module, test will be conducted on each feeder.

2.2.8 Commissioning Protocols

All tests after installation on site are documented in the commissioning protocols.

Supplier reserves the right to adjust the prices in the event that:

 The delivery period is extended by customer’s influence a price increase of 3% p.a.

will apply.
 If payments are made in other currency than USD and extended delivery period will
affect receipt of payments accordingly, the related swap cost for hedging must be
covered by customer.
 The nature or the scope of the supply is changed; or
 The documents provided by the Customer are not in conformity with the actual
circumstances or are incomplete.
