1. Identify the members that we are targeting – statistics

To not have access to adequate living conditions represents a serious manifestation of


social exclusion. We could add that to not have a house and to live under the open sky
means - in our opinion
- the harshest form of social exclusion, together with, perhaps, the lack of identification
documents. A stable home - in the sense of where to live, not in the sense of property, but
stability in the medium term, at least - is a fundamental element in carrying out all the
other day-to-day activities related to the activities of the common family, leisure, rest and
even work (and, of course, many others).

It is estimated that in Romania there are over 15 000 adult persons without shelter from
which more than 5 000 live in Bucharest. Their access to social services and medical
assistance is very difficult, over 60% of them do not have identification documents and
are so unanchored from society that they lost the capacity to address the institutions and
organizations for the aid. The vast majority of adult persons without shelter do not have
medical insurance. Over 25% of the adult persons homeless have mental problems which
can be diagnosed by direct observation, and 40% of them have developed similar
ailments to psychosis.

Segmentation: homeless people between 15 and 50, from Bucharest, with no or minor
psychological problems, with no major addictions and that are able to make handmade
products

2. Local forms of organizations

SAMUSOCIAL, a non-government organization which since 2004 is providing


emergency help to homeless people in Romania, has stated in 2009 that almost 300
homeless die in Bucharest every year , many of them without an ID.
"Samusocial in Romania has the mission of saving people. Our target group is
represented by homeless adults, for the moment those in Bucharest. However, we do not
feel limited in terms of intervention. We help both those who ask us and those who do not
ask us. Those who address us, but also those that our mobile teams find on the street. We
help everyone in mental or physical distress, in a non-discriminatory way.Our mission is
to make the world a better place! ”-Sabina Nicolae, Samusocial Executive Director from
Romania
   SamusocialdinRomania (Mobile Emergency Aid Service), a Romanian law association,
is an emergency intervention device that comes to meet the most socialized people who
have been reduced to the stage of simple survival, because they have become "victims"
who can no longer nor do I know how to benefit from common law aid.
    Samusocial is a methodology of assistance for the most excluded people in the big
cities imagined by Doctor Xavier Emmanuelli.
    After founding Médecins Sans Frontieres and Samusocial in Paris in 1993, in 2001 he
founded Samusocial International with the aim of developing this system of care
worldwide. At present there are 10 Samusocials that have developed on 4 continents.
