provides the information needed in the study of the researchers. The framework was

made effectively to comprehend the figure beneath.

CONCEPTUAL LITERATURE

Reading Comprehension. Of many factors, reading comprehension receives a special

emphasis in several second or foreign language-teaching cases. This is considered an

essential language skill because it improves the language learning process and lets

students learn for a variety of purposes. In fact, the written texts have various

pedagogical purposes. Hence broad access to linguistically understandable written texts

can boost language acquisition process. Furthermore, suitable reading texts serve as

good models for writing, and provide opportunities to present new subjects, encourage

debate, and review language features. Many students of a foreign language often have

reading as one of their most significant goals. In addition , the ability to read in a foreign

language is everything students ever want to learn in most academic situations at EFL.

Reading, then, is regarded highly by both students and teachers.

The ability to read requires that, no matter what the purpose of the reading is the

readers extract and combine information from the text and they already have

aspirations. Hence reading is a cycle of meaning-construction involving an interaction

between text and reader. Readers subconsciously try to communicate with the passage

during reading, in order to grasp the text. Because readers approach a text with

different context information, desires, motives, abilities, and techniques in this

interaction, however, they arrive at different interpretations of the same text.

Reading skill becomes very important in the educational world. Reading through,

to become thoughts and concepts. Learning, then, is the potential for knowing certain

concepts and feelings. The skill needs to be established as all the lessons and

exercises require comprehension. That is because the students are use of those

information and understanding what they have reading is the concluding performance.

However, given the teachers' use of methods and approaches in improving reading

comprehension, there are often students who are below the reading competency.

English language in the Philippines. In a study entitled Company English Index (BEI),

Philippines has been tagged as the best country in the world Expertise in business

Language, in not just one but two successive years. Based on the 2012 BEI study, only

the Philippines scored above 7.0 which puts the country within a range of high skills

which indicates ability to lead the debates and carry out complicated tasks. But different

studies reveal the quality of Philippine education continues to decline. The notion is

based on the performance tests and board results. Not just the basic and the secondary

graduates are affected but university graduates are also affected. The skilled

Commission for Regulatory Affairs (PRC) records asserts of board exams in all areas of

knowledge continue downhill. Poor academic performance at the elementary and

secondary levels is one of the significant reasons for this phenomenon. This students’

academic performance can be attributed to their English language proficiency.

Educators agree that English proficiency is basis for academic achievement.

Read, compose, and the job with the numbers is based on tasks English competencies.

Language skills are also essential to academic success. For example, a person who
does not know English may not have access to the world 's renowned scientific and

technical discoveries, which are mainly written only in English. That means students

need to be professional in English to gain a deeper understanding in technology,

science, and math.

English-language skills are significantly linked to academic performance.

Academic subjects such as science, math and English often require language functions

to be used. The functions of language play an important role in the critical and analytical

thinking required in the subjects of science and math. The more linguistic functions

students are adept with, the more effective their thinking can be. Thus, the more

proficient the students are in English, the more likely they will perform well in their

academic subjects.
