EE 521 (final take home exam)

1. There is one type of engineering work mentioned in the book of mead, mead and ackerman
which is not included in the full scope of the practice of electrical engineering as per R.A. 7920.
What Is this type of engineering work and why do think it’s not included in R.A. 7920?
The type of engineering work not included in R.A. 7920 that is mentioned in the book of Mead is
in giving expert evidence in professional matters before the court. The scope of this work can
include all the fields of practice stated for electrical engineers and since anyone can be called to
testify regarding his of work, it no longer needs to be specified as another field and be given
guidelines.

2. Do you consider the LRT trains locomotives as defined by R.A. 7920? Why?
Yes, because LRT trains are considered as electric locomotive powered by electricity from
overhead lines and this trains uses mostly electric driven motors and some of this uses
regenerative breaking to generate electricity back to the source as defined by the RA 7920.

3. Who can legally practice electrical engineering in the Philippines without first obtaining a
certificate of registration from the BEE?
Foreign electrical engineers employed as technical consultants by the Philippine government or
by private firms when as long as there’s is no qualified Filipino professional that is available for a
specific project requiring supervision and consultation of an engineer as specified under RA7920.

4. Who can register as an REE without passing the board examinations for REE?
Under RA7920 no registration with the board are needed for engineering students, apprentices
and other persons employed or acting as subordinates of, or undergoing training under a person
holding a valid certificate of registration and a valid professional license under this act.

5. Before a person can register as a PEE, he must first possess certain requirements, two of
which are 1) must finish BSEE course and: 2) must be an
REE. One requirement of becoming an REE is that the person must finish the BSEE course. Is
the PEE requirement of finishing a BSEE course a redundancy? Why does R.A. 7920 specifically
state that an applicant for PEE must be a graduate of a BSEE course is if such requirement is
already satisfied once the applicant is an REE?

No, its not redundant because under the old EE law (RA 184), the qualification for PEE is a degree
holder of BSEE, now when the revision of the Act is conducted which is the new EE law (RA 7920)
an additional requirement is added which is being an REE. The qualification to become an REE
also is a degree holder of BSEE. Back in time you could directly apply then for PEE without even
becoming an REE.
6. For what conditions will removal examinations be applied?
When a candidate obtains an average rating of 70% but obtains a failed grade below 50% on
certain subject/s, removal of examination shall be applied. He shall be allowed to take a removal
exam on that failed subject repeatedly until he obtains a passing rating of 70% then he shall then
be considered to have passed the licensure exam.

7. What are the prohibitions of the practice of electrical engineering?

a. Practice or offer to practice electrical engineering in the Philippines without having


previously obtained a certificate of registration and a professional license from the Board of
Electrical Engineering except as provided for in Section 14.
b. Use, or attempt to use as his own, certificate of registration, professional license or the seal
of another;
c. Give false or forged evidence of any kind to Board or to any member thereof in obtaining a
certificate of registration or professional license;
d. Falsely impersonate any registrant of like or different name;
e. Attempt to use a revoked or suspended certificate of registration or an expired professional
license;
f. Use, in connection with his name or otherwise assume, use or advertise any title or
description tending to convey the impression that he is a professional electrical engineer,
registered electrical engineer, or registered master electrician without holding a valid
certificate or a valid license; and
g. Sign a document involving electrical design, plan, technical specification, valuation and the
like on behalf of a professional electrical engineer.

8. Good human relationship (pakikisama) is necessary in your practice as an engineer. At what


instances will good human relationship comes second?
When the good reputation of a person is harm or destroyed due to unethical acts that is inflected
by others the worth and dignity of that person is not respected this is time when good human
relationship only comes second, also the moral standards of that person is seems to be
prejudiced.
