A society where a large proportion of the adult population join the labour force and almost all
who do join the labour force are fruitfully employed, is a society that is largely healthy and
free of economic vulnerability. Such a society automatically motivates households to spend
more to improve their quality of life. In doing so, households propel economic growth and
more employment.
A society that cannot provide gainful employment to those who seek it on the other hand,
is vulnerable. An increase in unemployment reduces aggregate spending power, slows down
the economy and most importantly, it increases the vulnerability of households to deal with
economic shocks.
It is therefore not surprising that unemployment rate is one of the most important lead indi-
cators of an economy. In a rapidly changing world it is imperative that such an indicator is
available at fast-frequency so that corrective actions can be taken in a timely manner.
CMIE produces this vitally important indicator for India as a public good. The daily and
monthly rate of unemployment in India, rural India, urban India and for states of India esti-
mated by CMIE are for free public consumption by all. These estimates are available at
http://unemploymentinindia.cmie.com
This is the first instance of private agencies producing an unemployment measure for any
country in the world. This is also the first instance of the generation of fast-frequency measure
of unemployment.
Introduction of a reliable measure of the unemployment rate would help the domestic and
global financial markets understand India’s economic health better than it is understood in the
absence of such a measure.
Our motivation is to enlighten with the help of reliable data. We hope our measures will help
policy makers, investors, entrepreneurs, academia, the media and the public at large.

Introduction
We are delighted to release this eleventh volume of “Unemployment in India, A
Statistical Profile”.
Estimates presented here were generated using data collected during household
visits between 1 May 2019 and 31 August 2019.
This volume contains statistical profiles of 28 states and union territories.
For each state, we provide estimates of the labour force, labour force participation
rate, employed and unemployed persons and the unemployment rate during the
May-August 2019 period. These estimates are presented by educational qualifi-
cation, age and gender of the individuals. Separately, estimates are presented for
urban and rural regions of the individual states as well.
Our effort is to produce these volumes at a faster frequency than is usually
attempted in India. Such estimates are made thrice in a year. Further, it is our
endeavour to produce the results faster than is usually attempted in India. In
this respect our endeavour is to produce such volumes within one month of the
completion of the survey. We aim to achieve these without compromising on the
size of the survey (it is the largest in the country) and without compromising on the
rigour of implementation – this is the most advanced survey execution system in
terms of technology application in the country.
Definitions used to estimate labour force, employed and unemployed match
with those generally used internationally. With the help of these, while we have
estimated the magnitude of the labour force, employed and the unemployed, we
have also made estimates of the greater labour force, the greater unemployed and
the greater unemployment rate. These estimates will throw new light on the size of
the labour force and the size of the unemployed.
