Process: STS Construction and Maintenance
PERSON RESPONSIBLE: SUPERVISOR / CREW
STEPS:
A, Procedures Before Pole Guying
1
2.
Review engineering plan and determine the type of guying to be installed
To avoid any inconvenience to the public, clearance shall be secured from concerned
traffic authorities or local barangay official prior to actual work, if necessary.
Check logistics requirement of either gondola or non-gondola work
Check existing overhead distribution/ sub-transmission facilities if there is a need to
interrupt affected lines. Submit a request for Pre-arranged Job Interruption to
Operations Planning Unit if needed.
Check completeness of materials withdrawn from stores.
B. Procedures during Pole Guying

6
The supervisor shall conduct tailgate conference before starting work, in order to
instruct linemen on the work to be done and the safety precautions to be observed,
Position line trucks and mechanized equipment so as not to obstruct or interfere
with vehicular traffic or driveways.
Post early warning devices or caution signs at the job site for safety.
For night work, set up the floodlights energized through a portable generator,
installed in an appropriate location for optimum visibility
Electrically ground all mechanized equipment using equipment supplied
grounding cable or with additional grounding clusters if necessary.
Request System Operation (DELTA) for the appropriate clearance tag when working
near energized overhead distribution lines. (Refer to Meralco Safety Code - Tagging
Rules)
For work with pre-arranged job interruption, coordinate with System Operation
(DELTA) for the clearance to work on the interrupted line, Perform line testing on
the interrupted line then enclose the work area with grounding clusters prior to
commence with the assigned activity.
Install conductor covers or other insulated protective cover when working near
overhead distribution facilities
For work using a gondola, secure the gondola to the crane hook and install a safety
rope to act as back up support for the gondola. Linemen who will work in thea WEDTC-213.00

gondola must secure their safety belts and harness to the gondola steel frame for
safety. The crane operators will then extend the crane boom and maneuver the
gondola to the position where pole guying will be performed.
For work without a gondola, a linemen will climb the sub-transmission pole
bringing with him a hand line which will be used for raising tools and line
materials needed for pole guying. When working on 90ft concrete segmented pole,
pole steps (5/8” machine bolts or equivalent) must be installed prior to installation
of hand line.
Position the wire trailer or equivalent on the location of the anchor rod or stub pole
where the guying is to be installed
Notes:
1._ Before & while working on the pole, the involved personnel shall observe all
" the safety rules and regulations as stated in the latest edition of the Company
Safety Code or other recognized Safety Codes to ensure their safety.
2. If there are parked vehicle(s) under the pole, request the owner(s)/driver(s) to
relocate the vehicle in a safe place.
C. Installation of Guying.
1
Position the roller block of the hand line to the point in the pole where the guying is
to be installed.
With the use of the hand line, raise and install the pole clamp where the pole guying
will be installed, Orient the pole clamp into the direction of the guying.
Payout the loose end of the hand line (same one used to raise the pole clamp) to the
point where the guying is to be installed (anchor rod or stub pole),
Install a guy grip on the loose end of the guy wire to be installed. Do not fully close
the guy grip.
Secure the payout hand line to the guy grip.
Ground men on the base of the pole will then pull the other end of the payout hand
Jine where the guy is to be installed.
When the guy wire with the guy grip reaches the position on the pole where the pole
clamp was installed, the lineman on the pole firmly secures and closes the guy grip
to the pole clamp.
‘The other end of the guy wire is then cut and tensioned.0 WEDTC-213.00

9. Proper tensioning must be observed before securing the guy to the anchor rod or
stub pole with a guy grip. When a guy wire is to be installed to a stub pole, it is best
practice to make use a basket truck.
10. Repeat this process until all the guying for the pole is installed.
D. Procedures before Leaving the Work Area.
1. Check that all members of crew are all accounted for and have climbed down the
pole,
2. Remove any installed groundings, conductor covers or other insulated protective
covers.
3. Properly dispose all waste materials and clean the surroundings.
Remove the early warning device or caution signs posted at the job site.
5. Call System Operations (DELTA) to clear appropriate clearances (Refer to Meralco
Safety Code - Tagging rules) or to restore interrupted distribution/sub-transmission
facilities
