This document outlines a local causality analysis for determining factors that contribute to children in conflict with the law (CICL) at three levels: demand side analyzes family conditions and beliefs that push children to break laws; supply side examines services for CICL and compliance of facilities; and enabling environment assesses enforcement of relevant laws, local budgets for CICL, and functionality of structures.

Levels of Analysis Analysis of Determining factors
1. Demand Side What are the conditions, practices, beliefs, incidents in the families that push children to break laws and become CICL? What are the factors in the family that entice children to become CICL 2. Supply Side Are there adequate services for CICL? Are there available facilities catering to CICL that comply with government? Criteria? Are the services properly trained? 3. Enabling environment Are relevant laws effectively enforced? Are there enough local budget for CICL Are the relevant structures functional?
