Session 2:

Results-Based
Management
SESSION
OBJECTIVES
Explain the concept and principles of
1
Results-Based Management

Define “results” and differentiate them

2
from “activities”;

Apply the basic principles of RBM to 3

selected social problems.
Lately, there has been a strong
emphasis on

RESULTS
Why does focus on “RESULTS” matter?

There has been a strong emphasis on “RESULTS”

because donor agencies, UN organizations, and
governments were no longer satisfied with program
reports on “ACTIVITIES”.

It is no longer enough to describe what we have done and

how many activities we have undertaken.

They want to see “RESULTS”.

Why does focus on “results” matter”?

Activities are important but they do not really show whether or

not the programs make a difference in the lives of the people.
Reports are meaningless when they do not show the RESULTS
of activities that are being supported by donor agencies, UN
organizations, and governments.
Why does focus on “results” matter”?

RBM is about making sure that our work in the Barangay,

through the CBJIP, actually makes a difference (change) in
the lives of children in conflict with the law and children at
risk.
What are RESULTS?

RESULTS are
measurable RESULTS are Activities are
changes as derived from the cause;
results of a cause-and- Results are

interventions. relationship
Activities are what we undertake. Refers to tasks or
actions like training, teaching, organizing, or providing.

Results are effects brought about by the conduct of

activities. It often refers to what happens (or what has
happened) because of something else.

It may refer to output or outcome. It implies that

something has ended and reached its conclusion. It’s
like there is already an end-result.
Which is an activity and which is a result
 Training of children on life skills.
 City Caravan on child rights.

 Parents are aware of the rights of children.

 Distribution of flyers on child rights to parents.

 Social Workers have skills in handling CICL.

What is Results-Based Management
(RBM)

• RBM is a management strategy by which all

planners/ implementers ensure that their efforts,
processes, products and services contribute to the
achievement of RESULTS.

• RBM implies a shift in focus from “ACTIVITIES” to

“RESULTS”.
Reason for the shift of focus
from “activities” to “results”

It is no longer enough to describe what we have

done and how many activities we have undertaken.

There is a need to show “RESULTS”.

Results show if program goals and targets have been

achieved or not. Activities do not.
“Accountability
and results are my
number one
priority”
Former UN Secretary
General, Ban Ki Mon

”Every good manager must make the effort

to look ahead and look behind and
determine the effects of our work”
Three levels of change/results
End results or long-term results of a project or
Impact Results program as shown in the change of the situation of
target population. (Same as GOAL)

Intermediate results describing the condition of

Outcome Results institutions like family, community, organization as effects
of change in knowledge, skills, behavior, or practices.

Direct results of activities, inputs, or interventions

Output Results expressed in the change of knowledge, skills,
behavior, practices.

Refer to activities, services, interventions,

INPUTS undertaken to produce specific outputs.
Basic Principles in
RBM

 To fully and effectively address a

social problem, there is need to
address all the barriers/factors that
cause that problem.
 If a problem has 3 causes…

BIG Message: It is important to
analyze thoroughly the factors that cause
a social problem in order to address it
effectively, fully and in a sustainable
manner.

First Question: How do you

systematically, logically, and effectively
analyze the causes of a social issue?
