OVERVIEW: Preparation and maintenance of financial records, reports and accounts; processing various
transactions, posting to accounting system(s), and perform a variety of complex accounting functions. This
position processes all accounts payable for the County and taxing districts. Responsible for preservation,
retention, and purging systems for accounts payable. Review invoices and allocate expenses to various
internal department(s) and external agencies, if applicable prepare and distribute reimbursement invoices.
Assist other areas of the office and department as needed. This position reports to the County Auditor or
assigned designee.

ESSENTIAL JOB FUNCTIONS

 Organization, preparation and maintain financial records and accounts for the county and applicable
taxing districts.
 Receive, review and audit all invoices and vouchers on a weekly basis electronically or by paper.
 Understand, interpret and audit complex billing processes for payment.
 Process and submit vouchers reports to the County Auditor and the County Commissioners for review and
approval.
 Enter and process invoices and some payroll(s) for taxing districts.
 Communicate with County Treasurer to verify sufficient cash balances for each fund.
 Prepare and mail warrants to all vendors and/or personally deliver checks to departments, districts or
vendor(s).
 Manage and process voided/canceled warrants for the county and taxing districts. Coordinate with bank
to insure proper handling of voided/canceled warrants and reissue if needed.
 Train personnel/departments on use and navigation of accounting software to process electronic
invoices.
 Maintain user permissions for workflow and set up of accounting software related to Accounts Payable.
 Process month-end closing of PO’s and invoices in WinCams.
 Maintain awareness of projects that are in progress so they can be properly coded and charged.
 Interface and upload jury duty checks for district and superior courts.
 Interface WINCAMS invoices with FMS; troubleshoot problems that arise in the interface process in
preparation for weekly issuance of warrants.
 Calculate expenses shared within county departments and prepare billings for reimbursement.
 Assist with Grant/Project Accounting, including processing billings.
 Collect, process, and maintain W-9’s for county and taxing districts.
 Maintain contracts used for making reoccurring payments (i.e. legal services, etc.).
 Process year end 1099’s for county and taxing districts.
 Responsible for processing postage meter billings for the various departments in the Courthouse and 19th
street buildings.
 Responsible for administering the county credit cards, including issuance and tracking of new or lost cards
and canceling cards; monitoring the credit exposure for the county; making sure policies are followed for
the use of the cards; monitor and collect funds for items not covered under the credit card policy to and
include late fees and interest charges.
 Communicate with vendors to research and resolve posting of payment errors or issues.
 Preparing Public Records Request(s) for all accounts payable items for the requested time frame.
 Field and answer calls/questions to assist in resolution of issues.
 Perform other duties as directed and/or required.

KNOWLEDGE, SKILLS, AND ABILITY REQUIREMENTS

 Governmental accounting procedures and BARS manual.


 Knowledge and skill with personal computers and software programs including: Accounts Payable, Excel,
and Microsoft Office.
 Ability to quickly learn and operate new programs effectively and efficiently.
 Knowledge of Grant/Project Accounting.
 Highly organized, accurate and complete thoroughness in all aspects of the position.
 Maintain a high level of confidentiality and discretion.
 Problem solving skills.
 High customer relations skills for both internal and external client(s).
 Maintain a professional positive attitude in a potentially stressful environment.

PHYSICAL REQUIREMENTS / WORKING CONDITIONS

 Work is performed independently, involving repetitive tasks and requiring routine practices.
 Requires prolonged periods of sitting at a desk or computer or standing at a copier, postage machine etc.
 Climbing stairs in county facilities and other agency building.
 Lifting up to 30 pounds waist high.
 Bending, stooping and twisting during the normal course of the day.
 Sight and hearing of acceptable standards.
 Work is performed primarily in an office environment.
 Working overtime may be required.
 May or will be required to travel to other county facilities etc., in a variety of weather conditions for work
and training.
 A work schedule other than the traditional 8:00 a.m. - 5:00 p.m. may be required during certain times of
the year.
 Must have reliable transportation or means of getting to work on time.
RECRUITING REQUIREMENTS

 Two years of college or business school, or the equivalent of bookkeeping or accounting experience.
Preference given to government accounting experience.
 A background security check and personal credit report may be required if a job offer is made.
 The County may, at its discretion, consider combinations of education, experience, certifications and
training in lieu of specifically required qualifications contained herein.
