Modify Cell MLB Configuration (MOD CELLMLB)

Function

Use this command to modify the configuration of the cell MLB algorithm.

InterFreqMlbThd Inter- Meaning: Indicates the threshold of the PRB usage for
Frequency triggering inter-frequency MLB. If the MlbTriggerMode
Mobility parameter is set to PRB_ONLY(PrbMode) or
Load PRB_OR_UE_NUMBER(PrbOrUeNumMode), inter-
Balancing frequency MLB is triggered when the number of
Threshold synchronized UEs in the cell is greater than or equal to the
sum of the MlbMinUeNumThd and MlbMinUeNumOffset
parameter values and the PRB usage of the cell is greater
than or equal to the sum of the InterFreqMlbThd and
LoadOffset parameter values. MLB stops when the PRB
usage of the cell or the number of synchronized UEs falls
below the InterFreqMlbThd parameter value or the
MlbMinUeNumThd parameter value, respectively. For LTE
TDD, the InterFreqMlbThd parameter indicates the
threshold of the downlink PRB usage for triggering inter-
frequency MLB.

LoadOffset must be smaller than or equal to 100.

Impact on Radio Network Performance: A larger value of
this parameter results in a lower probability of triggering
MLB and higher gains to system throughput after UEs are
transferred. However, a larger value leads to a longer period
during which the throughput is affected because of resource
insufficiency before the UEs are transferred. If this
parameter is set too small, the MLB algorithm takes effect
frequently, which leads to more signaling interaction and
handovers. This increases the CPU load and brings little
gains to the system throughput.

InterRatMlbThd Inter-RAT Meaning: Indicates the threshold of the PRB usage for
Mobility triggering inter-RAT load sharing. Inter-RAT load sharing is

Impact on Radio Network Performance: A larger value of

values and the PRB usage of the cell is greater than or
equal to the sum the InterFreqMlbThd and LoadOffset
parameter values. Inter-frequency load balancing is
triggered if the number of synchronized UEs in the cell is
greater than or equal to the sum of the MlbMinUeNumThd
and MlbMinUeNumOffset parameter values and the PRB
valuation in the cell is greater than or equal to the sum of
the PrbValMlbTrigThd and LoadOffset parameter values.
Inter-RAT load sharing is triggered if the number of
synchronized UEs in the cell is greater than or equal to the
sum of the InterRatMlbUeNumThd and
InterRatMlbUeNumOffset parameter values and the PRB
usage of the cell is greater than or equal to the
InterRatMlbThd and LoadOffset parameter values. Inter-
RAT load sharing to transfer to-be-released UEs is triggered
if the number of synchronized UEs is greater than or equal
to the sum of the InterRATIdleMlbUeNumThd and
InterRatMlbUeNumOffset parameter values and the PRB
usage of the cell is greater than or equal to the sum of the
InterRatMlbThd and LoadOffset parameter values.

Impact on Radio Network Performance: A large value of this
parameter may cause difficulties in timely triggering the load
balancing when the cell load is unbalanced, or cause
difficulties in timely stopping the load balancing when the
cell load is balanced. A small value of this parameter,
however, may result in the frequent triggering or stopping of
the load balancing algorithm.

LoadDiffThd Load Meaning: Indicates the threshold of PRB usage difference


Difference between the serving cell and a neighboring cell. When the
Threshold result of the PRB usage of the serving cell minus that of a
neighboring cell is greater than the parameter value, this
neighboring cell can be a target cell for mobility load
balancing (MLB).

Impact on Radio Network Performance: A larger value of
this parameter results in a larger amount of load to be
transferred within an MLB period and higher system
throughput. However, if the value is too large, no suitable
neighboring cell can be selected for the UE and the MLB
does not take effect. A smaller value of this parameter
results in a smaller amount of load to be transferred within
an MLB period and lower system throughput.

InterRatMlbUeNumThd Inter-RAT Meaning: Indicates the threshold for the number of uplink
Mobility synchronized UEs in the cell used to trigger PRB-usage-
Load based inter-RAT load sharing. PRB-usage-based inter-RAT
Balancing load sharing is triggered when the PRB usage of the cell is
UE greater than or equal to the sum of the InterRatMlbThd and
Number LoadOffset parameter values and the number of uplink
Threshold synchronized UEs in the cell is greater than or equal to the
sum of the InterRatMlbUeNumThd and
InterRatMlbUeNumOffset parameter values. PRB-usage-
based inter-RAT load sharing stops if the number of uplink
synchronized UEs in the cell is less than the
InterRatMlbUeNumThd parameter value or the PRB usage
of the cell is less than the InterRatMlbThd parameter value.
The actual threshold for the number of uplink synchronized
UEs equals the percentage value of this parameter
multiplied by 1000. For example, the GUI value of 1
indicates that the threshold for the number of uplink
synchronized UEs is 10 (1000 x 1%), the GUI value of 2
indicates a threshold of 20, and the GUI value of 10
indicates a threshold of 100. An exception is that if the
parameter value is 100 or 99, the threshold for the number
of uplink synchronized UEs is 1 or 2, respectively.

Impact on Radio Network Performance: The value of this
parameter has a significant impact on inter-RAT load
sharing. A larger value of this parameter results in a higher
probability of delayed inter-RAT load sharing when the cell
is overloaded. A smaller value, however, causes a higher
probability of inter-RAT handovers and network
performance deterioration due to low inter-RAT handover
success rates.

InitValidPeriod UTRAN Meaning: Indicates the standard valid duration for load
Idle Mode sharing with universal terrestrial radio access network
Mobility (UTRAN) for UEs in idle mode. The actual duration
Load increases on the basis of a standard valid duration with the

Impact on Radio Network Performance: A larger value
results in more UEs being transferred to UTRAN cells when
the E-UTRAN cell is overloaded. UEs cannot enjoy LTE
services as they should do. A smaller value leads to a
shorter period in which load transfer from the E-UTRAN cell
to UTRAN cells is allowed and a lower probability of
decreasing the potential load of the E-UTRAN cell.

LoadTransferFactor Load Meaning: Indicates the control factor for the amount of a
Transfer single load transfer. The value of this parameter has an

Impact on Radio Network Performance: A larger value of
this parameter results in a larger total amount of load to be
transferred and quicker decreases in the cell load, but it
leads to weaker resistance to load fluctuations and therefore
a higher probability of ping-pong handovers. A smaller value
of this parameter leads to the opposite effects.

MlbTriggerMode Mobility Meaning: Indicates the variable that triggers a mobility load
Load balancing (MLB) procedure.
Balancing In MLB with load information exchange, If this parameter is
Trigger set to PRB_ONLY(PrbMode), PRB usage is used as a
Mode triggering variable and the number of UEs is used as a
supplementary triggering variable; PRB usage difference
between cells is used as a UE transfer condition; the aim of
MLB is to achieve the same number of remaining PRBs
between cells. If this parameter is set to
UE_NUMBER_ONLY(UeNumMode), the number of UEs is
used as a triggering variable; the difference of the number of
UEs per unit of bandwidth between cells is used as a UE
transfer condition; the aim of MLB is to achieve the same
number of UEs per unit of bandwidth between cells. If this
parameter is set to
PRB_OR_UE_NUMBER(PrbOrUeNumMode), the
combination of the triggering variables, UE transfer
conditions, and MLB aims for the values
UE_NUMBER_ONLY(UeNumMode) and
PRB_ONLY(PrbMode) are used.
In MLB without load information exchange, If this parameter
is set to PRB_ONLY(PrbMode), PRB usage is used as a
triggering variable and a UE transfer condition and the
number of UEs is used as a supplementary triggering

of MLB is to achieve that the PRB usage is less than the

InterFreqMlbUeNumThd Inter- Meaning: Indicates the threshold of the number of


frequency synchronized UEs for triggering inter-frequency load
Mobility balancing. When the MlbTriggerMode parameter is set to

parameter is set to UeNumMode. If this parameter is set to
a larger value, the inter-frequency MLB may not be triggered

to a smaller value, the inter-frequency MLB will be
frequently triggered.

MlbUeNumOffset Mobility Meaning: Indicates the offset of the number of synchronized

MlbMaxUeNum Mobility Meaning: Indicates the maximum number of UEs that can

set to a larger value, a great number of UEs can be
transferred to neighboring cells, leading to a significant
decrease of load in the serving cell but a quick increase of
load in neighboring cells. If this parameter is set to a smaller
value, the load in the serving cell does not decease
obviously.

MlbUeSelectPrbThd Mobility Meaning: Indicates the threshold of UE PRB usage in MLB.


Load In LTE FDD cells, if the MlbTriggerMode parameter is set to
Balancing PRB_ONLY(PrbMode), the eNodeB does not select UEs
UE when this threshold is set to 100; when this threshold is not

Impact on Radio Network Performance: If this parameter is
set to a larger value, the eNodeB can select fewer UEs in
the transmission direction that triggers the MLB procedure
and can select more UEs in opposite transmission direction
when the MlbTriggerMode parameter is set to
PRB_ONLY(PrbMode), and the eNodeB performs MLB for
more UEs when the MlbTriggerMode parameter is set to
UE_NUMBER_ONLY(UeNumMode).
A smaller value of this parameter leads to the opposite
effects.
The value of this parameter cannot be too small. If the
parameter value is too small, there is a possibility that no
UE meets the requirement for the PRB usage in the
opposite direction, where response packets are transmitted.
When MLB is triggered by the PRB usage, the value of this
parameter cannot be too large. If the parameter value is too
large, there is a possibility that no UEs can be selected in
MLB and MLB does not take effect.

DlDataMlbMode Downlink Meaning: Indicates the MLB mode for downlink data
Data- transfer. If this parameter is set to UeNumBased, the
transfer downlink data transfer MLB algorithm is enabled. If this
MLB parameter is set to NON_TRIGGERED, the downlink data
mode transfer MLB algorithm is disabled.
This parameter is dedicated to LTE TDD cells.

Recommended Value: It is recommended that
DlDataMlbMode be set to NON_TRIGGERED when the cell
load is light and UEs are evenly distributed in different cells
in an early stage of network deployment. If the cell load is
close to the full load and UEs are not
evenly distributed between cells, set this parameter to
UeNumBased.

Impact on Radio Network Performance: If the cell load is
heavy and the number of UEs among cells is seriously
imbalanced, downlink data transfer MLB mode prevents
throughput of edge cells from deterioration and ensures the
throughput fairness of all UEs.

InterFreqMLBRanShareM Inter- Meaning: Indicates whether to enable operator-level and


ode Frequency operator-group-level inter-frequency MLB. If this parameter

resources of each operator group in RAN sharing mode.

set to GROUPOVERSHARING(GROUPOVERSHARING),
operator-group-level inter-frequency MLB is enabled and the
eNodeB performs inter-frequency MLB based on the overall
cell and operator load in RAN sharing mode. This parameter
applies only to LTE FDD.

SHARING,Proportion under InterFreqIdleMlbMode must be
turned off.

Impact on Radio Network Performance: If this parameter is
set to NON_SHARING(NON_SHARING), the eNodeB
performs cell-level inter-frequency MLB. The load status of
one operator affects resources used by other operators, but
the system resource usage is higher than that in operator-
level inter-frequency MLB.
If this parameter is set to SHARING(SHARING), the
eNodeB performs operator-level inter-frequency MLB. Each
operator cannot use resources of other operators, and the
load status of one operator does not affect resources used
by other operators. However, the system resource usage is
lower than that in cell-level inter-frequency MLB.
If this parameter is set to
OVERSHARING(OVERSHARING), operator-level inter-
frequency MLB is performed only if both the cell load and
operator-specific load meet the MLB trigger conditions,
thereby ensuring system resource usage.
If this parameter is set to
GROUPSHARING(GROUPSHARING), the eNodeB
performs operator-group-level inter-frequency MLB. Each
operator cannot use resources of other operators, and the
load status of one operator group does not affect resources
used by other operator groups. However, the system
resource usage is lower than that in cell-level inter-
frequency MLB.
