THESIS TITLE: Flood Assessment in Hagonoy Bulacan Considering the Effects


of Fishponds Along Lower Pampanga River Using Hec-Ras 2D
and Proposed Solutions
GROUP NUMBER: 5CEB-5

1. OVERVIEW OF THESIS PROJECT

Hagonoy, Bulacan is located at the southwest corner of Bulacan and it is where the
Pampanga River passes through. It is situated on a low-lying land along the northern
coast of Manila Bay and the area submerge into flood waters whenever heavy rains
occur. It has been prone to coastal flooding caused by storm surges and high tides.
Consequently, Hagonoy has a highest elevation of 20 meters making it a catch basin of
the Pampanga River. Therefore, water from upstream sources would come down and
pass through several barangays in Hagonoy as it drains to Manila Bay. The town has a
great number of fishponds within its area which are mostly located along the river and
with the existence of these fishponds, it hinders the proper flow of upstream waters from
the Pampanga River to Manila Bay. With the increase of numbers of fishponds in
Hagonoy along Pampanga River, flooding in low-lying areas of Hagonoy occurs. The
general aim of the study is to investigate the flooding in Hagonoy, Bulacan considering
the existence of fishponds along Pampanga River and produce a mitigation proposal in
the said area. The study objectives are to assess the flooding conditions in Hagonoy
with the presence of fishponds, to develop a hydraulic model for Lower Pampanga River
and its floodplain using HEC-RAS, to simulate the existing status of the river using the
hydraulic model, and to propose and simulate solutions/mitigating measures to address
the flooding generated by fishponds in Hagonoy, Bulacan.

The collection of data that includes river cross-section of Lower Pampanga River,
discharge of the Lower Pampanga River, selection of Manning’s Roughness Coefficient,
field study of fishponds in Hagonoy, and interviews with the residents who live in
Hagonoy.

From the discharge data that will be obtained from DPWH, the annual peak flow will
be derived and by using Gumbel’s method the 20-year, 50-year, and 100-year return
period of flow discharged will be determined. The river cross-section, Manning’s
Roughness Coefficient, and 20-year, 50-year, and 100-year return period flow will be
simulated using HEC-RAS.

The simulation in HEC-RAS will include 4 different scenarios and these are
simulation of the model with the presence of fish ponds, without the presence of fish
ponds, with dredging as the flood mitigation measure to be used, and with dikes as the
flood mitigation measure to be used.

The first scenario will determine the current flooding situation in Hagonoy, Bulacan.
To indicate the effects that the fishponds contribute to the flooding problems in the area,
simulation of model without fishponds will be conducted. The difference between the
results of the first and second scenario will indicate the increase in water elevation due
to the interruption of river flow by the fishponds. In determining the actual effects of
fishponds in Hagonoy, proper flooding mitigations will be applied, such as the third and
fourth scenarios. These mitigations will alter the effects of fishponds in flooding.
Simulation is needed to determine the positive impacts of the flooding mitigations
proposed and the proper application of it.

2. REVISIONS ON THE RESEARCH PROPOSAL

The significant revisions made in the manuscript presented after the thesis title
defense are as follows:

 The initial thesis title was “Flood Assessment In Hagonoy Bulacan Due To
The Effects Of Fishponds Along Lower Pampanga River Using HEC-RAS 2D
And Proposed Solutions”. The words “due to” were changed into
“considering” because the effects of the fishponds on flooding is still not
established and has not been proven. Without revising the initial thesis title
will imply that the group is concluding that the fishponds affect the flooding in
Hagonoy without any confirmation.
 As formerly stated in the Limitations of the study, other factors such as
opening of dams will not be considered in the research. The Pampanga
River, having a large watershed, is surrounded by a number of dams that will
have a great effect with the flow discharge in the channel. Therefore, it is
necessary for the group to take into consideration the effect of the opening of
dams in the study. The Scope and Limitations of the study has been revised
as reflected in the final manuscript submitted before the 1st semester ends.

All of the revisions made were reviewed and noted by all our panelists and as well as
our thesis adviser prior to the submission of the manuscript last semester.

3. ACCOUNT OF WORK DONE AND IN-PROGRESS

Data collection from DPWH Bureau of Design was accomplished on February 13, but
unfortunately the data collected were inadequate as the streamflow data given were not
from Sulipan gauging station as the data available for Sulipan station were the water
level only. The streamflow data acquired were from Sta. Rosa station in Nueva Ecija as
it was the nearest station that has a recorded data since 1985. The Bureau of Design
also does not give river cross-section data.

4. WORK PLAN FOR THE NEXT PROGRESS REPORT

  After the collection of data of discharges and cross-sections of Pampanga River from
DPWH Pampanga Regional Office, the group will then visit DPWH Bulacan Provincial Office
for the remaining data to be obtained and needed in the study. The collected data from
DPWH Pampanga and DPWH Bulacan will be evaluated by the group before being used in
the simulation of model in HEC-RAS. The group will immediately start preparing the fourth
chapter of the thesis which is the Presentation of Data and Analysis after obtaining the
desired results from the simulation.
