2. Purpose and Nature of Project


San Carlos City was once known as Binalatongan. From the time of its founding up to
the middle of the 19th century, it was considered as the biggest and most populous town
of Pangasinan composing a whole third of the Province which is about 164,061. Because
of the large and increasing population, San Carlaneans brings warm fellowships
through various celebrations such as academic events like seminars, conventions, social
events like proms, wedding and gala.

In response to the increasing human engagement in special occasions, venue has always
been an issue. Though there are few existing gymnasium and astrodome in San Carlos
City, comfort and security has always been factor to consider since most of these venue
is an open area. Other options aside from gymnasium and astrodome is restaurant with
functions rooms. Although the venue brings comfort and security in comparison with
the aforementioned venues, the area is substantially small to accommodate large social
gatherings. This project aims to build a state of the convention center in the City of San
Carlos

B. Outline of Planning and Implementation


1. Summary of the Study
This is the first phase of the building construction as a convention center for San Carlos
to be situated in Pangasinan State University. This phase involves full site evaluation
and survey of land, a full building survey with collection of existing building plans, a
hazardous materials survey, and a traffic study, interviews with staff, students,
administrators, and input from community members via several visioning sessions held
in each community. Using the gathered information. The Campus Executive Director in
coordination with the campus planning and physical, plant and facilities coordinator
recommends a new construction of the building.
