 RATIONALE

Naga is one of the coastal municipality in the province of Zamboanga


Sibugay. The municipality has a land area of 246.30 square kilometers or 95.10
square miles which constitutes the 7.07% of Zamboanga Sibugay’s total area.

Fish production is one of the ways and means of the Naga fisher folks along
with its champion products rubber and seaweeds. Fish harvest are abundant,
hence, fish and fish drying business is very evident. However, poor quality of
dried fish is produced and was experienced in the municipality due to the
absence of proper fish drying facilities in most of the identified coastal areas. As
being observed traditionally in some area of Naga, during drying time, fisher folks
usually dry their fish in the traditional way using bamboo covered with coconut or
palm leaves which bring about in contact with and other unwanted foreign objects
which makes it more prone to low quality and spoilage especially during rainy
season and unpredictable weather condition which could hinder the fisher folks in
drying the fish directly under the heat of the sun.

With this, the proposal was made to support the local fisher folk’s
association/organization fish. Fish drying may take about 3-6 days in continuous
drying without any weather interruption. With the technologies proposed the
drying time can be shortened and provide better quality dried products. Fish can
be simultaneously, efficiently and hygienically with lesser microbial
contamination.

Considering that the municipality is a coastal area and most of the


population’s income comes from the fishing industry, Norwegian Fish Cage is one
way of increasing the income of the fisher folks. During the consultative dialogue
with LGU Naga, milkfish (bangus) fingerlings will be best cultured Its best
characteristic is its adaptability to its environment. It can survive in confined fresh
or brackish water fish pens and marine cages. The Bangus is a tough and sturdy
fish species making it suitable for aquaculture and cultivation

Deployment of STARBOOKS, a stand-alone information source designed to


reach those with limited or no access to Science and Technology information
resources. STARBOOKS provides STI (Science, technology and innovation)-
based content in various formats to students and even teachers in geographically
isolated and economically challenged schools. This will also stir the interest of
students to pursue S&T career paths.

 OBJECTIVES

General Objectives:

 To improve and develop product standards of the municipality in terms of


aqua culture and fish drying production.

Specific Objectives:

Specifically, the project aims to:

 Provide a safer venue where the fisher folks and the community can benefit
thru a drying service facility.

 Shorten the number of days in drying and produce quality dried products.

 Additional income and generate employment opportunities.

 Provide the learners an access to free information and knowledge;

 Easy access for the educator’s science instructional materials.

 PROJECT MANAGEMENT

 The duration and implementation of the project will run for one (01) year,
following the standard operating procedure of project implementation and
technology transfer under DOST’s local Grants-in-Aid (GIA) program. The
project will include counter-parting of major stakeholders involved to
effectively implement and sustain its successful implementation.

a. Department of Science and Technology - IX (DOST-IX)


 Sets clear direction and overall coordination in the implementation of the
project;
 Provide package of S&T support services to be accessed by the
beneficiary, such as innovation support system, product development,
process improvement, manpower development and related consultancy
services;
 Monitor and evaluate the operational status and performance of the
project; and
 Ensure that plans, objectives and activities are being implemented for
the sustainability of the project;

b. Local Government Unit of Naga


 Manage and sustain the established livelihood assistance provided;
 Provide support on the maintenance of the fish drying facility;
 Provide support on the maintenance of the Norwegian fish cage facility;
 Provide an area to be used where the fish drying facility is to be
established;
 Provide the milk fish (bangus) fingerlings to be cultivated;
 Provide a covered floating cottage to house the feeding materials for the
fish cultured;
 Provide boat to be used in feeding and monitoring;
 Provide feeding materials for the cultured fish;
 Provide the necessary electric components, if need be; and
 Provide personnel to monitor and feed the fish cultured.

 MONITORING AND EVALUATION:

 Monitoring is considered an important tool in measuring project sustainability


and development. It has to follow required procedure in monitoring and
evaluating project with corresponding duration and schedule of activities to
successfully implement the project. The DOST IX PSTC-ZSP will be
responsible on overseeing and monitoring the implementation of the project
while the beneficiaries with the management and support of the Local
Government of Naga will be responsible in submitting the needed documents
required from time to time.

 Expected Outputs:

The packaged S&T interventions of DOST-IX provides a sustainable livelihood


support / assistance for the Local Government Unit of Naga. These expected
outputs are incorporated and measured following the DOST’s 6Ps Metrics for
Project Output, to wit:

Products The product of the beneficiaries includes the cultured milk
fish (bangus) and dried fish.
People The project is also expected to capacitate members of the
identified beneficiaries in terms of fish culture using
Norwegian fish cage and fish drying facility, thus uplifting
the lives of the community folks.

With the aid of STARBOOKS, the learners and educators


will be capacitated and upgrade their learning thru the
installed learning materials.
Partnerships The project will serve as the starting foundation of linkages,
collaborations and partnerships with identified
beneficiaries/individuals by LGU-Naga and other
government agencies to work hand-in-hand (i.e. BFAR,
DTI), promoting the access to sustainable livelihood of the
Naga community as a viable source of income.
Promotion Promoted S&T related programs and services to the
community thru technology transfer.

Notes: Maam Pay, please enhance my draft maam, and mamalihug ko pagama sa
technical aspect maam, like pila ka KG ang fish harvest per day/week/month to
justify the need of the Fish cage.

As for the Fish drying Facility maam, please input pila ka beneficiaries pwd ma cater
ang 2-units and pila ka days ipa dry ang fish in terms of traditional way using only
sunlight and pila ka Kg ang ginapa dry sa is aka fisher folk/individual to justify the
need of the drying facility.
