Dear Ms. Molchanow:

I want to thank the State Board of Education for its careful and ongoing consideration of our application for
establishment of a new community college in Erie County.

As requested, we are including a summary and support information of the current curriculum offerings at The
Regional Career & Technical (RCTC), and a letter from Dr. Fred Walker, Director of RCTC, which highlights his
support for establishing a stand-alone community college in Erie County. In addition, Dr. Walker shares some
of his insights regarding programming at the RCTC and how it compares to the proposed offerings at the Erie
County Community College.

It is important to note that during the curriculum development process, representatives from the community
college effort toured the RCTC and conducted an assessment of the programming and offerings available. The
assessment provided information that was used to ensure the community college offerings were not
duplicative, but rather were aligned with relevant RCTC programming to provide more advanced training and
instruction than is provided through the non-college credit programming at the RCTC.

As Dr. Walker’s letter emphasizes, RCTC’s programming differs in many ways from the proposed community
college programs and curriculum. Most notably, only the community college has the capability to provide
associate degrees and professional certifications essential for career training and advancement, and to scale in
a way that would meet the current and future needs of local employers.

Visual Emissions Inspector Test-INITIAL-EV Gas Cap

This course covers all aspects of the Pennsylvania emissions inspection program. The new test consists of 40
questions and you will have one hour to complete the online test. Successful completers earn certification as
"PA Certified Emissions Inspector."

1. Click on the “Register” button below to register and pay the $15 RCTC Test Proctoring Fee. Although the
new test is an online test, it must be proctored in the RCTC Office.

2. Call the RCTC Office (464-8601) to provide your Driver License number and an approximate test date; we
must have this information to roster you online with PennDOT. Once we have rostered you, and you perform
step three, you will have access to the study materials.

3. Go to www.patrainingportal.com to register and pay for study materials and exam access. Follow the
instructions below.

Northern Region Initial Emissions Certification

Mechanics will have the best experience if they follow these steps:

Go to www.patrainingportal.com look for “Ready to create an account?” click on Sign Up

Log into the site with your driver’s license number; create password, enter your address, etc., answer security
questions. You will be issued a 9 digit number, be sure to write it down, you will use it to log in to the site
each time.

Go to General Information on the side menu, click on “Initial Emissions Inspector Certification”; read the
information on Northern Region Emissions Inspector Certification

After you have read the information, click on “Apply for Certifications” on the side menu – click on EV -
Northern Emissions- VISUAL/GAS CAP ONLY (the second option); click “Submit” at bottom, then click on
“Pay”. Fill in your credit card information.

You must come to Erie County Technical School to take the exam; please do not click on “take test” on the PA
Training Portal when you register (this will use one of your 2 attempts)

Get study materials by choosing that option on the menu

Testing takes place at Erie County Technical School each Wednesday at 4:00 PM. Register at
www.rctcerie.org; click on Programs, then Automotive. Scroll to Visual Emissions Inspector Test – INITIAL.
The cost is $15, and can be paid with a credit card at that time. Click on “Register for Class”. If you give us an
email we will send you a receipt.

Call the RCTC office at 814-464-8601 to give us your driver’s license number and to schedule the Wednesday
you would like to take the test.

On the day of the exam: You will log on again to patrainingportal.com. Bring your 9 digit number and
password to log on, and answers to the security questions that you provided when you registered. You will be
required to answer the security question exactly as you did upon registration. The exam consists of 40
questions, which you will have 60 minutes to complete.

Program Information

The 240 - CDL Class A Oil and Gas Program is a six week comprehensive training program designed to teach
individuals the necessary skills to safely operate a commercial vehicle and have an understanding of working
safely in the Oil and Gas Industry.

The training consists of four sections. In the first section, the student receives 40 hours of classroom training
in the skills needed to pass the Class A permit test. The second section of training consists of three and a half
weeks (140 hours) of road and range training. Students will be learn the skills needed to take their Class A
CDL test and how to operate a commercial vehicle safely. The third section of training is 20 hours of
classroom training to learn the skills needed to pass the Hazmat, Tanker and Doubles and Triples Endorsement
tests. The last section of the training will be a 40 hour online Oil and Gas Safety program. This program is

instructor led and includes testing after each of the 26 modules required to be completed. These modules cover
Hours of Service for the Oil and Gas Industry, Fluid Truck Accident and Rollover Prevention, Driving Safely
for Oilfield Employees, Intro to Oilfield Drilling Operations and Equipment, Intro to Oilfield Worksites, and
other safety modules.

The program will provide individuals with the skills and knowledge necessary to gain employment with
national, regional, and local companies. Each student is responsible to cover the cost of permits, endorsements,
