Call to Order
7:00 PM Meeting called to order on November 14, 2016 at Springfield City Hall -- Council
Chambers, 36 Court Street, Springfield, MA.
Reports of Committee
Councilor Walsh reported on the Maintenance and Development Committee. The met on
mobilitie's utility petitions. She stated that the committee was waiting for a legal opinion.
Councilor Edwards reported that the REO committee met on the amendments to Chapter 82
which is item 51 on the city council agenda. Councilor Edwards stated that the committee
recommends passage of the ordinance.
Councilor Marcus Williams gave report of the Young Professionals Committee, which met on
a potential mobile food truck ordinance.
Patrick Sullivan, the City Comptroller, gave the Revenue vs. Expenditure report.

Petitions
Representatives from Light Towers appeared and spoke in favor of their petitions.
Representatives from Eversource and WMECO appeared and spoke in favor of their

FINANCIAL IMPACT:
The City is awarding a total of $101,700 in damages for the 2 parcels, with Parcel #02560-0017 awarded $50,400,
and Parcel #02560-0019 awarded $51,300. There is a separate Order of Appropriation on the agenda for this
purpose. The funding source is the CDBG- Disaster Recovery Economic Development account.

FINANCIAL IMPACT:
The appropriation for the eminent domain taking of 2 parcels is $101,700. The proposed award for NS Central
Street (Parcel #02560-0017) is $50,400, and the proposed award for NS Central Street, formerly 90 Central
Street (Parcel #02560-0019) is $51,300.
COMMENTS - Current Meeting:
Attorney Antonucci, attorney for Hampden Care Facilities, Inc., spoke in favor of the order.
Councilor Ramos stated that he wanted to see a Good Neighbor Agreement where
organizations in the ward where the facility will be located will receive funding.
Solicitor Pikula informed the Council that under a ordinance that they adopted, that they do
have some power to oversee marijuana dispensaries because such establishments require a
special permit.
Councilor Walsh stated that she was against the good neighbor agreement.
Councilor Hurst motion to strike section 3 from the revised Host Community agreement.
Seconded by Councilor Walsh. Motion failed. Ayes: Fenton, Hurst, Ramos. Nays: Gomez,
Ashe, Edwards, Walsh M. Williams, Twiggs, Allen, Rooke, B. Williams, . Absent: Shea.
Attorney Thomas Moore, Attorney for the City and Director of the Parking Authority, spoke
in favor of the order.
