Power Analysis
Research Sheet

A power analysis is used to research possible allies and opposition to your demand. Choose a person or group
to research that you think can influence your demand.

Use credible sources to answer the following questions. Cite your sources. Cite your sources by writing the
publisher’s name in parenthesis and including a link to the article (Columbia College) (Purdue University).

1) What issue is your group addressing?

2) What is your demand?
llow homeless to occupy vacant homes owned by Caltrans
A
during this pandemic and after turn them into section 8 housing.

3) What is the name of the person or group you will research for
your power analysis?
East LA Community Corporation

4) Does this person or group operate in the public, private, or

non-profit sector? What is their institution called?
They operate in the public sector.

If they operate in the public sector, what branch and level of

government do they operate in?
They are local

5) How much power do they have to influence your demand? Give a detailed explanation.
They can get the attention of decision makers because they are a big and important corporation.

6) Who has influence over them? Give a detailed explanation. Consider their constituents, party affiliation,
Political Action Committees, checks and balances, staff, religious affiliation, business affiliations, etc.
The people have influence over them because they want to help the people in these neighborhoods.

7) Do they support your demand? Are they an ally or an obstacle? Give a detailed explanation.
I think they would be an ally. According to The Planning Report, the ELACC main focus is to, “work on
creating a forward-looking community plan for Boyle Heights that protects residents and reflects local needs.”
This shows that they care about the interest of the residents and want to help them. In this case the homeless
need those houses due to the virus. After the virus is over they will still need those houses and they may go to
them or to those in section 8 who are also in need.
8) What is their self-interest? What are they concerned about? What matters to them?
They focus on developing affordable housing and providing access to economic development for low and
moderate income families in Boyle Heights and East Los Angeles.

9) Where would you place this person/group on the grid below? Explain your answers.
I think they would be a (3) down to help ally and an (5) attention getter.
