POLICY 1.0

Rationale

As we are now facing the “New Normal” brought by the COVID19 pandemic, Lasallian
Partners are driven to Work from Home (WFH). Correspondingly, it accounts for the use of digital
services at home, thereby increasing the productivity and efficiency of campus operations through the
Digital Campus Infrastructures. It provides opportunity to all Lasallian Partners (LPs) to continuously
perform their mission despite the situation to prepare for the BORDERFREE EDUCATION model. This
mode greatly calls for the use of internet services at home to support their role in the institution while
working from home. It is on this view that, upon the initiative of the Brother President, the institution
will provide all Fulltime Lasallian Partners an access to internet for 3 months that is a free service as a
privilege.

Specifically, the program offers opportunity for the Lasallian Partners to enjoy a free internet
service to:

1.1.1 Access to powerful learning tools such as school’s LMS (Canvas), emails, MS Teams,
Office 365 and other school’s endorsed platforms for dynamic digital and campus
experience
1.2 Navigate technology and innovation initiatives globally,
1.3 Innovate teaching/learning encounters and business processes and extend the
performance of their roles beyond school,
1.4 Mobilize learning & campus experience anytime, anywhere, and
1.5 Open up real-time engagement with stakeholders.

2.0 Implementing Rules and Regulations

2.1 Acquisition and Distribution of Pocket Wi-Fi or Device

2.1.1 The Pocket Wi-Fi or Device Acquisition shall be done by De La Salle Lipa

2.1.1.1 DLSL will organize a scheme with the chosen Provider to distribute the device
to all Fulltime LPs.
2.1.1.2 The LPs will receive the device in agreement, understanding and compliance to this policy.

2.1.1.3 Validation of employment status by the HRD.

2.1.2 DLSL shall shoulder 100% of the total acquisition cost of the device.

2.2 Custody and Accountability of the Device and Service

2.2.1 The device remains the property of the school and is considered a fixed asset while
the partner shall be considered the “partner custodian” of the device during the period of
its life cycle; thus, the partner custodian shall ensure that the device is always available
in the workplace.

2.2.2 The partner-custodian assumes full responsibility and accountability of the device.
DLSL will not be liable for LOSS or DAMAGE as stated in Section 11 of the Partners’
Handbook (Annex B).

11.7 School Property


(All Lasallian Partners are responsible for the care and maintenance of all equipment,
fixtures, and materials entrusted to them. The damage due to mishandling or
carelessness or unaccounted loss of institutional equipment, books, or other items is
charged to the employee to whom these are entrusted. The movement of equipment,
fixtures, and the like is allowed only with the approval of the Vice Chancellor for
Administration.)

2.2.3 The partner-custodian must notify the school immediately followed by a written
report addressed to IPMS, ISSESO, and ICT Center in the event their device or pocket
Wi-Fi is lost, stolen and damaged. The partner-custodian will be responsible for the cost
of repair or replacement.

2.2.4 The device shall be governed by the institution’s manual both Partner’s and ICT’s
MOPs. Technical and maintenance support is subject to the provisions of the vendor
warranty. Accordingly, the following provisions shall take effect:

2.2.4.1 During the 3-month period, the partner-custodian shall not transfer or sell the
device to anyone. The school shall not be held liable for any illegal act on the use of the
device and the service within.

2.2.4.2 The Lasallian Partner-Custodian is not allowed to tamper with, make any
modification or changes to the device.

2.2.4.3 The Lasallian Partner-Custodian is not allowed to remove the property tag if any
within the 3-month period or as prescribed by the institution;

2.2.4.4 The Lasallian Partner-Custodian shall not allow any family member to use the
school owned device at any given point of time regardless of the purpose. The device is
for sole use of the lasallian partners in the performance of his/her role in and out of the
campus.

2.2.4.5 The Lasallian Partner-Custodian is only allowed to attach protective accessories
on the device at their own expense.

2.2.4.6 The device may be subjected to random checking and inventory of the IPMS and
ICTC at any given time without notice to the partner-custodian particularly when there
is a potential compromise to the technology infrastructure.

2.2.5 The LP who received the device shall completely participate with the programs
and activities of the institution relative to the use of the service including but not limited
to required periodic feedbacks, surveys and reports.

2.2.6. Information and Communication Technology Center (ICTC) determines and


provides the monthly internet service associated with the device as approved by the
Deputy Chief and/or the Chief Technology and Shared Services Officer

2.3 After the 3-month Period


2.3.1 The LP may continuously use the device on purposes stipulated in this policy.
The device remains the property of school.
2.3.2 The LP may have the option to fully own the device by paying the full
acquisition cost.

2.4 Early Retirement/Resignation/Separation/AWOL

2.4.1 Extended Leave of Absence/Study Leave


Partners who received the device under the Internet@Home Program shall pay in full the
acquisition cost of the unit and the pre-loaded data prior to the extended or study leave absence.
The ownership on device shall be governed by the period threshold.

2.4.2 Résignation/Retirement/Dismissal Prior to Full Ownership

2.4.2.1 A Lasallian Partner has the option to keep the device upon retirement or resignation
provided that he/she will pay in full amount of the acquisition cost.

2.4.2.2 Disposition of the mobile computing device returned due to


retirement/resignation shall be at the discretion of the Information and Communications
Technology Center (ICTC) in coordination with IPMS.
2.4.3 AWOL
The Lasallian Partner shall be considered in breach of the agreement if he/she who goes on
AWOL or equivalent without surrendering the device to DLSL. Hence, the acquisition cost plus
the pre-loaded data shall be deducted automatically from his/her final pay.

2.4.4 DISMISSAL
All devices under the custody of dismissed Lasallian Partners shall be recovered.

2.4.5 Deceased Lasallian Partner


Ownership of the device is transferred to the surviving immediate relative or dependent.

2.5 Data Privacy


The use of this device shall adhere to Data Privacy Act of 2012 also known as RA10173 (Annex D) and
Information Policy of the institution.

2.6 Enforcement
Violation or non-compliance to the policies contained in this document (see item 2.2) shall constitute
disciplinary action and shall be subject to the corresponding penalties set forth in the DLSL
Partners’ Handbook.
