The mandate of this unit is to undertake stakeholder engagement, key strategic planning, policy development, capital planning and financial analysis related to the City's real estate holdings, The incumbent is responsible for overall management of the business relationships with the City’s divisions, agencies and corporations to provide technical expertise, team/consensus building, real estate experience and proven ability to work in a ‘multiple stake holder environment to support the City-Wide Real Estate model. The incumbent will report directly to the Manager, Program & Policy Management, and may act as a Real Estate Services representative at various committees and meetings with community groups, citizens, elected officials and managers of other divisions or organizations, The incumbent will be an energetic, innovative and resourceful problem solver who: + Manages a team of real estate professionals on a project basis in the research, analysis, examination and evaluation of information and city policy applicable to major real estate initiatives and projects. + Builds a strong business/working relationship with assigned clients, including understanding their business needs and advising the client appropriately on all real estate matters, + Consuls, liaises, negotiates with staff of City agencies, boards, commissions and divisions, community groups, other ‘governments, and the private sector to achieve corporate goals, objectives, information and advice. + Initiates and conducts appropriate research, analysis, examination and evaluation of all information applicable to the strategic planning of the City's real estate portfolio. Effectively coordinates projects and tasks among consultants and monitors work output. Prepares Terms of Reference and Request for Proposals in accordance with the City’s policies and procedures, Prepares detalled and timely reports to Committees of Council, as well as work plans, critical path schedules, and briefing notes as required by the Manager. + Inspects and supervises work in progress by real estate and divisional staff ensuring that all work is executed in accordance with relevant legislation and relevant guidelines. + Develops, prepares and monitors schedules, graphs and maintains accurate records of development and budget on all assigned projects. + Directs the consultants in the preparation of specifications and tender documents; edits reports and project documents for ‘approved projects. Ensures that corporate interests are met in dealing with consultants, contractors and suppliers. + Establishes and maintains a portfolio of information to support management information systems (.6. SAP) ‘+ Maintains an awareness of current trends, practices and directions in real estate development and public-private partnerships, + Makes presentations to Committees of Council, community meetings and to senior management, + Completes assignments and projects in a professional and timely fashion, meets deadlines and performs well under pressure. + Assists the Manager as required, acting on behalf of and in his/her absence. Key Qualifications: 1. Post-secondary education in planning, real estate and/or land economics with relevant experience or the approved ‘equivalent combination of education and experience, 2. Strong project management skils and experience, including ability to define and meet project purpose and objectives, undertake project activities and achieve milestones and deliverables, monitor and track progress, and communicate effectively with stakeholders. 3. Demonstrated strong working knowledge and understanding of land and real estate development, land use planning and business planning issues, including technical, policy and intergovernmental aspects. 4, Highly developed analytical, problem solving and negotiating skils. 5. Ability to exercise discretion, judgement and work independently, with a high degree of initiative and creativity in problem solving 6. Excellent written and oral communication, presentation and interpersonal skills, and the ability to work cooperatively with ‘others in an interdisciplinary toam. 7. Excellent organizational, consensus building and negotiating skils with the ability to thrive in a multistakeholder ‘environment. 8. Prefer graduate degree in planning (real estate development focus) or post graduate studies in real estate.
