Audio Visual Industry in the UK

The UK audio visual on the United States involves the film production and the TV production is

the leading industry in terms of the size of the company and the number of exports they carry on

daily basis. Statistics have been proven that the UK audio visual generates $ 5.4 billion of

revenue of Europe in the year 2008, statistics have also proven that, the UK films contributes to

better exposure of films and fictional acts done by the United kingdom, which makes it maintain

competition among its competitors (Dhingra, and Van 2016). In 2009, the UK audio Visual

increased its revenue, as to that of Germany and France at the same time having higher revenue

than Spain and Italy. The essay below majorly describes the UK audio Visual, with the impacts

of brexit on its structure. Further majors on the scoop of cultural policy and the challenges they

face in cultural policy making.

According to the data collected by the UKFC, the inward investments of the audio visual

increased with a fifteen percent of 1.5 billion in the year 2010, as compared to 2009 where it had

dropped in the domestic UK audio visual films. Of the 357,195 hours of film broadcast done in

the Europe, in 2009 5% of the channels were from the UK, it was later singled out as the major

source of the European source of films, which was followed by the German films and the French

films followed by 2.5%. On march the midnight of 29th the UK audio visual will be quitting

form the Europe broadcast channel, which is quite not healthy for the European as they will lose

their major source of fiction providers. Brexit is one of the considerations that Europe is

considering to ensure that they do not fail in their TV production by lacking much of the fictional

shows they broadcast which are provided by the UK audio visual (Busch, and Matthes, 2016).

The audio visual industry in the UK is the major source of jobs in the Europe and also in the UK.

In 2017it served the high company that involved in employing the youth. It also contributes to

the funding functions, in the state emergency aid. They took part in aid whenever the state could

incur any of the emergencies including the natural calamities. They recorded the higher

percentage of help in the country. However the post Brexit, which confirms the freedom of

movement for the access on films and the TV programs including the news raised concerns that

the UK possibility of benefiting from the European funding system which had been established,

which was against the wish of the UK from withdrawing from the Europeans Films. They argued

that despite the fact that it was the major supplier of films to the European it had large

capabilities of getting support and increasing its revenue from the programs the European had

established.

The Brexit industry stakeholders raised concerns over maintain their stakeholders, which was

majorly based on maintaining the European Works which could help maintain the UK

stakeholders as they could maintain vast spread of their services through broadcasting their

products which are the films they produce(Busch, and Matthes, 2016). They argue that

maintaining the stakeholders of the company would contribute towards the UK success and the

films will be programed in a manner that they receive large audiences which is a great success to

the UK Company.

Despite the earlier proposal, proposed by the UK, which requested them to have a longer

relationship with the European, concerning their disputes solution which had not been properly

done, the European has not come up with a reply if they should maintain their rules and their

relationship.

Impact of the Brexit on the Industry

UK has to reconsider the Brexit deal on how it has impacted the daily on their progress as the

audio visual industry. As it nears towards the end of their work with the European, there are still

huge certainties pertaining the effects of the audio visual sector to the production industry. If the

Brexit could restrain the movements of their personalities then it would be a great doom to their

organization. Brexit plays a role in production matter, by taking care of the production team from

the fallout. Being a member of the council of Europe it contributes greatly to the production of

European works (Busch, and Matthes, 2016)

. Their withdrawal from the European society will be a great impact to the production of the

European which is a great influence to the European productions. The largest percentage that is

situated in the UK being workers of the audio visual film, as said by the chief executive miss

white, who approximated that 40% of the people who were working under the UK most of the

films industries are European nationals who have no UK citizenships. She claims that, upon the

decision they have to consider these workers as they would lose their jobs which is a reduce to

the economy of the European (Lawless, and Morgenroth, 2019)

The Executive director of the commercial broadcaster Association addressed people claiming

that, the ability of the UK recruiting people from the European is an issue that has to be

reconsidered by both parties. The UK uses the EU talents for production at the same time the EU

uses the UK talents for production, which means they help each other and the brexit might bring

along some of the disadvantages they never expected advising them to reconsider the brexit

On the other side Young claims that using different skills form the two different countries is one

among the major contributors to the industries success he says that, restricting the movements is

not just an effect to the two, but also to the industry. He raises concern that the industry in

general might lose its competitive ability and it might drag down as the two are the major

producers of talented members who contribute towards the success of the industry.

McVay also raises concerns and looks beyond people who work within the UK and EU, who

have established their lives and their career in the two should be clarified on the way forward as

if the restriction will be amended than they have to come up with a way in which they relocate

and settle their lives once again.

Brexit also contributes greatly to the European funding. The European has contributed greatly to

the success of the UK film industry (Davies, and Studnicka, 2018). Statistics state that the EU

has invested £120.3millions to support may of the film projects in the UK, like the Paddington 2

to get to the audiences. The funding has also supported the UK animation production studio in

developing the Aardman to develop variety of series that later turned into the common watched

long program in the EU televisions. The EU has also invested in research and innovation project

which will be live in2020 by £79.6m and in screen related projects. Not only screen related

projects but also educational projects and the European Social fund which supports the

employment tasks in the countries.

Despite the fact that the UK said that they are till open to innovations, it is clear that it might be

disadvantaged to the EU funds which have been supporting them to fund projects that have

turned into winning films. The BFI warned the UK saying that they should come up with a more

effective strategy that will not make sure they still enjoy the benefits they have been enjoying. At

the same time (Oehler, and Wendt, 2017), Young addresses people at the creative foundation

claiming that the EU has a great position in the partnership as it supports the co-products and

distribution across the border, which has benefited the UK greatly. Young says the UK cannot

just turn down on the funding after benefiting much of it.

The brexit has an influence on the licensing. Any media institution whether filming animation or

television must acquire licensing which is majorly satisfied by the EU .Brexit might be an impact

to the licensing of the UK industry as it means there will be totally nothing to do with the EU in

order to certify to offer their services to others. Brexit eliminated the UK from the guidelines and

the rules under the licensing, which is still unclear if it will be passed along or not. According to

the European statistics 1202 of the EU TV channels have been situated in the UK, which has

brought concern as many of the broadcasters who are working under the UK will still be licensed

and if there can be an added period for the post Brexit to be reviewed. However Minns address

the issue and claims that the government is coming up with more effective ways to deal with the

issue but he however surprises many by saying that the strategies are not yet known, but they are

high and effective

Scoop of Cultural Policy (Governance)

In the cultural policy soup, governance has been the major key to base in the US an EU. The UK

legislation is one among the policies that are affecting the UK audio Visual sector. The current U

Economy is majorly contributed by the legislative structure of the UK, and the regulatory frame

work, it is however linked that its major governance is controlled by the EU which is majorly

influenced by its funding and it being one of the EU (Saundry, and Antcliff, 2012). Upon

withdrawing from the EU, some of the laws created with the influence of the EU law will no

longer be applicable once they withdraw from the EU. However some of the authorities have

claimed that some of the laws could be modified to come out with some laws of their selves.

They will be released form some of the key aspects they usually have to consider while doing

trades in other markets that are not of EU. Legislation in The UK will fall under six factors

which are; Macroeconomic factors, which majors with the exchange rate. Freedom of movement,

in that they might consider being restricted form movement upon living the EU, Funding of the

EU which has been a great contribution to the success of the UK, it also includes the state aid

and policy to taxing which is major impact to development. Lastly video games related issues

(Holgate, and McKay, 2009)

A good number of the UK legislation affects the development and how various film and TV

screen activities are carried out. Governance includes how the games and programs are restricted

including what they should include in the programs and what they should not include in the

programs to fit in the society. The governance has gone ahead to set rules in that various

programs are rated according to the age in that people under eighteen years are protected from

the trauma they might get upon watching some of the content (Huffingtonpost.com, 2019).
Brexit Impact on the Audio Visual Industry UK 8

The legislative has also come up with policies which are based under the AVMSD, where

standards have been set regarding advertising and content regulation for the hosts who host

different shows and other channels across the EU. The policies have also taken a position where

they regulate the member state who are considered available not considering the regulation with

other members who are based under the COOP. The policies affect a large position of the games

where specific ages are termed to view and participate in various games as other are not due to

different content that might be based as vulgar or sex content that might bring trauma to the

young in the society at times rapturing the moral being of the youngsters in the society

(Pratt,1997). The policies are also widened to affect different business chains through different

rules considering the value of the chain

The governance has maintained the cultural diversity by ensuring that employment in different

private industries which acts the same as the UK chain of employees (Sutherland, 2017), comply

with the culture impacts that do not affect the diversity majorly they majored on the counter mix

of employees from different cultures within different workstations, including people who have

different languages and religion beliefs. The legislative main aim was to bring different people

with different faith and cultures together so that the world might see the need of oneness and

start viewing people from different cultures and different societies plus; languages as the same.

However depending on the kind of scenario, there depend on the type of law and policy that will

be included or applied, in relation to its effect on the film industry. However the governance

ensures that the type of law created by different departments does not affect any of the normal

functioning of the UK industry which is quite supporting to the cultural policy

Brexit Impact on the Audio Visual Industry UK 9

The governance has also considered the assets such as forex which major with exchange rates,

which has been classified as a macroeconomic factor in the company. However, leaving EU at

the same time is going to affect the normal being of the UK as its micro variables still require

support that has been back then being offered by the EU, which means it will fluctuate and

experience different sale rates. The micro variable will also fluctuate due to reduced screen

content. Many of the US films are usually broadcasted in the EU which creates a large audience

to their micro variables and films. Leaving the EU will make it fluctuate due to reduced audience

(Igoe, 2017). It brings a call to the legislative to instead come up with effective ways and

reconsider the loss they might incur upon leaning the EU which will impact its industry as the

UK. Forex determines the price by which the exports will be charged and at the same time the

legislatives uses forex to determine the amount on which imports will cost. It is at the same time

used to determine that tax charge rate between the exports and imports(Huffingtonpost.com,

2019).

Since the negotiations started the dollar has depreciated for 16% to 13% from when the split was

announced. There are chances that in future forex is likely to charge higher to compensate on the

lost charges, which at the same time will affect the growth rate of the economy of the UK, which

has an impact on domestic and international demand. The legislative should set strategies to

overcome the losses as according to the depreciating dollar the UK is likely to experience slow

growth and low demands which will reduce the revenue of the UK, which is a great effect on its

economy
Brexit Impact on the Audio Visual Industry UK 10

However from the policies analysis, chances are, the UK might increase in its screen production

as they will be self-depended which will motivate them to keep on moving and at the same time

chances are they might incur loses which is a great effect to their economy. The legislative

therefore should come up with strategies that will ensure they do not incur too much loses

(Huffingtonpost.com, 2019).

Challenges in Cultural Policy Making

In culture policy making, there are several problems that comes along, when it’s time to set down

and decide which policy will work better. In relation to the UK audio visual industry addressing

the people, the strategy advisor personnel referred by the name Jonathan Davis in the year 2004

declared that he is not the spokesperson of the UK visual audio industry but he was making the

statement in a personal view of things (Doctor, and Tsang, 2018). He advised the company that;

the network of the EU has helped come together to access all the EU film producers and their

representatives which according to the UK they could have not managed. One of the greatest

problems is lack of verification, and while one of the policies might seem right the same policy

in another way is totally wrong. The cultural diversity maintenance is seen in the EU, but it

comes along different effects such as drop in trade low demand which is not good for the growth

of the economy.

The Two business partners fail to consider that culture that culture does not always stay in the

right side in some of the circumstances it is wrong but they fail to consider in the name of they

are maintaining culture diversity which seems to have gotten lost long time back then. The two

business partners are forgetting on the impacts that could come along if the Brexit will be
Brexit Impact on the Audio Visual Industry UK 11

accepted in the coming few hours and they are majorly considering the culture whereas not

creating strategies that could help them overcome some of the shortcomings that are overseen

The UK has also forgotten that all its help to support different projects comes from the EU, they

embrace diversity at the same time abandon their help. If the brexit is set to be signed then it

means they will lose all the experts talented people who live in the UK but are from the EU who

does not have the nationality identification, The UK does not consider it as a risk to lower quality

of their services instead it only majors on culture diversity in their policy making. The EU at the

same time does not consider that the UK I their major contributor to some of the hitting fictional

shows that are shown in the 5% of the daily shows on their screens, instead they too major on

culture diversity which can be maintained in other ways withought influencing or altering their

normal way of working (Wel, 2017).

However the governance authority should take full responsibility of researching on the possible

outcomes before settling to make decisions. They should not only consider the benefit but also

the loss in that they should lie on the side that contribute greatly to the company and not lying on

the side that adds small to the company.

Conclusion

In conclusion, if no more further talking will be done between the two parties, if no policies will

be changed the UK would still remain in the EEA and still gain the benefits of the pound

depreciation upon leaving the EU. If The UK abandons the EEA and partner with the EU,,

working this time round under the “PURE” rules than it could lose e it freedom of movement, of
Brexit Impact on the Audio Visual Industry UK 12

their products and services and it could also miss the EU funding which has been helping them in

completion of new projects that have been trending in the EU (Etemire, 2018).If the UK were to

maintain their freedom of movement, then a type of policy including the EFTA could be

developed which will be of more profit to the UK screens, if only the UK would opt out for some

of the EU policies (Lead, and Assessment, 2018). However the UK has proposed to achieve the

copyright law in fear the EU might use their films for their personal profit. The same time, the

country will experience drop in revenue and it would still experience drop in the dollar forex sale

which will affect the charge of tax once it is exported or imported.

However the UK still should review their decisions as they are pond to experience losses before

they catch up with their normal activities which is quite risky for their economy. They would

also loose freedom which gives them a major reason why they don’t need to end the partnership

with the EU instead come up with more effective strategies on how they can maintain their

culture diversity (Baker, and Hesmondhalgh, 2013). They can still get involved with the EU, or

else they will be termed out of the copyright that is under the EU and start offering their services

under the COOP. If the UK still sticks on their decision then they should early start coming up

with ways before they leave for instance they will have to increase the domestic tax to ensure

they over up all the loses and still maintain their economy.
