Stenstrom Companies and Saavedra Gehlhausen Architects (SGA), an MBE CMS certified architectural
firm, appreciates the opportunity to submit our team’s qualifications for the renovation of the College’s
current Stenstrom Center building into the new ATC for RVC in Rockford, Illinois. Stenstrom Companies,
in collaboration with SGA, a minority owned firm, has assembled our team not only with an eye toward the
demands of the work, but also as a reflection of the Rock Valley College’s commitment to diversity.

Our team is composed of local entities that have the experience for this type of project in addition to extensive
experience with Rock Valley College projects. The Stenstrom/SGA Team has the necessary technical and
project management required for the project. Our firms share similar values, and we have forged friendship
while collaborating on past projects. Stenstrom Companies and Saavedra Gehlhausen Architects have
participated as a team in many successful projects, both regionally and nationally. We understand how each
firm operates and will not need to learn the chemistry between us in order to make a successful project. SGA
will serve as the Architect of Record for this project.

By taking advantage of the individual strengths of each firm, our association provides the size, resources, and
wide range of influences and experiences needed to satisfy the goals of this project. Leveraging our roles in
the project we can bring to the project two well respected entities in our community and bring an additional
contribution to the project filtered through the lens of understanding the local community and its strategic
plans for growth. We are committed to a fully integrated team across all phases of the work. Because of our
established association, we know this model creates an environment of easy collaboration, where the “best
ideas always win” no matter their source.

Additionally, we have established technical standards and procedures and communication technology in place.
The use of digital collaboration tools includes video conferencing, a fully integrated and shared Revit model,
energy modelling, rendering capability, and submittal exchange. These standards have proven successful at
various Rock Valley College projects and other educational, technology, and healthcare facilities.

Our team is composed of highly qualified professionals with an established track record of success serving
institutional clients. While each has expertise in their individual disciplines, they also have a commitment to
fluid collaboration and a deep understanding of the value of responsiveness and service.

Both Stenstrom and SGA are very well versed in service to sophisticated institutional clients including Colleges,

Universities, and governmental entities. As frequent designers in that multi-layered environment, we have an
understanding of and respect for the multiple constituencies that have an impact on a successful project.

to a variety of needs including but not limited to those of guidelines established in the College’s Master Plan,

PROJECT 1: DAVITA
As the preferred developer for Davita Dialysis for more than 15 years, Stenstrom Companies has identified
sites for more than ten locations. Our role in these projects includes the identification of sites to meet
required criteria and the construction of the shells and buildouts.

PROJECT 2: SPEE-DEE DELIVERY SERVICE


Additionally, Stenstrom Companies worked with Spee-Dee Delivery Service to identify an appropriate site
for their 30,000 sq. ft. trucking facility. Our role in the projects included both developer and contractor.

COMPLEXITY: Stenstrom Companies has been a preferred developer for DaVita Medical Dialysis clinics
since 2004. In that time, Stenstrom has completed more than 10 DaVita Clinics. Each clinic ranges from
4,700 square feet to 9,400 square feet. The cost has ranged from $1 million to $2.5 million. Davita has
used a Build-To-Suit delivery method for each location.

SPEE-DEE DELIVERY SERVICE
5010 Sandy Hollow Rd., Rockford

COMPLEXITY: The 30,000 SF new trucking and distribution terminal was completed in November 2016. The
company used a Build-to-Suit approach and Stenstrom Companies identified the property on which to build
the facility. The project consisted of pre-engineered clear span construction and included concealed fastener
insulated wall panels. Key features include a raised dock down the center of the building and a raised exterior
foundation wall to protect exterior wall damage.

STENSTROM & THE COMMUNITY
The owners of the Stenstrom family of companies have consistently shown their dedication to giving back
to the community both financially and in donating their time. Robert W. Stenstrom sits on the Foundation
Board at Rock Valley College. Robert helped guide and fund the development of the college’s “Stenstrom
Center,” allowing the college to offer programs to students that it would not otherwise be able to provide.
He received the 2006 Philanthropist of the Year Award from the Philanthropist Organization.

His children are board members of various organizations and, together, they have guided the firm’s
philanthropic giving to include many local organizations. Both Bob, Jr. and Christie are heavily involved in
community engagement projects that help the Rockford area and develop partnerships with local nonprofit
and government entities.

Individually, Christie was honored by the Rockford Chamber of Commerce as one of 40 leaders under the
age of 40 in the Rockford Community. She has served as the president of the local Golden Apple Foundation,
as well as a boardmember for U of I College of Medicine. Christie is also involved with numerous civic
leadership groups and task forces including Transform Rockford and currently serves as a board member
for the Rockford Park District.

In addition to the involvement of the Stenstrom family themselves, they also support and encourage the
involvement of their employees. They are quick to provide sponsorships/memberships for the organizations
that their employees are involved with, and provide the flexibility needed for employees to attend board
and committee meetings.

Stenstrom has identified key advantages to using the current Stenstrom Center as the location for the
Advanced Technology Center. Some of those advantages include:

CURRENT WORKLOAD

Stenstrom Companies has the capacity to bring this project from inception to completion by June 2021.

Stenstrom will have a project manager and superintendent available to dedicate their weekly hours to the
Rock Valley College Advanced Technology Center project, as well as additional team members as needed.

Additionally, the majority of Stenstrom Construction Group’s resources are currently dedicated to other
local projects (Crusader Clinic/Remedies Renewing Lives/Collins Aerospace), providing the ability to share
resources in a cost-effective, efficient and flexible manner.

PROJECT INFORMATION

1. ABOUT
Rock Valley College is a comprehensive two-year community college in Rockford, Illinois,
offering more than 100 courses for transfer, career programs and certificates. Rock Valley College is
accredited by The Higher Learning Commission and is a member of the North Central Association of
Colleges and Schools. Rock Valley College is also recognized by the Illinois Board of Higher
Education and by the Illinois Community College Board.

2. PROJECT BACKGROUND
Rock Valley College (RVC) is going to open and operate an Advance Technology Center
(ATC) for the Community College District 511. The purpose of this facility is to offer advance
technology training. The ATC is anticipating approximately 150 to 200 students on any one day.
This facility will be available for all potential students within District 511. Education opportunities to
be included, but not limited to, are: CNC machine programming, advanced welding, metrology,
mechatronics, supply chain management and other programs as developed.

This RFP seeks site locations and development proposals for the ATC. Proposers should
provide information about the location of the proposed ATC, any real estate acquisitions necessary
for the ATC or development project, whether construction or renovation work will be required for
the ATC, the proposed delivery method of any construction or renovation work, financing
considerations, and any other information about the Proposal that will allow Rock Valley College a
complete understanding of the Proposal.

3. BUILDING LOCATION
The ATC must be located in the Rock Valley Community College District 511. It is
requested the location is in or near the district’s population center. It is requested the location be on
or near a major thoroughfare, preferably with public transportation. If public transportation is not
available, please provide a solution on how to provide public transportation. The location must meet
all community ordinances as to allow for an educational manufacturing building. The location should
be in a community or neighborhood that is safe and accessible for students and faculty.

4. PROJECT START DATE:


It is the expectation that the planning of this project shall start immediately but not later than
30 to 45 days after the award of the project to a proposer. The building must be ready for Rock
Valley College to take possession June 2021 so that the college can start holding classes at the start
of the Fall 2021 semester.

5. PREFERRED BUILDING SPECIFICATIONS

• Single story stand-alone structure.


• Structure can be new construction or existing.
• 55,000 square feet.
• Expandable to 75,000 square feet for future need.
• 20,000 square feet of contiguous space to be built out for classrooms and faculty offices.
• 35,000 square feet of contiguous space to be built out for lab and flex space.
• Minimum 18’ ceilings with open rafters or trusses to allow for utility drops.
• Concrete floors suitable for heavy manufacturing equipment.
• Minimal columns, or column spacing to allow for open flex space.
• Utility service must be suitable to provide for heavy manufacturing, welding, and
programming that may require water and natural gas supply.
• Ample windows to allow for natural light.
• Overhead door and turn around space to allow for freight shipping and receiving.
• Parking lot with approximately 150 spaces.

6. PROPOSAL FORMAT

The proposal shall include the following information in the order indicated:

1. Proposer Information: Identify the organization’s name, address as well as telephone


number, e-mail address and website. Identify the single contact who is the authorized
representative of the Proposer. Include a brief history of the organization and how you heard
about the Advance Technology Center Project.
2. Qualifications and Experience: Provide summaries of the two most recent projects the
Proposer has delivered. Include the name of the Owner or Developer of the project, its
location, approximate budget, and the Proposer’s specific role in the project. Provide
demonstrated timeline of project start to finish. Also provide the name and contact
information of a representative of the Owner or Developer from whom a reference can be
obtained.
3. Connection to Community: Provide example(s) of your demonstrated connection to a
community. If not situated in the local community, it is especially important to be able to
demonstrate in recent work examples a connection and commitment to the place and people
in which your work was completed. Please state how the RVC Advance Technology Center
will complement the proposed location and please state how the proposed location will
complement the RVC Advance Technology Center.

4. Ability to Meet Timelines: Provide a detailed summary of your current workload and future
commitments over the proposed timeline assuming a two-week turnaround from the
submission of this proposal to the commencement of services.
5. Cost Estimate: Provide an estimate of the general cost of construction and construction
services for the proposed project. It is understood there are no plans available for estimate.
Provide approximate square foot cost of new construction. Provide cost of square foot of
existing structure. Provide overall cost of existing structure. If RVC is to lease space for the
ATC please provide estimates for a 20-year lease, paid annually and two 10-year renewal
lease options, to be paid annually. In preparing any estimate, consider that depending on the
structure of any development project, prevailing wages, bonds, and public bidding
requirements may apply.
6. Optional Additional Information: Include additional information that may help RVC more
fully understand the qualifications.

7. FINAL SELECTION

The proposals will be reviewed by the Rock Valley College Board. Selection will be based
on the qualifications and experience of the Proposer; its ability to meet project timelines; the
level of understanding of and commitment to achieve the Project’s principles and objectives;
and proposed fees. At the discretion of Rock Valley College, all Proposers must be available
to meet with the College for an interview.

This Request for Proposal does not commit Rock Valley College to award a contract, to pay
any costs incurred in the preparation of a proposal or to contract for the goods and/or
services offered. Rock Valley College reserves the right to accept or reject any or all
proposals received as a result of this request, to negotiate with all qualified Proposers or to
cancel this Request for Proposals, if it is in the best interests of Rock Valley College to do
so.

The successful Proposer should be available to begin work, and should be prepared for
project activities to commence, immediately upon selection or within 30 to 45 days after
project has been awarded. The building must be ready for Rock Valley College to take
possession June 2021 so that the college may begin holding classes at the start of the Fall
2021 semester. Your submission of a proposal to this RFP acknowledges your ability to
work within this timeline but also acknowledges that there may be adjustments to the
timeline as the Project evolves. Proposers are asked to carefully review and note all
construction start dates, completion dates, and other notable objectives outlined with in this
RFP.
