AAI

 125 airports – 95 operational – 71 commercial (1st Jan 2016)


 Land free of cost from state government (without treating as equity)
 Compensated by State government and/or GOI or Private sector in case of new greenfield
airport within 150km radius
o If current capacity of existing airport is not reaching saturation at the time of
commissioning of new project
o AAI options – Right of refusal / Equity participation (25-49%) / JV with participating
State government
o OMDA/concession agreement – above provisions shall not apply
 ASQ rating of 4.5 or more for throughput above 1.5 mppa (million passengers per annum)
o ASQ – 40 or more for the rest
 For airports above 0.5 mppa – non-aeronautical revenue 35% of total
 GAGAN – upgradation and modernisation of Air Navigation Services (ANS)
 India 4th country in the world to use satellite-based navigation system
o MoCA supervisory role for ANS
o ANS Training Insitute – CATC Allahabad
o All aircraft registered after 1st Jan 2019 to be GAGAN enabled
o Existing aircraft to be GAGAN retrofitted

Aviation Security, Immigration and Customs

 AVSEC order
 Encouraging Private security agencies for non-core security functions
o BCAS will provide scope
o Preferably retired personnel from military and para-military forces
o Registered under PASARA and separately credited by BCAS
o Testing and training of Private Security Personnel by CISF on payment basis
o Security audits – BCAS
 Government mechanism to regulate land use activity outside perimeter wall up to 100m

Helicopters

 Less than 300 civilian helicopters


 Government to facilitate development of 4 heli-subs
 Helicopter Emergency Medical Services (HEMS)
o No operational clearance (except Air Defence clearance)
o No landing charges and RNFC for HEMS operations
o No prior ATC clearance for below 5000ft
 AAI to provide earmark / lease land for helicopter operations
 A separate helicopter cell in DGCA

Charter Operations

 Inclusive Tour Packages (ITP) to include more categories

Maintenance, Repair and Overhaul (MRO)

 Business of around Rs.5000 crore


 90% spent outside India – Sri Lanka, Singapore, Malaysia, UAE etc.
 Tools and tool-kits for MRO exempted from Customs duty
 For economies of scale, utilisation of duty-free parts extended to 3 years from 1 year
 Foreign aircraft for MRO – 6 months or period of maintenance whichever lesser
 Airport royalty / additional charges not levied on MRO for period of 5 years (from approval of
policy)

Ground handling

 Airport operator to ensure 3 Ground Handling Agencies (GHA) (incl. Air India/JV)
o Non-major airports exempted from minimum number
o Air India/JV will match the minimum royalty/revenue offered
o Domestic scheduled airline operators/helicopters – free to carry self-handling at
airports
o Hiring of employees through manpower supplier not permitted – equipment with
manpower allowed

Air-cargo

 Very low in India – high charges and turn-around time


 Cargo facilities co-located at airport included within Harmonised List of Infrastructure –
benefit of infrastructure sector
 Air Cargo Logistics Promotion Board (ACLPB)
o Reduce dwell time – below 48 hrs (2016), below 24 hrs (2017)
o Exports – 12 hrs (2016), 8 hrs (2017)
 Streamline and simplify Customs procedures, shift to paper-less cargo processing
 Leverage Transhipment opportunity – Free Trade and Warehousing Zones to be set up to
facilitate transhipment
 Space allocation for air cargo (including express cargo) for all green field airports
 Availability of relevant central government authorities through single window
 24X7 Customs operations
 Operators to provide at least 10 years lease to Express Cargo freighters – for dedicated
infrastructure – operational efficiency

Aeronautical ‘Make In India’

 MoCA – nodal agency for commercial auto-related manufacturing and its eco-system in India
 Aero-manufacturing area – SEZ
 Made in India aircraft and components > original sources – incentive to nullify cost
differential

Sustainable aviation

 Airports – Fixed Ground Electrical Power (FGEP) & Pre-conditioned air units (PCA)
 All airports – energy audit and adopt energy conservation plan

Aviation education and skill building

 3.3 lakhs – 2025


 Commercial Pilot Licence (CPL)  Type rated – Rs. 25-30 lakhs Employment in airline
o MoCA – Financial support for Type rating of pilots

Miscellaneous

 Promoting sea-planes
 Satellite airports / new for non-commercial operations – within 150 kms subject to
OMDA/Concession agreements
