PREFACE

0 This Standard Bidding Document (SBD) has been prepared by the Public Procurement and Disposal
of Public Assets Authority (PPDA) for use by Local Government Procuring and Disposing Entities
(PDEs) for the procurement of Supplies. The procedures and practices presented in this SBD have
been developed to reflect the requirements of the Local Governments (Amendment Act), Local
Governments (Public Procurement and Disposal of Public Assets) Regulations, 2006 and the Public
Procurement and Disposal of Public Assets Regulations No. 70/2003 and the best international
procurement practices.

1 This SBD for the Procurement of Supplies is suitable for use under Open (National or International)
Bidding procurement method with or without pre-qualification. The SBD may also be used for
procurement under the Direct Procurement method with appropriate modifications to the
documents.

2 This SBD can be used for lump-sum works and framework contracts. The User Guide to this SBD
indicates the circumstances in which their use is most appropriate.

3 This SBD provides recommended wording for Technical Compliance Selection (TCS) as the
preferred evaluation methodology for Supplies.

4 Before using this SBD, the user should be familiar with the Local Governments (Public
Procurement and Disposal of Assets) Regulations, 2006, the PPDA Act and Regulations; and should
read the User Guide to this SBD which has been prepared to provide guidance to public officials in
the correct use of the Standard Bidding Document (SBD) for Supplies as a model for preparing an
individual Bidding Document.

The Public Procurement and Disposal of Assets Authority welcomes any feedback or comments
from the users of this SBD which will assist in improving this document.

1.0 Kalaki District Local Government is inviting suitably qualified and competent bidders to
submit sealed bids for works/Supplies mentioned below (Under Open Domestic Bidding) and

Disposal of Public Assets) Regulations 2006 as (amended).

Bidders shall be required to enclose copies of the following (Where applicable): -

 Copy of a Valid Trading License for financial year 2019/2020.
 Recent Bank statements for the last 4 months preceding the date of this advertisement.
 A valid power of attorney registered by registrar of companies for the person signing on the bid
document and it must be specific to the bid.
 Original copy of the general receipt of payment of a non-refundable fee obtained from the District
Cashier (payments of non-refundable fees shall be in DFCU Bank Dokolo Brach A/C Name: Kalaki
District General Fund Account- A/C No: 01473657426687. The none refundable fee for all
procurement activities under this advert shall be UGX. 118,000
 Other details on the requirements shall be obtained in the bid document, from Procurement and
Disposal Unit Kalaki district upon presentation of a General receipt for payment of non-refundable
fee as specified above during working days and working hours only.

2.0. Sealed bids in triplicate, shall be delivered and registered in Procurement and Disposal Unit by
the bidder or their representatives.

3.0. Closing Date; 9th, December, 2019 at 11:00 am, thereafter the bids shall be opened at 11:30
am on the same day at the District council hall. Late bids shall be rejected.
