OPERATIONAL
GUIDELINES RE: ZONING
CONTAINMENT STRATEGY

PROVINCIAL CAPITOL
The Zoning Containment Strategy is applied in
order to identify focused areas for implementation of
varying levels of quarantine, depending on the risk
and stage of transmission prevalent in the area.

NATIONAL ACTION PLAN AGAINST
COVID-19 RESPONSE

Sec 2 of EO 112 s. 2020 provide that: “Provincial


Governors shall be authorized to impose, lift or
extend ECQ in CCs and municipalities upon the
concurrence of the relevant regional counterpart
body of the IATF. The Mayors cities and
municipalities are likewise authorized to impose,
lift or extend ECQ in Barangays, upon the
concurrence of the relevant regional counterpart
body of the IATF.
RATIONALE:
Zoning Containment Strategy (ZCS) is actually a
strategy adopted by the NTF with the end view of
IDENTIFYING focus areas and DETERMINING the
level of QUARANTINE to be imposed contingent upon:

1. Prevalence/Number of infection (risk level) and


their classification as to whether Suspect,
Probable or Confirmed (SPC);

2. Stage of transmission whether imported or locally


or community transmitted;
The guidelines also effectively
transfers two things to the LGUs:

1. The burden of CoViD-19 patient management;

2. The discretion to IMPOSE, EXTEND or LIFT


community quarantine but must ALWAYS be
with the concurrence of the Regional IATF.
The guideline reiterates that:
a. The GOVERNOR, with the concurrence of the
RIATF is AUTHORIZED to IMPOSE, EXTEND, or
LIFT community quarantines of COMPONENT
LGUs;

b. The MAYORS, with the concurrence of the RIATF


is AUTHORIZED to impose, extend, or lift
community quarantine;

Note that notwithstanding the grant of AUTHORITY to the


LCEs, it is still WITHOUT PREJUDICE to the National IATF
AUTHORITY to do the same.
PURPOSE OF THE ZONING
CONTAINMENT STRATEGY
1. Guide the local authorities in the
transitioning of community quarantine
measures to less or more stringent measures
while continuously monitoring COVID-19 risk
indicators.

2. Standardize the principles of community


quarantine implementaion among zones
identified by LGU’s.
POLICIES:
1. IMPOSITION, EXTENSION & LIFTING OR EASING
UP of quarantine restrictions must be carried out in a
GRADUAL and PHASED manner;

2. ZCS interventions anchored on 2 principles:

a. MASS CONCENTRATION – All efforts must be


concentrated on a particular focus area;

b. ECONOMY OF FORCE – calls for the efficient use


of resources;
THE ZONING CONTAINMENT STRATEGY :

1. Aims to contain and prevent the spread of


Covid-19.

2. Protect the Filipino people.

3. Mitigate the social, economic and security


impacts of the Covid-19 pandemic crisis.

INTO FOUR (4) ZONING CLASSIFICATIONS:

1. CRITICAL ZONE (CrZ) – is an area where the


initial number of cases or several clustering
of cases are identified within the past seven
(7) days.

2. CONTAINEMENT ZONE (CZ) – is/are area/s


without new cases but are adjacent to a
geographical unit categorized as CrZ.

3. BUFFER ZONE (BZ) – are areas without new


cases but are adjacent to areas categorized
as CZ.

4. OUTSIDE BUFFER ZONES (OBZ) – all


remaning areas without new cases not
categorized as CZ or BZ.

1. Organization and operationalization of the following
clusters/teams:

a. Contact Tracing Team (CTT);

b. Diagnostic and Testing Team (DTT);

c. Patient Management Team (PMT);

c.1. Isolation Facility Management Team (2); Dra.


Gaffud
c.2. Referral and Liason Unit (2); (DILG, IPHO)

c.3.Reintegration and Psychosocial Counseling Team (DSWD);

d. Logistics and Resource Support Team; (PIO, PGSO and EAs)

2. Conduct Community Syndromic Surveillance:


- Screening can be done in ERs, OPDs, RHUs, BHS thru
the BHERTS;
- Simple set of questions – some LGUs have Apps;

- Note clustering – unusual increase of


Influenza-Like-Illness (ILI) or Severe Acute
Respiratory Infection (SARI) cases;

- Monitor closely LSIs and ROFs

3. SPOT MAP whole LGU indicating the location of


Suspect, Probable or Confirmed per
surveillance report;

4. Categorize zones using the ZCS parameters and


Declare corresponding Quarantine classification.

Note that if an OVERLAPPING of zone


classification occurs, the classification with
STRICTER MEASURES shall take
PRECEDENCE;

5. Narrowing down of focusing community
quarantine interventions to the smallest
geographical unit. However, if the parameters of
a larger geographical unit have already been
satisfied, the task force shall select the larger
geographical unit as the unit where the community
quarantine intervention shall be implemented;

6. Reassessment must be done every 15th and


30th for changes in zonal classification and kind of
quarantine imposable;

c. Checkpoint in entry points;

g. Manage are by giving mask, quarantine of
identified Suspect, Probable or Confirmed etc…
