1. INTRO
The outbreak of coronavirus disease 2019 (COVID-19) has created a global
health crisis that has had a deep impact on the way we perceive our world
and our everyday lives. Not only the rate of contagion and patterns of
transmission threatens our sense of agency, but the safety measures put in
place to contain the spread of the virus also require social distancing by
refraining from doing what is inherently human, which is to find solace in the
company of other. Standard recommendations to prevent infection spread
include regular hand washing, covering mouth and nose when coughing and
sneezing, thoroughly cooking meat and eggs. Avoid close contact with
anyone showing symptoms of respiratory illness such as coughing and
sneezing.

2. OBJECTIVE
The objective of this document is intended to introduce standardization in line
with the Construction Industry Development Board (CIDB) and Client
(LMTSB) recommendations on the management of COVID-19 on site.

Site management shall monitor the implementation of these Standard


Operating Procedures (SOP) in tandem with specific authorities’ procedures
and remind the workforce at every opportunity that their purpose is to protect
the staffs/workers, their colleagues and their families.

Site Supervisor are responsible to ensure that all staffs/workers on site
have been made aware of the specific requirements of the site-specific
procedures
 To identify that non-compliant personnel (if any) are not permitted
on site.
 The inclusion of COVID-19 as a hazard in Hirarc for work activities.
 To ensure that this Hirarc is effectively reviewed, approved and
communicated.
 To ensure that all site facilities are sufficient to allow for the social
distancing and hygiene requirements of this SOP and to take
appropriate immediate action where they are not.
 To prepare screening & sanitizing stations
 To go through screening test at LMT guard office before enter
Lumut Maritime Terminal Site
 To do screening test at screening & sanitizing stations prepared by
contractor on site
 To monitor staffs/workers distancing
 Workers to wear PPE

1. PROCEDURE
1.1 Approval MITI/CIDB
Following the prime minister's announcement on 1 May 2020 regarding the
reopening of the economy, the construction industry is permitted to
operate with effect from 4 May 2020 (MCO Phase 4). Such operations will
be subject to compliance with the standard operating procedure for
construction issued by the Ministry of Works (the Construction SOP). The
Construction SOP provides that the following activities are allowed during
MCO Phase 4.
Any construction works as set out in the Construction Industry
Development Board (CIDB) Act 1994 is allowed.

Companies must submit information relating to their ongoing construction


projects to the CIDB via the CIDB's online portal. In addition, companies
should prepare and ensure that documents relating to their ongoing
construction projects are made available at the construction site or
premises for inspection by the relevant authorities.

1.2 Swab Test requirement for foreigner


All foreign workers shall undergo Covid-19 swab test at registered
medical facilities that had been approved by MOH
The result shall be submitted to HSSE department for verification

1.3 LMTSB Health Declaration (Compulsory to submit to HSSE)


All workers must fill and submit LMTSB Health Declaration to HSSE Prior
entering any LMTSB Premises, HSSE Shall review the health declaration
and have right to reject any personnel from entering any LMTSB premises.

1.4 Induction
All workers must undergo induction with LMTSB HSSE to understand the
safety measure that implement in LMTSB. Site supervisor is responsible to
ensure all his workers undergo HSSE induction. Any personnel not
undergo HSSE induction will not have permission to enter any LMTSB
premises and do construction works.

1.5 Permit to Work
All non routine work shall be according to LMTSB permit to work
procedure. Contractor shall/apply permit to work from HSSE department.

1.6 OSH Policy


Contractor shall establish their own OSH policy.

1.7 Daily Screening Temp & Health Condition


All workers shall undergo daily screening temperature & health condition.
All workers will do daily screening temperature at LMTSB guard house &
will do Screening temperature at screening temperature station on site
prepared by contractor.

1.8 Sanitization Area at Site


Site supervisor must ensure work area and machinery had been sanitize
Use ethyl alcohol that contains 70% alcohol as sanitizer

1.9 Contractor Log Data and temperature


Site Supervisor must ensure details of workers are recorded including
body temperature.

1.10 PPE (Face Mask, Dust Mask, Glove)


All workers must wear PPE to do work on site. Compulsory PPE required
as follows:
Safety helmet
Safety Shoes
Vest
Face mask
Dust Mask N95
Glove

Social distancing, or physical distancing, is a set of interventions or


measures taken to prevent the spread of a COVID-19 by maintaining a
physical distance between workers and reducing the number of times
workers come into close contact with each other. In order to slow the
transmission rate of COVID-19, a social distancing of minimum 1m is
recommended by the authorities

1.13 HIRARC Covid-19


Hirarc covid 19 shall be established and integrated on site construction
activities hirarc refer attachment (appendix 3)
