ABBREVIATON
1. Purpose
The purpose of this procedure and guidance information is to outline the requirements for safely
managing, maintaining and controlling sources of ignition to prevent the risk of fire and explosion.
2. Scope
This procedure applies to all hot work activities in use by IEIL and their subcontractors.
In addition to the above examples hot work involves any other equipment or work activities
producing heat, sparks or having naked flames.
3. Responsibility
Ensure that adequate provisions are made for compliance with this procedure and that
arrangementsare in place for ongoing inspection of safe execution of all hot workactivities.
In accordance with the overall Safety plan, introduce a ‘Permit to Work’ system for the control of
hot work.
Responsibility for issuing the hot work permits rests with the Area Authorityassigned to check
the working area and approve the work activities.
Ensure all signatories on the permit understand they have equal responsibility for instituting
safe workpractices.
Subcontractors, including their subcontractors are responsible for the safety of their hot work
activities and will work in strict accordance with this procedure and within the parameters of the
hot work permit.
To ensure that an appropriate permit to work is in place and a risk assessment has been
performed.
To ensure personnel using the equipment are trained and competent for the tasks.
To ensure that workers are issued and used approved PPE.
To ensure that arrangement is made to enable the work place to be made ‘fire safe’.
To ensure that protection such as screens (fixed or portable) is used to protect other persons
from any hazards.
Ensure that provisions are made for suitable / safe equipment when all hot work activities are to
be carried out on the project.
Ensure suitable firefighting equipment and resources are readily available in all areas of hot
work activities.
4. Procedure
Before commencing any type of hot work consideration should be given amongst others to the
following precautions:
4.1 The working area and its vicinity must be cleared of any combustiblematerials.
4.2 Other non-moveable items of combustible materials should be covered and protected with non-
combustible material.
4.3 If work is to take place on one side of a wall or partition, the opposite side must be examined to
ensure no combustible material will be ignited by conducted heat.
4.4 Suitable extinguishers of appropriate types must be ‘on standby’ and a careful watch must be kept
for fire breaking out whilst work is in progress.
4.5 Fire blankets or flame resistant shields shall be used to prevent welding sparks/splatter or grinding
sparks from dropping down below onto persons/materials/equipment.
4.6 In addition to the items described above (4.5), it is strongly recommended that warning signs and
barricades are installed to prevent persons from accessing areas whilst any work, especially when
hot work is taking place overhead.
4.7 At least 30 minutes before the end of a work shift all hot work should cease to enable good
housekeeping to take place. This will assist in ensuring hot work has not caused any material to

remain smoldering thus resulting, in the possibility of a large fire igniting after personnel has left
the working area.
4.8 When gas welding/cutting, all gas cylinders must be secured in a vertical position (preferably
located on a trolley for ease of movement in case of an emergency).
4.9 During gas welding/cutting, all gas cylinders must be kept out side of confined space. Similarly if
such work is to be conducted at height.
4.10 Associated permit for Confined space entry shall be required to be issued as per job requirement.
Similarly when such work is to be conducted at height then all necessary safety precautions must
be taken. Gas cylinders must be transferred using suitable basket in vertically claimed position.
4.11 Provide adequate ventilation or respiratory protection against all activities resulting in fumes, lack of
oxygen in the area, or dust.
4.12 Gas-welding equipment must be fitted with a flashback arrestor and special care to be taken in high
risk areas including:
In a confined space.
In general where access is difficult or the means of escape may be endangered by
fire/explosion.
When welding adjacent to live operating plant.
Near compressed air working.
Gas hoses shall as be as per standard
When persons are competent in welding practices.
4.13 Bitumen boilers, lead heaters and similar equipment should only be taken onto roofs in exceptional
circumstances. In such cases a non-combustible, heat-insulating base must be provided to prevent
heat igniting the roof in addition: -
An experienced person must always supervise heating equipment.
Boilers etc should always be sited where spilled material can easily be controlled.
LPG cylinders must be located at least 3.0 meters from the burner.
LPG cylinders must be secured to prevent accidental movement.
LPG cylinders must be stored in an upright manner.
Armored hose should be used for supplying the gas to the burner.
Every bitumen boiler shall be fitted with a lid.
At least one appropriate fire extinguisher must be in the vicinity of the work.
4.14 Emergency response team should be ready to deal with any consequence due to break out of fire
during hot work job.
5. Training
All persons must be competent in the hazards of hot work before they commence such activity,
training to include: -

A permit to work system provides formal written procedures and formal actions to ensure that
potentially hazardous activities are carried out as safely as possible.
6.2 The overall determination for issuing a hot work permit and reviewing the area for combustibles
rest with the designated personnel assigned to that scope of work. Before the issuing of a hot
work permit, considerations should be given amongst others to the following: -
All other items as featured in this procedure.
Emptying, purging and cleaning of equipment from combustible substances.
Isolation, utilizing blinds, closed valves, lock out/ tag out etc.
Location, condition and grounding of equipment to be used.
Suitably trained and in position at all times ‘standby/rescue/fire watchmen’.
Hot work in confined spaces will also require a permit to work for confined spaces and will call
for continual safety monitoring throughout the scope of work.
