SCHEME OF SERVICE

POST: Communication Manager

Salary: Rs 42325 x 1,525 – 49950 x 1625 – 62950 x 1850 – 68500 x 1950 -


70450 (NCB 21)

Qualifications: A. A Cambridge Higher Certificate or passes in at least two


subjects obtained on one certificate at the General Certificate of
Education “Advanced Level”.

B. A degree in Marketing or Business Management or Public


relations or Communications or Journalism or a related field
from a recognized institution.

C. A Master’s degree from a recognised institution in any of the


fields specified at B above or in a related field

OR

Equivalent qualifications to A, B and C above acceptable to the


Board.

D. Candidates should –
(i) reckon at least five years’ post qualification experience in
the field of marketing or Public Relations or
Communications;
(ii) have a good knowledge of the press community and of
the socio-economic and political arena in the country;
(iii) have an outgoing personality with excellent
communication, interpersonal and organising skills;
(iv) have a sound judgement and a high sense of
responsibility;
(v) be computer literate; and
(vi) be fluent in both oral and written English and French.

Note
Qualifications at A above should have been obtained prior to
qualification at B above and qualification at B above should have been
obtained prior to qualification at C above. However, candidates who, as
at 30 June 2008, did not possess the qualification at A above but who
possess the qualifications at B and C above, will alos be considered
provided they hold –
(a) A Cambridge School Certificate or Passes obtained on one
certificate at the General Certificate of Education “Ordinary Level”
either (i) in five subjects including English Language with at least
Grade C in any two subjects or (ii) in six subjects including English
Language with at least Grade C in any one subject or an equivalent
qualification acceptable to the Board;
And
(b) A PhD or a second Master’s Degree or a postgraduate diploma from
a recognised institution or an equivalent qualification acceptable to
the Board.
Qualification (a) under ‘Note’ should have been obtained prior to
qualification at B and C above and at (b) under ‘Note’.
Candidates should produce written evidence of knowledge / experience
claimed.

Roles and To be responsible for the development and implementation of a


Responsibilities: comprehensive communication strategy for the National
Computer Board.
Duties:
1. To plan and organize briefings, meetings, conferences and other public relations
programmes and activities to enhance the understanding of the National
Computer Board’s position and actions and the organisation’s corporate image.
2. To plan and prepare cost budgets in relation to public relations activities.
3. To liaise with the media, i.e. respond to queries, arrange interviews with
journalists and prepare press and media releases.
4. To write, edit and arrange production of materials such as newsletters, house
magazines, pamphlets and brochures, prepare visual aids and make public
presentations.
5. To assist in the preparation of annual reports.
6. To carry out communication campaign for projects
7. To conduct in-house training in Communications skills, as and when required.
8. To use ICT in the performance of his duties.
9. To perform such other duties directly related to the main duties listed above or
related to the delivery of the output and results expected from the
Communication Manager in the roles ascribed to him.
