1 PURPOSE

This procedure provides requirements for the application of Human Factor Engineering (HFE) in
all phases of offshore/ onshore projects. The stipulations laid down herein should be followed by
all the individuals involved in the project to ensure their effective implementation and to enhance
technical quality of engineering deliverables.

This document outlines major activities to be performed with necessary job customization during
execution of the project. It also defines minimum competency level of HFE team members.

2 APPLICATION

The procedure shall be applied by HFE team involved in project under guidance of human factor
management team except by process discipline.

3 WORK PROCEDURE

HFE Manager will identify a person responsible for HFE for a particular project who will imple-
ment this procedure under guidance of human factor management team.

HFE is a multidisciplinary approach to engineering that focuses on the integration of following el-
ements

• People: Characteristics, capabilities, expectations, limitations, experiences and demands


from operation and maintenance team from facility.

• Work/Job: Nature of activities involved in operating, maintaining and supporting the facili-
ty.

• Organisation: Structure of organisation, responsibilities and working schedule

• Environment: Light, noise, vibrations, climate etc. in the facility/organization

• Tool/ Machine: An element with people to interact both physically & mentally in working
environment.

4 HFE SCOPE

The content of this section provides desktop insight to HFE’s activities/ studies that will be con-
ducted during the execution of a project. For more details on some of the studies please refer to
relevant document mentioned in section.

4.1 IMPLEMENTATION PLAN (HFIP)

HFIP should be introduced to specify activities to be performed during execution with roles, re-
sponsibilities and hierarchy. Implementation Plan to be followed by the people involved in the pro-
ject, including subcontractors and vendors. Plan should define whether additional HFE design
analyses and/or validation activities are to be conducted during design and execution phases.

4.2 HFE AWARNESS SESSION (HFEAS)

The project HFE Manager, or nominated HFE Coordinator, should deliver training to ensure that
the project team is sufficiently aware of the project’s HFE standards, requirements, work pro-
gramme and quality control activities.

4.3 HFE WORKING GROUP

Complex project requires organization of HFE working group to manage effective integration and
coordination. This group will meet on regular basis (for example bi-weekly) to discuss and solve
challenges faced during the project

HFE group includes HFE manager, coordinator, technical authority for quality assurance, opera-
tion & maintenance expert, discipline HFE engineer and other specialists. HFE group shall report
to project management.

4.4 HFE WORK INSTRUCTIONS

HF manager/ engineer will be responsible for producing this document at the start of the project.
The document will provide HFE guidelines to engineering team.

The document shall be based on client’s HFE requirements/ standards. In case such standards
are not made available by client HFE team will follow guidelines from Technip’s HFE handbook
as minimum requirements that have to be followed by the project.

4.5 HFE SCREENING

HFE screening involves evaluation or assessment of activities involved in operation and mainte-
nance of the facility that has potential of risks, issues and opportunities due to task complexity,
criticality, novelty, and control activities. It should be conducted early in project cycle, preferably
before initiation of FEED study.

Screening methods used for a particular project depends on its complexity. It will be chaired by
HFE Manager/ Coordinator with input from operations and shall be approved by the Project Man-
ager. Output will be either captured in a minute record or HFE strategy. This will highlight which
equipment will require more HFE attention. This output will be used as a basis for Task Analysis

4.6 CRITICAL TASK ANALYSIS (CTA)

It involves analysis of risks that operators put themselves in while performing their job in a facility
designed by Technip. The purpose of this analysis is to impart operator’s knowledge to the design
of a facility to reduce human error forced by short sight of engineering (engineering mistakes or
shortcuts).

CTA to be conducted on equipment identified as critical during HFE Screening workshop.

The outcome of this workshop shall be recorded in a spreadsheet titled “Task Analysis Register”.
Sample of such spreadsheet is available in Appendix -2

Task Analysis Register (TRA) will be used as an input to design during FEED and/ or Detailed
Design phase.

4.7 HFE HANDBOOK/ PHYLOSOPHY

This document specifies the minimum acceptable HFE requirements and gives recommendations
for the design and layout of equipment and workspaces. The purpose of this document is to en-
sure that the arrangements made in the design allows for efficient and safe access and manual
handling during operation and maintenance under all normal, upset/emergency and weather con-
ditions by the full range of potential personnel.

Where a project/design solution deviates from requirements and data in this document, the engi-
neer/ designer shall obtain approval from the HFE Coordinator nominated for the project or HFE
Manager in the entity.

This document shall cover;

1. Anthropometric data

For the purpose of this document, the default anthropometric data used is that of the
th th
5 percentile mail Southeast Asia and 95 percentile male Northern European popu-
lation unless stated otherwise within the document. For variances, projects should
seek the assistance of the regional HFE Manager for support to establish region spe-
cific requirements/data.

2. Control and display

Where stated, the preferred dimensions shall be applied to controls and displays that
require precise, frequent, and/or emergency use/review.

3. Life-Saving Rules

Workplaces shall be designed and laid out to support safe ways of working. Equip-
ment shall not be laid out, or access provided in ways that will make any task (opera-
tional, inspection, maintenance or testing) easier or faster by violating a life-saving
rule.

4. Accessibility and Reach

Items most critical to system operation and which require rapid maintenance shall be
most accessible. When relative criticality is not a factor, items requiring most frequent
access shall be the most accessible. High-failure rate items shall be accessible for
replacement without removing non-failed items.

The required reach distance for any given task will vary depending on the task re-
quirements. Assistance of the HFE Manager should be sought where the data pro-
vided may not commensurate with the task requirements (i.e., manual handling).

At no time shall an operator or maintainer be required to stand on any surface not


specifically designed to be used as a standing surface in order to see, reach or per-
form an anticipated manual operation.

The design of workspaces shall take account of all necessary tools, materials and
test equipment required to be used in the workspace.

5. Posture

The design of workspaces shall take account of the number of personnel required to
perform the task, the actions (physical movements and application of force) to be un-
dertaken and the postures that operators will be required to assume. This information
shall be available from CTA, refer to section 4.6.

4.8 HFE VALIDATION

Activities performed may include,

• Reviews of conceptual layout, plot plans, workshop, mechanical room, control room and
operator consoles.
• Review or inspection of equipment and package vendor
• HFE support drawing and 3D model review
• HFE requirements are included in relevant specifications

Formal process shall be followed to record, request and approve deviations during HFE validation
stage.

4.9 LEASON LEARNED REPORT

This report shall be in PowerPoint format. The report shall include snapshots from model cap-
tured during various stages of design (the source for such shots could be internal and external 3D
reviews).

The report shall also include photos of item from fabrication sites missed during the design
phase.

Captured lessons learnt from report to improve efficiency and impact of working group. This re-
port shall be the basis of the HFEAS mentioned in section 4.2 of this document.

4.10 OPERATIONAL FEEDBACK

Successful implementation of HFE program and improvements in execution which are feed for-
warded as lesson learned after meeting with operation team provided such meeting is carried out
within first year after start up.

Conduct Post commissioning feedback report with questionnaires which includes

• Lessons learnt send back in terms of feedback report


• Comparison between HFE values added in the project and similar other project(s)
• Issues identified during operation, changes made and proposed modifications for HFE
• Incidents, mishap and near misses considered to have HFE aspect

5 ROLES AND RESPONCIBILITIES:

5.1 HFE MANAGER

Responasibilities of HFE Manager are,

• To Nomine a HFE coordinator and engineer(s) for project(s)


• ensure implementation of HFE in project
• manage HFE resorses in the entity
• arrange for training of HFE team
• prepare HFE Handbook
• hair HFE workshop on projects
• Prepare improvement plan for HFE activity
• approve HFE report, audit & feedback report
• Conduct training sessions and awareness about HFE for all other disciplines
• participate in model review with clients for complex project(S)

5.2 HFE COORDINATOR

Responsibilities of HFE Coordinator are,

• Coordinate with HFE engineer or working group


• Scope of HFE in project for identification and approval
• HFE screening for complex projects
• Ensure execution and implementation of HFE plan
• Resolution of arrised risks at time of execution with project holder
• Perform major HFE activities for complex project(s)
• Organise HFE awareness & training sessions and advice to other decilplines for project.

5.3 HFE ENGINEER

Responsibilities of a HFE Engineer for the assigned task are,

• Asssist in prepration of implementation plan and task analysis

• Perform simple HFE screening under supervision of HFE Coordinator


• Provide HFE action sheet
• Implement HFE plan in project
• Actively participate in reviews and audits during detailed engineering, procurement &

HFE ELIGBILITY AND COMPETENCE MATRIX
