Civil Society Organization (CSOs) – SSOFHDEV, Inc assists in
the documentation of FRs.
A. Background/Rationale
The insurgency problem in Province of Surigao del Sur existed for over 30 years already.
Strategies such as arms struggle had been adopted to end the conflict yet it just worsen the situation.
Issues like poor access in upland communities, discrimination, illiteracy, absence of basic services
has been capitalized by the CPP NPA to be the failure of the government and use it for their
advantage to recruit more members from the “disadvantaged” group. The allege legal arm of the
CPP NPA which are the registered NGOs even established training camps in the guise of IP schools
such as the Tribal Filipino Program of the Province of Surigao del Sur (TRIFPPS) equivalent to
Elementary School in DepEd within Andap Valley Complex and Alternative Learning Center for
More children and women have been recruited to the movement in every end of school year
as manifested in the harassment in the mining companies, attacks of Military detachments, rallies
and even insinuated rallies where most of the perpetrators are young adults. However, with these
radical efforts of the rebels more of their members find their lives in disadvantaged situations where
they always experienced difficulty in evading military operations. Some maneuvered to bolt out
from the group to join their families and opted to surrender and availed of the ECLIP Program of
DILG. The Program facilitated the reintegration of the former rebels into the mainstream of the
society however the process is not that simple as there are still factors that would distort the result
of the process. Circumstances such as ambush of FR or robbery hold up to an FR who have claimed
ECLIP benefits alleged to be their share to the movement because as alleged the FR will not be
rewarded with such benefits if not of being a rebel, thus the CPP-NPA has to get their share out of
the proceeds of being a FR.
B. Project Objectives
The project aims to accomplish the following objectives:
1. Temporary house/shelter of the FR and his family while waiting for his/her enrolment to
the program; and
2. Serve as venue in conducting rehabilitation and healing sessions, and education and skills
training activities.

D. Expected Output/Outcome/Results
The Halfway House is a two-storey building that resembles that of a row house having (__)
units pads in the second floor of the building that contain ___ bedrooms, individual kitchen, living
A concrete fence will be constructed along the perimeter and an elevated guard house will be
constructed in the gate specified to be a narrow one just enough for one (1) person to enter the
vicinity.
The social impact of the project is the reduction of vulnerability of individuals and
communities in conflict affected areas through provision of temporary shelter/house of FRs and their
families as contained in the Provincial Results Matrices under Social Sector of the Provincial
Development and Physical Framework Plan.
The facility is the venue to mainstream social cohesion wherein each stakeholder will play
relevant roles. The government institutions will organize fora, orientation, workshops to
facilitate implementation of policy decisions relevant to the FRs enrolment to the ECLIP;
provide timely and accurate responses to requests for information; build an inclusive social
protection system; disseminate information transparently; create formal mechanisms to resolve
dispute.
The role of FRs is to ensure effective communication systems among themselves and other
stakeholders; and building collaborative relationships with stakeholders through dialogue.
The Religious Leaders will issue joint statements condemning acts of violence or violent
discourse based on religious differences; promote messages of tolerance and peaceful co-
existence towards other religious communities; work in and through alliances with other
religious leaders; use religious-based schools and training institutions to build awareness of
social cohesion.
The Media will broadcast highlight of contribution of individuals who actively work for peace
and social cohesion; highlight success stories of social cohesion (reconciliation across ethnic
divides, successful dialogue with local government, etc.); provide balanced factual information
and thorough analysis of current democratization and peace processes; give voice to
marginalized groups on issues which affect them; seek solutions to social, economic and
political problems; and avoid promoting stereotypes of ethnic and social groups.
• Gender Equality
The institution will ensure to promote gender equality particularly on the FRs’ families who will
be housed in the facility in three (3) months before they wil be integrated in their chosen
communities. It is perceived that women, elderly and children in conflict affected environments
are vulnerable to trafficking, abuse and violence. There are many accounts of FR women having
been sexually abused and experienced violence that caused them to come for refuge before the
folds of the law. Other consideration is the deeply ingrained cultural norms that contribute to the
suppression of this issue. At the same time, in violent conflicts, women are increasingly moving
into domains traditionally occupied by men as providers of livelihoods and protection for their
families.
The women, elderly and children in the facility will experience a “normal” structured family
lifestyle totally different from what they had experienced while in the movement. Adult women
will be capacitated with technical skills for them to compete in the “new” environment.
F. Technical Evaluation
The project is situated at Brgy. Dayoan, Tago, Surigao del Sur that is within the
vicinity of the 36th IB Camp which is only nine (9) kilometers from the capital City of Tandag
and accessible by all types of vehicle having coordinates as follows:

The topography of the area is undulating that is essential for the facility to be erected
in depressed location to prevent attacks from outside forces that tends to destroy the facility.
Obviously, the area is well drained and no issues of occurrence of flooding however
the vegetation has to be improved through proper soil conservation practices to further
stabilize the area.
The source of aggregates for concreting is from Carac-an River in the Municipality of
Carmen while aggregates for sub base will be source out from Brgy. Maitom, Tandag City
while hardware and other materials are available in Tandag City suppliers.
The area is certified by the Zoning Officer of Tago LGU as Non-ECA and issued with
a CNC by the Environmental Management Bureau (EMB). Moreover, the site is not situated
within an active faultline.
The area is not situated in built-up area thus there are no historical or monumental
markers that will be disturbed or blocked.
One of the beneficiaries’ activities is to develop model farm or small industry in the
area for them to acquire technology to sustain their livelihood when they will be immersed in
the community, thus the technology will observe soil and water conservation measures and
technologies.
The project will be implemented by Contract through the Provincial Engineer’s Office
with project duration of 120 calendar days.

J. Sustainability/Phase-out Plan
The facility will be utilized still serve as a Halfway House or an institution that allows
people with physical, mental, and emotional disabilities, or those with criminal backgrounds, to learn
(or relearn) the necessary skills to re-integrate into society and better support and care for
themselves. It will also serve as a residence of the Indigenous Peoples that are Internally Displaced
due to calamities, disasters and emergencies and those people from farflung areas of the Province
who would come to Tandag to avail of social, medical, psychiatric, educational, and other similar
services.
The operation and maintenance of the facility will be undertaken by the Provincial
Government through the Provincial Social Welfare and Development Office (PSWDO).
The Municipality of Tago was not spared by the typhoons that usually hit the Province
and obviously the beneficiary-barangay was not also spared with the destruction like flooding,
landslides and damaged of properties particularly on the agricultural crops, fishing boats and
houses. Usually the rainy months of the area will occur in November to March thus it is expected
that the project will encounter difficulty during rainy months if implemented during the period.
L. Commitment Section
The Provincial Government assumes the sustainability of the operations of the project since
the facility will be turned over to the Provincial Social Welfare and Development for operations. The
PSWDO will assign Technical Personnel to undertake maintenance of the facility. The budget for the
facility’s maintenance will be charged against the PSWDO Budget.
