What Relevant Lighting Standards did Abu Dhabi/UAE have prior to 2010?

• No Regional, Federal (UAE) or Emirate lighting codes or standards

• No Municipal Technical Lighting Standards or Briefs for lighting efficiency or quality, just electrical/
lighting fixture-level specification clauses

• No Light Pollution Reduction/Mitigation Criteria

• Lack of technical knowledge of lighting within many levels in the design chain

• Manufacturer/Contractor-led decision making. Practice of extreme over-lighting

• LITTLE OR NO ACTUAL PUBLIC REALM/ROAD LIGHTING DESIGN

The Original Key Factors of Implementation
• Reduction of all Roadway and Pavement lighting levels and more targeted design for roadway and
streetscape lighting
• Parks and Public Realm projects designed with suitable lighting for long-term efficiency and quality
for the environment and people
• Specification of optically and energy efficient quality LED (and other low-energy technology) with
appropriate controls for all uses. Retrofit all existing street lighting
• Introduction of Lighting Standards for all external lighting

• Mandate & Enforce Policy including statutory illumination hierarchy and design guidance for all
external public lighting. Aligned with other AD documents e.g. supporting Estidama
• Strategy and all proposed steps approved by GSEC under Decree in April 2011

The 2010 Abu Dhabi Sustainable Lighting Strategy


2011: First Steps to turn the Strategy into Policy
Lighting Specifications (Nov.2011) written, then printed in both booklet format and electronic PDF
versions and issued to all Abu Dhabi City Municipality Consultants, Developers, Contractors & Suppliers
for immediate application to all new ADM projects

The Specifications were then officially approved by the DMA to cover the entire Emirate
(DMA Decree-39, April 2012) to cover all Abu Dhabi streets and public realm
Some of the key areas defined with benchmarks/criteria
• Use of LED Statutory for roads. Preferable for public realm (wherever viable)
• Reduced Design lighting levels
• Minimums, maximums & absolutes for various criteria
• Emphasis on Consultant responsibility to design correctly
• Request for unique solutions for project specific designs/looks
• Coordination with electrical services and component installation
• Push for optimisation and reduction in infrastructure where ever possible
• Stringent Luminaire quality and performance criteria
• Project Specific review/approval regime

What are the economic drivers?

 Recent 2015 analysis and project calculations revisiting the 2010 Strategy figures suggest around 80% Energy
savings are now being achieved on average on street lighting projects. Public realm savings a little under this,
but significant.
 60% is the more appropriate saving on long-term operational costs, leading to AED 2.8 Billion now an
achievable overall saving by 2030.
 The DMA Specifications have aided this reduction by their openness and flexibility encouraging competitive
tendering, plus the marketplace improvement in technology performance.
