1.0 EXECUTIVE SUMMARY

Udaipur Cement Works Limited (UCWL)Plant is situated at Shripati Nagar P.O. CFA 313022,
Village- Dabok Tehsil – Mavli, District – Udaipur (Raj.)having an existingCement Plant -
Clinker (2.00 Million Metric TonnesPer Annum (MMTPA)), Cement (2.85Million Metric
TonnesPer Annum (MMTPA))along with WHRB (12.0 MW).

The company is now proposing an expansion of Clinker (2.0 Million Metric TonnesPer
Annum (MMTPA) to 5.0 Million Metric TonnesPer Annum (MMTPA)), Cement (2.85 Million
Metric TonnesPer Annum (MMTPA) to 7.0 Million Metric TonnesPer Annum (MMTPA)),
WHRB (12.0 MW to 30.0 MW) and Installation of new CPP(25 MW),looking into the future
market demand. The total land area is 161.87 Ha.For plant, associated facilities and
township.No further land is required for proposed expansion project. The expected capital
investment for the proposed expansion will be approx.Rs.1600 Crores.

The proposed brownfield expansion of cement plant is categorized under3 (b)column


3{Cement plants [>1.0 million tonnes/annum production capacity}of Gazette
Notification dated 14thSeptember, 2006 and its subsequent amendment on dated
December1st 2009 and April 4th 2011.Thus, the project is “A” category project.

(ii) BRIEF DESCRIPTION OF NATURE OF THE PROJECT


The proposed expansion project is for enhancement of Clinker from 2.0 MMTPA to 5.0
MMTPA, Cement from 2.85 MMTPA to 7.0 MMTPA, WHRB from12.0 MW to 30.0 MW and
New CPP Installation of 25 MW. There is no additional land is required for the proposed
expansion. The total land area is 161.87 Ha.For plant, associated facilities and township.The
land is already converted for industrial use. No further land is required for proposed
expansion project. The daily water demand will be 3280 KLDfor Proposed expansion
Project, which will be met from Ground Water and existing adjacent Daroli Limestonemine-
1&2 pits.
Project is interlinked withUdaipur Cement Works Limited’sDaroli-1&2 LimestoneMines
situated near Village - Daroli, Tehsil – Vallabh Nagar, District- Udaipur, Rajasthan.
Environmental Clearance for Daroli- Limestone Mining-1 Project (ML-No.-02/88) was
granted by MoEF&CC vide letter No.-11015/460/2006-IA.II (M) dated 02.01.2009.
Environmental Clearance for Daroli- Limestone Mining-2 Project (ML-No.-64/79) was
granted byMoEF&CC vide letter -11015/453/2006-IA.II (M) dated 02.01.2009.
Environmental Clearances for the enhancement of limestone production capacity from Both
Captive Daroli Mine 1&2 are under process.Limestone produced from Captive Daroli Mine
1&2 will be transported to the cement plant by Over Land Belt Conveyer (OLBC).

(iii) NEED FOR THE PROJECT AND ITS IMPORTANCE TO THE COUNTRY
AND/ORREGION

India is the second largest cement producer after China with installed production capacity
of ~480 million tonnes per annum (MTPA) as of FY19 and accounts for 6.9 per cent of
world’s cement output. But it continues to have the lowest per capita consumption at ~210
kg vs world average of ~575 kg. No wonder, India's cement industry is a vital part of its
economy, providing employment to more than a million people, directly or indirectly. Ever
since it was deregulated in 1982, the Indian cement industry has attracted huge
investments, both from Indian as well as foreign investors.

Cement production grew by 13.3% (337.3 million tonne (MMT) in FY19 compared with
6.3% growth in FY18. This has been the fastest growth in cement production recorded in

one single year over the last decade. Production grew at a CAGR of 5.6% from 230 MT in
FY12 to 337.3 MT in FY19.
India has a lot of potential for development in the infrastructure and construction sector
and the cement sector is expected to largely benefit from it. Some of the recent major
government initiatives such as development of 98 smart cities are expected to provide a
major boost to the sector.
The broad demand driving segments of cement within construction are housing (~65%),
infrastructure (~25%) and commercial & industrial capital expenditure (~10%).
The Proposed Project by UCWL will ensure the participation in the fulfillment of the Future
need of Cement.

(iv) DEMAND - SUPPLY GAP& IMPORTS VS. INDIGENOUS PRODUCTION

India's cement demand is expected to reach 550-600 million tonnes per annum (MTPA) by
2025. Demand - Supply projection for cement on National and State basis reveals that there
exists animbalance between availability and demand of cement particularly in eastern
region. The cement industry is a pioneer modern manufacturing industry in Rajasthan. On
the demand front, northern India is poised to witness a sizeable spurt in demand, mainly
aided by the government’s “housing for all” scheme. Given the evolving demand-supply
situation, cement prices could come under pressure and it is premature to conclude that the
increase in cement prices in eastern India is sustainable. Under these circumstances to
bridge the gap, M/s. Udaipur Cement Works Limited is proposing an expansion in Clinker
and Cement production capacity.

(v) EXPORT POSSIBILITY


The proposed expansion activity is not prospecting exports. However, if the domestic
demand is fully met and surplus is generated, foreign markets will be explored.

(vi) DOMESTIC/ EXPORT MARKETS


As only domestic cement market has been considered for the proposed expansion project,
the markets envisaged to be catered are: Rajasthan, Gujarat and Madhya Pradesh.

INDIRECT EMPLOYMENT
 The Vocational Training Camps and Technical Training Campsfor generating skilled
manpower for cement plants will be done to generate potential manpower.
 The proposed employee development and welfare activities already envisaged and
proposed under the expansion project aims to engage many people with various jobs
indirectly.
 There will be development of externalities viz. local logistics, warehousing etc. as
supporting services.
 Increased logistic will increase business opportunity for supporting services i.e.
restaurants for transport vehicle crew, repair and maintenance work shop for vehicle,
vehicle spare parts shop, shops for general& grocery items etc.
 Increased manpower will increase business opportunity for living needs items i.e.
grocery shops, vegetables shops, milk vendor, barber, laundry etc.

(vii) SOURCE OPTIMIZATION/RECYCLING AND REUSE ENVISAGED IN THE PROJECT.


The unit will utilize all the flyash generated from the Captive Thermal Power Plant in
cement manufacturing process. UCWL is already having waste heat recovery based power
plant. Further, UCWL is proposing expansion in WHR based power generation capacity.
Domestic sewage is being / will be treated in STP. Treated waste water is being / will be
used in green belt / dust suppression / industrial cooling purposes. The unit will use water
from the existing Mine’s 1&2 pits located in DaroliLimestoneMine 1&2 of Udaipur Cement
Works Limited (UCWL).

MANUFACTURING PROCESS
Process Description of Clinker & Cement Manufacturing Unit
The dry process essentially consists of the following unit operations steps:-
 Drilling, Blasting &Crushing of limestone at the mine site.
 Transportation of crushed limestone by OLBC from mine site.
 Pre-blending of crushed limestone.
 Drying – cum-grinding of raw materials.
 Homogenization of raw meal in a blending silo.
 Grinding of solid fuel and Use of AFR in Co-processing.
 Clinkerisation of the raw meal in a rotary kiln with pre-heater and precalcinator.
 Grinding, storage and packing of cement.

Various operations of dry process plant are detailed as follows:-

1Crushing of Limestone
Crushing is the process of reducing boulders of rocks to smaller size (approx. 70 mm size).
UCWL shall have two stage crushing system for limestone –Jaw Crusher as Primary crusher
and Cone Crusher as Secondary Crusher. Crushed lime stone will be transported from mine to
the stock pile at plant through overland belt conveyor.

2 Limestone Handling and Transportation to stockpile


To transport crushed limestone from Mine-1 & 2 to plant, UCWL has an Over Land Belt
Conveyor of 5.8 Kmfor transportation of crushed limestone from Mine lease area.
The transported material is/will be reached to Stackerby OLBC. Quality of material transport
to stacker through OLBC shall be monitored by Online Cross Belt Analyzer.

3 Pre-blending of Crushed Limestone


Pre blending is the process of stacking the crushed material layer by layer in a definite
manner through stacker unit, to reduce the variations. Proposed Project will have longitudinal
pile making system.

Reclaimer
Pre-blended limestone shall be extracted in cross sectional way by re-claimer and transported
to the hopper of Vertical Roller Mill.

4 Drying and Grinding of Raw Material


The crushed Limestone transported to the hopper by Reclaimer is extracted from Limestone
hopper and ground with other additives (i.e. Red ocher, Raw china clay, Aluminous Clay etc.)
to make a fine powder of definite fineness in vertical roller mill.

Additives materials which are minor ingredients for cement manufacturing shall be
purchased from nearby sources i.e. Chittorgarh, HZL Dariba&Gandhinagar etc. The required
materials including limestonewill be fed to vertical roller mill for grinding & proportion shall
be controlled through Weigh Feeders. This proportioning is based on raw mix design done
with the chemical analysis of raw materials.

After grinding fine material will go to Cyclone which collects fine material and air will go to
reverse air bag house. Dust is collected at reverse air bag house and material collected at
cyclone is transported to Controlled Flow Type Blending Silo by mechanical conveying
system. The fine powder produced from Raw Mills is called “Raw Meal”.

Quality of Raw meal is being monitored through X-Ray Analyzer at regular interval.

5 Blending of raw meal and Storage of kiln feed


From CF silo material is extracted through air slide and bucket elevator, and feed to Preheater
via bucket elevator for Pyro processing. Sample of material feed to kiln is monitored
periodically through X-Ray analyzer at X-ray Laboratory.

6 Pre-heater, Pre-calcinator
The raw meal is preheated before it enters into the kiln. The material passes through the
multiplestages pre-heater from top to bottom via pre-calciner before entering the kiln

Pre-calciner has fuel firing arrangement. Calcination is the clinker making process in which
the carbonates from limestone lose their carbon dioxide.Most of the calcination is completed
in this pre-heating section.

The material after pre-calcination in the Calciner enters the Kiln where burning or sintering
takes place at about 1250-1400 degree centigrade in the burning zone of the rotary kiln.
Clinker is formed as a result of burning and the strength giving compounds like C2S and C3S
are formed at this stage.

The hot clinker then falls in the cooler where it is rapidly cooled.The cooling is carried out by
forcing cold air through a bed of material by means of fans in the cooler compartments. Roller
Crusher provided at the end of Cooler make the uniform size of Clinker (approx. 3-mm to 25
mm).

Quality control Laboratory test the Material feed to The Kiln and Clinker Produced at X-Ray
Laboratory during the Pyro Process.

7 Solid Fuel Grinding


For the burning of Material, (Imported/Indigenous) Pet coke/Coal&AFR (Co-Procesing) are
being / will be used in suitable combination for firing in the kiln and Pre-calciner. Petcoke and
coal shall be purchased from either indigenous or imported as per economic viability and
suitable quality. AFR is being /will be sourced from nearby localities. Solid fuel will be ground
and stored into the bins. From the bins ground fuel will be transported to the kiln burner as
well as Pre-calciner.
8 Clinker Storage
The clinker discharged from cooler is being / will be stored in Clinker silo. The clinker silo
will have multiple extraction systems. One extraction system is dedicated to feed clinker into
cement mill. Second system transports the clinker to the clinker truck loading hoppers for the
direct sale of clinker and third extraction system will be a stand by between two extraction
systems. Storage of Clinker in silos will protect the clinker characteristics from environmental
impacts and minimize dust emissions.

9 Cement Grinding
Clinker and required additives is being / will be ground in Cement Mill. Further, UCWL will
install Ball Mills / VRPMs for cement grinding .Clinker from clinker silo will go to the Cement
Mill via hoppers through belt conveyor, where it will grind into a fine powder called cement.
Gypsum is added at this stage to control the setting of cement. In case of PPC Fly ash also will
be added.

Cement millwill be equipped with high efficiency separator. For the monitoring of quality
ofcement timer based auto sampler is/will be used.

From Cement mill final product goes to cement silo by mechanical transport system.

10Cement Storage & Packing


Fine Cement Powder from Cement mill goes to Cement Silo for storage. While packing cement
is extracted from the silo and either packed into bags by packer machines or diverted to bulk
chutes which can fill loose cement bulkers.

11Waste Heat Recovery Boiler (WHRB)


Waste Heat from the pyro process will go to the Boilers namely PH boiler and AQC Boiler.
Steam will be generated by the boilers and this steam will be used to rotate the turbine to
generate the power.
The steam after losing its energy in turbine it get condensed at Air –cooled condenser and
stored in tank where water is extracted via pump and re-circulated through boiler feed pump.

12 Thermal Power Plant


The main inputs for a Captive Power Plant are water and coal and the output of a Captive
Plant is electricity along with air, water and solid waste (pollutants). Udaipur Cement is an
environmentally aware company since itsinception as an organizations policy Udaipur
Cement is committed to adopt the technologies with less generation of pollution and least
consumption of natural resources. In view of the above, the company proposes to install
Circulating Fluidized Bed Combustion (CFBC) type boiler, which has the following direct
advantages with fully condensing Turbo-Generator Sets:

 Ash with low un-burnt coal.


 More bottom ash rather than fly ash.
 Low stack gases temperatures and low SPM levels.
 No process steam requirement. Almost total steam exhausted from turbine
condensed and is re-circulated. Thus extremely low make-up water requirement.
The CFBC Boiler would mainly consist of super heater, convection and economizer
section. The CFBC Boiler will have suitable arrangement for feeding of coal & limestone
to minimize the sulphur dioxide emission. The fuel (Coal/AFR/MSW/RDF/Biomass)
combustion in the CFBC shall be controlled with the induced draft fan and combustion
air supply forced draft fans. The drafts shall be maintained in such a way that there
would be minimum generation of fly ash and SPM emissions from the stack. For the
effective control of stack emissions an Electrostatic Precipitator (ESP)/Bag House for
the treatment of exhaust gases would follow the CFBC Boiler. The exhaust gases after
recovering the fly ash particles shall be discharged into a suitably designed stack
through an induced draft fan. The ash generated in the CFBC shall be transported to fly
ash silo by dense phase pneumatic conveying system. The stored fly ash shall be used in
the cement plant for Pozzolana Portland Cement (PPC) manufacture and there won’t be
any nuisance from the fly ash. The steam generated in the CFBC steam generator shall be
transported to steam turbine generator with the help of steam pipe. The steam shall be
condensed in air-cooled condenser. The use of air-cooled condenser reduces water
requirement by about 90% and eliminates installation of huge cooling towers also. The
condensed steam shall be fed to de-aerator with the help of pumps to further feed in
Boiler.
The electricity generated from the Turbine Generator (TG) set shall be used for running
the cement plant.
Some of the equipment and system taken into consideration for process and
environment protection are listed below:
i. Circulating Fluidised Bed Combustion (CFBC) boiler for steam generator.
ii. Air-cooled condenser without water requirement and cooling towers.
iii. SO2 and NOxanalyser to monitor proper combustion of coal.
iv. Highly sophisticated digital process control system for boiler and turbine
operation.

SOLID
 No solid waste will be generated from the cement manufacturing process, hence zero
solid waste generation from the Cement Plant.
 The used oil is being / will be generated from the machineries; the same is being / will
be sold to CPCB authorized recycler.
 E –waste and Lead Acid Batteries is being / will be generated and same is being / will be
sold to CPCB authorized recyclers.
 Dust collected from Air Pollution Control Equipment is being / will be totally recycled
back in the process.
 Sludge from Sewage Treatment Plant (STP) will be used as manure for green belt
development.
 Solid waste generated from CPP is in the form of ash, will be utilized in cement
manufacturing process.

WASTE WATER
 Cement manufacturing is a dry based process. Hence, no industrial waste water is being
/ will be generated during cement manufacturing process.
 Waste water from CPP is being / will be generated and recycled & reused in industrial
cooling purposes after necessary treatment.
 No waste water will be disposed-off on ground outside the plant premises. ZLD will be
maintained.

The climate of the district is dry except SW monsoon season. The cold season isfrom
December to February and is followed by summer from March to June. Period from mid of
September to end of November constitutes post monsoon season.

Average annual rainfall of the site (UCWL) is 655 mm. Average Maximum Temperature is
recorded 40 deg. C and Average Minimum Temperature is 7 deg. C. Maximum Humidity is
80% and Minimum Humidity is 20%.

(viii) SOCIAL INFRASTRUCTURE AVAILABLE


The well-established social infrastructure like hospitals, temple, community center, roads,
telecommunication and others similar are available/ existing within 15 km radius which is
tabulated in point no. 1.1

5.0 PLANNING BRIEF

There will be recruitment of few workers as per the requirementin operational phase.
Operation phase will require recruitment of skilled workers. Hence, there will be no change
in the population projection of the most nearest & farther most villages of the project. There

(iii) LAND USE PLANNING (BREAKUP ALONG WITH GREEN BELT ETC.)
The Land Break-up along with Green belt etc. is given in the table no 10. Accordingly 55 ha area has
already been developed as greenbelt and plantation. Proposed Expansion will be done in the
existing plant premises. No additional land will be acquired.

(iv) ASSESSMENT OF INFRASTRUCTURE DEMAND (PHYSICAL AND SOCIAL)


M/s. Udaipur Cement Works Limited has assessed the demand of infrastructure (Physical &
Social) within the plant & in nearby area of the plant site and development activities are
being undertaken under corporate social responsibilities program for rural development
initiatives for the upliftment of the nearby communities from time to time. The existing
infrastructure facilities available at the plant shall be utilized for the proposed expansion
project. Same will be expanded as per requirement.

(v) AMENITIES/ FACILITIES


The company has constructed township, dispensary, shopping complex, canteen etc. for the
employees. If required above amenities will be expanded.

6.0 PROPOSED INFRASTRUCTURE


(i) INDUSTRIAL AREA (PROCESSING AREA)
No additional area will be required for the proposed expansion projectas the proposed
expansion project will be done in the existing plant premises as per the Breakup given in
table No. 10.

(ii) RESIDENTIAL AREA (NON PROCESSING AREA)


The unit is already having housing facility for operational employee adjoining to the cement
plant premises.Residential quarters, temple, children parks, shopping complex, Guest
House, School Building, Dispensary and Garden have been constructed in the township.
Existing facilities will beutilized for the proposed expansion project. If required above
amenities will be expanded.The proposed expansion project will be done in the existing
plant premises as per the Breakup given in table No. 10.

(iii) GREEN BELT


The existing unit has already developed green belt & plantation in55 Ha which will be
further maintained in expansion project.

(iv) SOCIAL INFRASTRUCTURE


The existing project is situated at Shripati Nagar, Near Village Dabok, Tehsil – Mavli, District
– Udaipur (Rajasthan). Local population will be employed by the company in the proposed
expansion project. Further, indirect means of earnings have been created in the area of
contractual jobs, vehicle driving, shops, construction etc. Therefore, this project will bring a
positive impact on the adjoining society. There is well developed social infrastructure in the
area.

(vi) DRINKING WATER MANAGEMENT (SOURCE AND SUPPLY OF WATER)


Water from Bore Wells (Ground Water) and Mine’s 1 & 2 Pits is being / will be used for
drinking purposes after require treatment. Drinking water supply station is available in
existing township, from where water is being / will be supplied to all the residents of
township and the plant.

(vii) SEWERAGE SYSTEM


STP (Cap. 250 KLD) has already been installed for treatment of domestic sewage generated
from plant and township. Same will be used for expansion project.

(viii) INDUSTRIAL WASTE MANAGEMENT

 Cement manufacturing is dry based process. Hence, no waste water is being / will be
generated from cement manufacturing process.
 Water used for cooling at various stages of cement manufacturing is being / will be
partially evaporated and partially recirculated; hence, no waste water is being / will be
discharged from the process.
 Domestic waste water generated from Plant is being / will be treated in STPs and
treated water is being / will be used for greenbelt development/ plantation/Dust
Suppression/Industrial cooling.
 Used or Spent oil (Cat 5.1) is being / will be generated and sold to Authorized recycler.
 Lead Acid Batteries and E-waste are being/ will be sold to manufacturers/ dealers/
CPCB Authorized Recyclers on buyback basis.
 Waste water generated from CPP will be recycled & reused in industrial cooling after
necessary treatment.

(ix) SOLID WASTE MANAGEMENT

 Dust collected from Air Pollution Control Equipment is being/ will be totally used back
in the process.
 Sludge from Sewage Treatment Plant (STP) is being / will be used as manure for green
belt development.
 Solid waste generated from CPP is in the form of ash, will be utilized in cement
manufacturing process.

Since, the proposed expansion will be done in the existing plant premises & no additional
land will be acquired for the expansion project; hence R& R plan is not applicable for the
proposed expansion project.

8.0 PROJECT SCHEDULE AND COST ESTIMATES


(i) LIKELY DATE OF START OF CONSTRUCTION AND LIKELY DATE OF
COMPLETION (TIME SCHEDULE FOR THE PROJECT WILL BE GIVEN).

The Project will start only after obtaining necessary statutory approvals i.e. Environmental
Clearances and all other required clearances. An implementation period for thisplant from
the date of signing/effectiveness of the main equipment supply contract is foreseen for this
project. The gestation period will be approx. 24 months.

(ii) ESTIMATED PROJECT COST ALONG WITH ANALYSIS IN TERMS OF ECONOMIC


VIABILITY OF THE PROJECT.
The expected capital investment for the proposed expansion will be Rs.1600Crore.
The expected Cost for the Environmental protection Activities will be Rs.180 Crore
The recurring cost for Environmental protection Activities will be Rs.4 Crore/Annum.

Based on the financial analysis considering Internal Rate of Returns on total investment and
Internal Rate of Returns on Equity the project seems to be financially viable.

9.0 ANALYSIS OF PROPOSAL


(i) FINANCIAL AND SOCIAL BENEFITS WITH SPECIAL EMPHASIS ON THE
BENEFITS TO THE LOCAL PEOPLE INCLUDING TRIBAL POPULATION, IF ANY, IN
THE AREA.
The proposed expansion project aims to continue the sustainable social development. The
Project authorities are committed towards fulfilling its corporate social responsibility.
The CSR activities were identified on the need based requirement of the study area.
However after the analysis of the baseline data generation and socio – economic survey, and
the public hearing, the appropriate sustainable development plan will be contributed on the
basis of need based analysis.

10.0 CONCLUSION
Udaipur Cement Works Limited is proposing an expansion of Cement, Clinker, WHRB and
Installation of new CPP in the existing manufacturing unit. Clinker from 2.0 MMTPA to 5.0
MMTPA, Cement from 2.85 MMTPA to 7.0 MMTPA, WHRB from 12.0 MW to 30.0 MW and
new CPP of 25 MW will not only contribute to the growth of Indian economy but also
strengthen the local socio-economic values/ status in the area. All the latest and
environment friendly development will be adopted. Moreover, UCWL has already in process
to commission renewable energy from Solar Power to the tune of capacity 7.6 MW/Day.
Further, UCWL will explore possibilities for increasing Solar Power of capacity 7.6 MW/DAY
in addition to present capacity 7.6 MW/Day Solar Power. The unit will adopt all measures
like; pollution control equipment, effective EMP to prevent harm/ damage to the
environment.Adequate green belt is developed which will be further maintained.
