1.0. SCOPE
This specification covers the construction and dimensions for designs of 600/1000
(1200)V cables with cross-linked polyethylene (XLPE) extruded insulation.
Cables conforming to this Specification are intended to be suitable for laying direct
in ground, in ducts or in air.
The options given in this specification are designed to cover a wide range of
current ratings and earth fault levels.
Test requirements and test methods are included which are intended to
demonstrate the capability of the cables for operation at a continuous maximum
conductor and metallic screen temperature of 90oC and for a maximum short circuit
temperature of 250oC.

The Distribution System of the Authority for which the LV cables are intended is three
phase, 3-wire at High Voltage, and 4-wire at Low Voltage, with solidly earthed neutral (at the
source neutral terminal) and has the following data:

The cables covered by this specification (i.e. materials, individual parts and
completed units) to be designed, manufactured and tested according to the
requirements of this specification and according to the Standards referred to in
paragraph 2.0 above.
The scope (extent) of the certification shall cover at least the design, development,
production of the offered goods.
In case the execution of the whole or any part of the work will be sub-contracted by
the Tenderer to another company, the requirement pertaining to the Tenderer’s
Quality Management System will be satisfied, if the said requirement is possessed
by the company which will actually undertake such execution.
In all correspondence, in all technical schedules and on all drawings, metric units of
measurement shall be used.

6.4. Packing
The whole of the plant covered by this specification shall be subject to inspection
and test by the Authority during manufacture and before final dispatch from the
manufacturer’s works. The approval of such inspection or test will not, however,
prejudice the right of the Authority to reject the plant or any part thereof if it does
not comply with the specification when erected or does not give complete
satisfaction in service. The contractor shall make available to the Authority for the
inspection and testing all required personnel and offer facilities (equipment, testing
instruments etc.) at no cost to the Authority. The Authority may, however, use his
own instruments and apparatus as a check.
Before any part of the plant is packed or dispatched from the manufacturers works,
all tests called for are to have been successfully and satisfactorily carried out in the
presence of the Inspector and a certificate issued to that effect by the Inspector in
writing.
Adequate notice is to be given when any part of the plant is ready for inspection or
test and every facility is to be provided by the Contractor and his sub-contractors to
enable the Inspector to carry out the necessary inspection and to witness the tests.
Copy of all principal Test Records and Test Certificates are to be supplied to the
Inspector for all tests carried out in accordance with the provisions of this
specification. . In addition all Test Certificates shall be supplied in an electronic
format to be agreed after award.
The cables and all component parts thereof are to be fully tested in accordance
with the provisions of the latest relevant Standards referred to in paragraph 2.0
above, or as may be agreed in writing with the Inspector.
6.6. Experience
Tenderers shall provide evidence proving that they have satisfactory experience of
at least 10 years in the design and manufacturing of XLPE cables.
In addition, tenderers shall also provide evidence that the goods offered have
satisfactory service experience in the distribution network of at least three Electric
Utilities from three different countries of the European Union. The evidence shall be
for substantial number of projects and of at least 3 times the quantity covered by
the requirements of each group in which the tenderer is participating. Reference
letters from customers shall be submitted to support the evidence. Customer
reference lists, shall include customer name and address, product type, quantity of
goods and length of service to date.

The Tenderer must provide evidence that all necessary machinery is available for
the successful execution of the contract both in time as well as in terms of quality of
the end product.
Details of all key components of the plant must be submitted with the Tender along
with date of commissioning and Manufacturer.
The cables are designated by the rated voltages Uo and U, expressed in the form
Uo/U, where:
Uo relates to the power frequency voltage to earth for which the cable is
suitable;
U relates to the power frequency voltage between conductors for which the
cable is suitable.
The value shown in parentheses is Um, the maximum sustained power frequency
voltage between conductors for which the cable is suitable.
7.2.1 Conductors
(b) 500 mm2 Copper circular stranded complying with BS6360 or IEC 60228
(class 2)
(c) 2x25 mm2 Aluminium circular stranded complying with BS6360 or IEC 60228
(class 2).

The core insulation shall comply with the requirements for spark testing specified in
BS5099, when tested in accordance with that standard.
The cores of all cables shall be identified by colour in accordance with the
sequence in table 1. The colour shall be either throughout or on its external
surface.
The colour used for core identification shall be clearly identifiable and durable.
Compliance of durability shall be checked by rubbing the core lightly 10 times with
a piece of cotton wool or cloth soaked in water.
It shall be possible to remove the bedding and/or fillers from the cable without
damaging the insulation of the core(s).
The suitability of the synthetic binder tape(s) and fillers shall be determined by
compliance with the compatibility test given in 7.3.3.3.
7.2.4 Laying up
In multicore cables fillers shall be used but only sufficient to form a compact
substantially circular and robust cable. The fillers shall be compatible with adjacent
materials.
7.2.5 Bedding
Cables with metallic screen shall have a bedding which shall be compatible with
the insulating materials as determined by compliance with the compatibility test
given in 7.3.3.3. and suitable for the operating temperature of the cable.
The effective cross sectional area of the neutral/earth copper wires shall be so
chosen so as to provide at least half the current rating of the corresponding phase
conductors. The minimum required cross sectional area for the three types of
cables are given in Table 7. Tenderers are to submit detailed calculations
substantiating their design, giving the cable continuous rating under the following
conditions:

The wires shall be applied concentrically with a waveform lay. They shall be
evenly spaced with a gap between adjacent wires. The gap shall not exceed 4mm.
The wavelength of the waveform lay shall be within +5 per cent of the value given
in Table 7 or a sub-multiple at the manufacturer’s discretion. The developed length
of each wire in a wavelength shall be at least 106 per cent of the wavelength for
three-phase cables. On top of the single layer of copper wires a counter helix of
copper binder tape is to be provided.
7.2.7 Armour
Wire armour for the two core cables shall consist of a single layer of galvanised
steel wires.
(a) The diameter of the galvanised steel round armour wires determined in
clause 19.1 of BS5467, shall fall within the minimum and the maximum wire
diameters of 1,18 to 1,32 mm.
(b) The mass of zinc coating of galvanised steel armour wire, determined in
accordance with clause 19.3 of BS5467, shall not be less than that 150g per
sq. meter.
(c) The mechanical characteristics of the galvanised armour wires shall be such
that when subjected to the wrapping test given in clause 19.4 of BS5467,
none of the wires shall break.
(d) Joints in steel wire armour shall be brazed or welded and any surface
irregularity removed.
(e) The d.c. resistance of the armour of the complete cable, measured and
corrected to 20oC in accordance with clause 18.3 of BS5467 shall not
exceed the appropriate value given in table 9.

The external surface of all cables in this specification shall be legibly marked with
the following elements of marking.
* 3x185AL indicates a three core cable with 185 mm2 aluminium conductors.
The marking of element (e) and (f) may as an alternative to embossing or indenting
be by printing on the oversheath.
Elements (a), (b) and (c) shall appear, in any sequence that is deemed to neither
confuse nor conflict, on two or more primary lines along the axis of the cable,
approximately equally spaced around the surface of the cable. Elements (d), (e)
and (f) shall appear on at least one line, which can be one of the primary lines, or a
secondary line or lines. They can appear in any sequence that is deemed to
neither confuse nor conflict, and need not all be on the same line.
The letters and figures shall consist of upright block characters. The characters
shall have a minimum height of 3 mm.
The distance between the end of the one element of marking and the beginning of
the next identical element of marking shall not be greater than 500 mm, for
elements (a), (b) and (c), and not greater than 1000 mm for elements (d), (e) and
(f). The marking shall be in an alternating order between Greek and English.

If the identification is internal the distance between the end of one mark and the
beginning of the next mark shall not be greater than 550 mm.
Metre marking in any legible colour in steps of 1m length of cable (starting from
free end at 1m intervals) shall be provided throughout the length of the cable. The
start and end values shall be marked on the drum label.
The manufacturer shall cap the ends of all cables for despatch to form a seal to
prevent the ingress of water during transportation and storage.
Cable drums shall be lagged in order to protect the cable from damage, and the
end of the cable projecting from the drum shall also be protected from damage.
In addition to any other information given in the form of stencil marks the following
information should appear on a metal plate securely fixed on the side of the drums:
Each loaded drum shall bear an arrow indicating the correct direction of rotation of the
drum for pulling out the cable.
Each item is to be packed properly or protected for shipment and transport from the
point of manufacture to site.

Each drum is to contain a packing list in a waterproof envelope. All items of material
are to be clearly marked for easy identification against the packing list.
All cables must be supplied in one continuous length on each drum and each drum
must contain the length of cable finalised at Contract award, with a tolerance of
±5%. No joints of any type are permitted. Payment will be made for the exact length
to be supplied .The total length of the supplied cables must not exceed the ordered
quantity.
Drums whose length is shorter than 95% of the standardized length given above,
will be accepted provided that:
Drums shall have the following overall dimensions so that they may be
accommodated on the Authority’s trailers:
Famagusta, Kyrenia and Karavostasi are prohibited ports and it should be clearly
stated in the shipping documents that ships used for transportation of the materials
are not allowed to fall at these ports.

Phase cores shall be spark tested during manufacture in accordance with 3.6.1 of
HD605.
The D.C. resistance of the copper neutral/earth conductor, where applicable, shall
be as appropriate for the different screen sizes.
The cable shall be subjected to a voltage test of 3500V between conductors and
between conductors and neutral screen, gradually imposed and held for a period of
15 minutes in accordance with 3.2.1 of HD 605. No breakdown shall occur.

7.3.2.3 Insulation
7.3.2.4 Bedding
The irregularities of insulation shall be tested in accordance with and meet the
requirements of 2.1.10.5 of HD 605.
The diameter of the armour wire, the mass of zinc coating and the wrapping test of
the steel wire shall be tested in accordance with clauses 10.3(a), 10.3(b) and
10.3(c) respectively of BS 5467. The D.C. resistance of the armour of the complete
cable, measured and corrected to 20oC in accordance with clause 10.5 of BS 5467,
shall not exceed the appropriate value given in Table H2.

7.3.3.1 Insulation
The insulation shall be tested in accordance with and meet the requirements of
Table 2.
7.3.3.2 Oversheath
The sheath shall be tested in accordance with and meet the requirements of
Table 3.
The compatibility of materials used in the table shall be tested by ageing a sample
of cable at 100 + 2oC for seven days in accordance with 8.1.4 of BS EN 60811.
The results of the tests shall comply with the requirements given in Table 6.
7.3.4.1 General
The sequential type tests, which are primarily electrical tests, are intended to
assess the performance of the cable.
Cables of similar construction are regarded as those having the same form of
conductor (stranded or solid, circular or shaped), the same insulation material and
the same bedding (if applicable).
7.3.4.2 Range
If the sequential type tests have been carried out on one conductor size, in the
range 25-500 mm2, the results should be regarded as valid for cables of the same
type having other conductor sizes in that range, whether copper or aluminium.
The results of tests carried out successfully on cables with shaped conductors
should be accepted as valid also for cables, otherwise of similar type but, having
circular conductors, but not vice versa.
