1. INTRODUCTION
PERENCO Tunisia intends to install a water reinjection system for reservoir pressure maintenance
purpose in TARFA field located in Douz Governorate - south of Tunisia.
The capacity of TARFA facility will be checked in order to identify the bottlenecks in case of production
increase.

The purpose of this document is to define a systematic approach to the HAZID study.
HAZID (HAZard IDentification) is a technique for early identification of HSSE hazards. It should be
applied at the very early stages of the development of a new facility. The major objectives are to early
identify critical HSE hazards and thus provide essential inputs to further project development.
The following expressions and derivatives thereof, appearing in capital letters in the CONTRACT, shall
have the meaning hereby assigned to them unless otherwise specified, it being understood that such
expressions appearing small letters shall have their common meaning as the context requires. The
same principle shall apply to expressions defined elsewhere in the CONTRACT.

3. SCOPE
The objective of the HAZID meeting is to recover the risk analysis of TARFA#2 Facilities.

3. 1.OBJECTIVES
HAZID is a structured technique for the identification of all significant hazards associated with the
particular facility under consideration. For the identification of hazards, a register of possible hazards
(Hazard checklist) may be used.
Each identified hazard listed in the checklist has to be assessed to determine whether it is relevant to
the situation and area of the facility under consideration. Once the hazard is identified, the scenario
assumed for the hazard to occur has to be defined and noted in the HAZID worksheets. As a next step,
potential consequences (immediate and escalating consequences) of the hazardous scenario are to be
determined and also to be captured in the worksheets. Furthermore, all existing safeguards (technical
and organizational safeguards) which are in place to prevent the hazardous scenario or to minimize the
consequences are determined.
4. METHODOLOGY
The HAZID shall use a hazard checklist approach as the basis for the identification of potential
hazards. The specific methodology that shall be used for the HAZID is illustrated diagrammatically in
Figure 2.

The HAZID checklist covers the range of expected potential hazard sources for any industrial activity.
The checklist is structured such that there is a framework for identifying the whole range of hazards,
from major accident hazards such as loss of hydrocarbon containment to lower risk accidents such as
slips, trips and falls. Possible sources of adverse environmental impacts and health hazards arising
from normal operations are also included as well as accident scenarios.
The facilitator will guide the workshop participants through the HAZID process. The basic process
undertaken for each potential hazard on the checklist is as follows:
Is this hazard relevant to the operations and scope?
What are the hazard sources / locations?
What are the potential causes or threats that could lead to a release of the hazard?
What are the worst-case credible potential consequences?
For these consequence scenarios, what is the frequency of an event of this magnitude having
occurred?
What controls are in place?

The discussions from the HAZID will be recorded in the form of a Hazard and Effects Register using an
abdicated format that shall be approved by the CLIENT. The template of the register shall present the
following information:
The hazard source (from the hazard checklist)
The hazard causes (i.e. threats)
The hazardous event (i.e. top event)
The consequences
The level of risk to Personnel (P), Asset (A), Environment (E) and Reputation (R)
The key controlling / mitigation measures
Comments / Actions / References to supporting studies
The detailed study will take place during the engineering design process once design options have
been identified but before any final decisions have been made. A significant number of additional
documents and drawings will be available. The following documents should available for the HAZID but
not limited to:
Process Flow Diagrams (PFD) - with possibly Process Flow Schemes at Block Flow Diagram
(BFD) level
Heat and Material balance (for each competing design option)
Plot plan
process description including all planned operating cases
project description including all options, life cycle issues and planned plant flexibility
safety philosophy
Preliminary operating philosophy
Additional information may be available from site visit reports, environmental assessments, etc. The
detailed required list of documents shall be defined by the HAZID chair.
The Agenda for the HAZID Meeting shall be defined by the HAZID Chairman in cooperation with the
CONTRACTOR.
