Pantawid Pamilyang Pilipino Program

One of the human development measure that the Philippine government extend to its constituents is
the Pantawid Pamilyang Pilipino Program (4Ps). 4Ps aims to provide conditional cash grants to the
poorest of the poor to help the Filipino family improve health, nutrition and education of children aged
from 0 to 10.

In Latin America, households are given money by the Conditional Cash Transfer Program on the
condition that they meet certain pre-defined requirements. The conditions may include up-to-date
vaccinations, regular visits to a health care facility, regular child attendance at school, and compliance
with activities to promote health and nutrition through attending educational sessions, taking nutritional
supplements, etc. Conditional cash transfer program aimed at reducing poverty and breaking the cycle
of next-generation poverty through human capital development.

Latin America’s condition cash transfer (CCT) program is increasingly appealing to both governments
who are anxious to do something effective but are facing difficult fiscal constraints, and to multilateral
and bilateral cooperation agencies that are anxious to rid themselves of the stigma of cumbersome
bureaucracies whose work has had little impact on the poor.

The first CCT program in Brazil was created in 1996 aimed at eradicating child labor. Cash transfers are
given to children aged 7 to 15 who work (or are prone to work) in hazardous and degrading activities.
Another CCT was created in 2001, the FederalBolsa Escola program. Its conditionality provided for
school attendance in families with per capita income which was administered by the Ministry of
Education. Another was created which conditionality stipulated medical check-up for pregnant women,
breast feeding mothers and immunization of young children. There is also another CCT which transfers
money for families whose income is below half of the minimum wage with a conditionality that the
funds had to be spent on food.
