AUTHORITY IN THE
ACQUISITTON OF DATA FROM
AIRBORNE AND SPACEBORNE
PLATFORMSFOR USE IN THEIR
RESPECTIVEPROJECTS
WHEREAS,topographicbase maps
and other thematicmaps are impoftant
toolsin the planningand irnplementation
of variousnationaldevelopmentprograms;
WHEREAS,acquisitionof data from airborne
and spaceborneplatforms,such
as satelliteimageries,aerialphotographs
and other reratedproductsand services,is
an essentialand major cost component
in the productionof topographicbase and
t h e m a t i cma p s;

wHEREAS' uncoordinated mappingactivitiesof variousgovernrnent


result in wastefulduplicationof expenses agencies
and effort in the acquisitionof satelfite
irnageriesand aerialphotographs,and in
the productionof varioustopographicbase
and thematic maps, and result further in
incompatibilityand sub-optimaluse of
geographicinformation;
WHEREAS,the rationalization of the mappingactivitiesof governmentis part
the cross-cuttingstrategy under the Philippin, of
6"u"lopment plan 2011-2016for
research'development,extension,and knowledge
managementon the environment
and naturalresources;and

wHEREAS, the National Mapping and


Resource InformationAuthority
(NAMRfA)is mandatedby section 22(a)
of Executiveorder (Eo) No. 192 (s. 1987)to
be the centralmappingagencyof the government,

airborneand spaceborneplatforms,
such as satelliteimageriesand aerial photographs,
and other relatedproductsand
servicesfor mappingpurposesshall be procured
from the procurementservice(pS)
of the Department of Budgetand Management(DBM),exceptfor projects
fundedfrom
foreigngrantsand other officialdevelopmentassisiance
for which procurementcan
remainwiththe procuringentity.

datafrornairborneand spaceborneplatformsand
otherrelatedproductsand services
for mappingpurposesshallsecurea clearancecertificate
from NAMRIAas one of the
supporting
documentsfor the procurement.

The clearancecertificateshail statethe foilowing:
