IMPLEMENTING RULES AND REGULATIONS


Pursuant to Executive Order 801, by the President:

"EXECUTIVE ORDER 801 TITLED: "ENCOURAGING LOCAL GOVERNMENT

UNITS (LGUs) TO ADOPT THE TECHNO GABAY IN THEIR AGRICULTURAL

EXTENSION PROGRAMS AND THE CONCERNED ,GOVERNMENT AGENCIES TO

PROVIDE THE REQUIRED ASSISTANCE FOR THE PURPOSE"

Pursuant to Executive Order Number 801, dated May 14, 2009. these Implementing Rules
and Regulations (IRR) are issued to serve as guidance to all concerned departments, agencies,
institutions or offices and stakeholders, in the implementation ofEO 801.

Section 1. Objectives. This IRR seeks to provide the guidelines that will facilitate the adoption of
the Techno Gabay modality by the LGUs by defining the appropriate institutional
arrangements, roles ofconcerned agencies, and its adoption mechanisms.

Section 2. Scope and Coverage. All local government units where there are dominant

agricultural areas, inclusive of fishery and forestry, and/or where majority of the

constituents therein derive livelihood from farming activities, such as urban

agriculture and agriculture-based pro-poor nutrition/livelihood" programs, are

enjoined to adopt the Techno Gabay Program (TGP) on the basis of the following

guidelines and mechanisms,

Section 3. Definition of Terms.

a. Techno Gabay Program (TGP) a DOST-PCARRD-initiated program for


developing, testing, and promoting technology transfer and dissemination
modalities through the networking of the Regional R&Dconsortfa, members of the
National Agriculture and Resources Research and Development Network
(NARRDN); LGUs; non-government organizations; core of Farmer Scientists or ~
lv!agsasaka Siyentista; and other extension service providers, whose joint efforts are ~
expected to enhance technology utilization, adoption, and commercialization
At the LGU level, the TGP shall be utilized as a modality for extension service
delivery.

b. Farmers Information and Technology Services (FITS) or Techno Pinoy Center"


one of the four modalities under the TGP which serves as a one-stop service facility
made accessible to a large number offarmers, entrepreneurs and other clients in a
given area. It provides fast access to information and technologies in forms
appropriate to the clients' needs,

c. "Magsasaka Siyentista" (!vIS) a modality under the TGP which refers to an
outsta nding f armer recognized for his/her use of S&T-based and indigenous
technologies. The MS is a vital link in technologies developed in laboratories and
ultimate adoption in farmers ' fields.

d. "Information Education Communication (IEC) Strategies" a modality under the


TGP which involves research-and need-based communication processes aimed to
hasten adoption oftechnologies by clients.

e. "Information and Communications Technology (ICT)" another modality under


the TGP which involves the use of a diverse set oftechnological tools and resources
to create , store, communicate, disseminate and manage information.

f. National Agriculture and Resources Research and Development Network


(NARRDN) refers to an .aggrupation of government and non-government
institutions working on agriculture, fore stry and natural resources research and
development.

g. Regional Research and Development Consortia refers to the composition of state
colleges and universities (SCUs), government agencies, local government units and
non-gov ernment institutions, among others, tasked to facilitate coordination,
planning, monitoring and evaluation of R&D activiti es and technology management
at the regional level.

h. e-Extension service refers to the electronic delivery of extension service thru a


network of institutions for the benefit of the agriculture, fisheries and natural
resources sectors.

i. e-Learning courses refers to the interactive electronic learning modul es espec ially
designed for agricultural extension workers , enterprising farmers and fish erfolks
and other stakeholders.

Section 4. Institutional Arrangements. This Executive Order shall be implem ented by the
Depa rtment of Interior and Local Government (DILG); Department ofAgriculture
(DA); Departm ent of Science and Technology (DOST); and the Commission on
Higher Education (CHED) through their respective agencies and/or
instrumentalities. Participation of other institutions/ organi zations, either public or
private, which may contribute towards the realization of the objectives of the
Executive Order, is likewise enjoin ed.

S ection 5. Organizational Structure. The implementation of this Exe cutive Order shall be
governed and administered by the following bodies:

A. Steering Committee (SC)

Consistent with Section s XII, an inter-agency Steering Committee (SC)


represented by each of the abov ement ioned entities shall be form ed to act as the
program 's Planning and Policy-Making Body. The SC shall provide policy directionfor
the implementation of EO 801 and review and approve the work and financial plan
submitted by the Technical Working Comm ittee (TWC). The SC will designate the set
0/ officers, when necessary, upon recomm endat ion by the TWC. The memb ers of the

Steering Committee will be composed of the heads of agency or duly designated
representatives.

B. Technical Working Committee (TWC)

Consistent with Sections XII, the Technical Working Committee (TWC)


representing the same entities as the SC will likewise be set up at the national and
regional levels to provide techn ical ' assistance to the SC and overs ee the
operationalization of the program. The TWC at the national level, in consultation 'with
its region al and local partners, will prepare the strategic plan and annual work and
f inancial plan (WF.P). The WFP will sp ecify sources offunds for the TGP.

The TWC at the regional level will be composed of the repr esentatives of the
Regional Offices of the CHED and DILG, the Regional Training Centers of the DA­
AT!. and the Regional R&D Cons ortium.

The DA-ATJ Dire ctor will serv e as the Chairman of the Nati onal TWC since the
DA will provide the secretariat. Likewise, the DA-ATJ Regional Training Center
Direct or will serve as -the Chairman of the .Reg ional TWC. The members of both
national and regional TWCs will be composed of the Director or his duly designated
repr esentative ofthe said agenci es.

S ection o.Imptementtuion

A . D UTIES AND RESPONSIBILITIES OF PARTICIPATING AGENCIES

The participating agencies,shall hav e the following duties and,responsibilities


which may be modified accordingly, subject to the approval of the Steering Committee,
to suit the program's goals and objectives in relation to prevailing DA and
circumstances:

1. The Department ofInterior and Local Government (DILG) shall:

a. Enjoin the LGUs to adopt TGP through the enactment of ordinances


providing therein the corr esponding logistic supp ort to ensu re TGP's
sustainability;
b. Engage the local government leagues to promote the adoption ofthe TGP by
the LGUs;
c. Link any information, whi ch may contribute to TGP 's goals and objectiv es,
with the oth er Implementing Agencies and concern ed institutions and ensure
the dissemination ther eoffor LGUs benefits,' and
d. Design a p erformance-based ind icator system to evaluate performance,
productivity, and developm ent condition ofLGUs that adopted the TGP.

2. The Department ofAgriculture - Agricultural Training Institute (DA-A TI) shall:

a. Link their extension program (training services, IEC program, technology


demonstration and farmer advisory services, among others) to the extension
deliv ery modalities under the TGP and extension programs of SUCs, LGUs,
and oth er extension service providers in the national gove rnment agen cies
and the private sectors ;

b. Provide access to e-Learning component of the e-Extension program and
other relevant information systems; .
c. Complement manpower and logistic support in the conduct of trainings and
skill development of staff of the FITS centers and other extension service
providers who will be involved in this joint undertaking;
d. Provide secretariat services to the SC and TWC; and
e. Assume the national-level coordination ofthe TGP, as well as other necessary
junctions, upon the expiration of the transitory period as provided for in
Section XII hereof The DA-AT! shall tap the existing institutional mechanisms
and arrangements ofthe TGP at the regional, provincial andfield levels.

3. Department of Science and Technology-Philippine Council for Agriculture,


Forestry and Natural Resources Research and Development, (DOST-PCARRD)
shall:

a. Provide the overall direction within the framework of the existing Techno
Gabay Program, in coordination with its Regional Consortia, Partner
Member A,gencies and theDA-AT! consistent with Sections VA and XII
hereof;
b. Conduct necessary consultations and planning activities with the TGP
implementers consistent with Section XII hereof; .
c. Coordinate the conduct of training programs for the efficient and effective
operation of the FiTS or Techno Pinoy centers consistent with Section XII
hereof;
d. Provide technology/information through Information, Education and
Communication (IEC) and ICT-based knowledge and technology packages as
determined by the needs ofthe FITS center and concerned LGU;
e. Link scientific community, the researchers and the agricultural experts of the
National Agriculture ~nd Resources Research . and Development Network
(NARRDN) with the FITS centers; and
f Monitor and evaluate the. implementation of the program using appropriate
monitoring and evaluation tools and. performance indicators, consistent with
Section XII hereof.

4. The Commission on Higher Education (CHED) shall:

a. Enjoin SUCs to support the. uii» intheimplementation ofTGP corollary to


its functions ofinstruction; research, and extension and production;
b. Provide LGUs and other partners through SUCs with research-based
information, needed for the TGP ;qnd
c. Provide issuances on the inclusion of Techno Gabay principles and modalities
in the curricula (thesis, practicumor farm practice, on the-job-training (OJT) ,
National Service and Training Program, etc.) Gild research and extension
programs of SUCs with degree .granting programs in .agriculture, fishery,
forestry, natural resources and environment.

B . Other institutional arrangements

The Implementing Agencies shall tap the assistance of other


agencies/organizations using the necessary institutional arrangements. Participation of
other non-government organizations in the implementation ofthe TGP in the provincial
and municipal levels, other than those mentioned herein, is likewise enjoined to
complement the program's goals and objectives.

1. The Regional Research and Development Consortium shall :

a. Collaborate with DA-ATJ in the implementation of the TGP in relation to the


Consortium 's mandates and functions;
b. Assist in the coordination with LGUs and other stakeholders regarding the
implementation of the Techno Gabay Program at the provincial, city and
municipal levels;
c. Provide technical assistance in' the conduct and facilitation of trainings in
various areas like ICT and lEC skills development, and other related trainings
for the efficient and effective operation ofthe FITS center;
d. Collaborate with DA-ATI in providing guidance to LGUs in the establishment,
operation and maintenance ofthe FITS centers;
e. Participate in the conduct of regular monitoring and evaluation activities in
the implementationof I'G? at the regional and field levels.

1.1 The Partner Member Agency (NvIA)

The P MA isa memberagency of the regional R&D consortium involved in


research and development and technologyvnanagement that provides
research-basedinformation and technical assistance support to the LGUs.
The DA-ATI may.tap other allied agencies as a partner institution of the
LGUs. The partner agency shall:

a. Participate in formulating long and short term plans for implementing


the TGP at the .regional and local levels;
b. Coordinate with the Provincial Local Government Unit (J?LGU) through
the Provincial FiTS Center onthe-advocacy/promotion, implementation,
monitoring and evaluation of TGP including the establishment of FITS
centers andselection of Magsasaka Siyentista;
c. Provide feedback to the Regional. Twe on TGP's capability building
program
d. Prepare workplansondsubmu to the Regional TWC for review and
consolidation of the regi onal work and financial planof Tel]'; and
e. Provide guidance to the con (.:erne~I L O OsIF1TS Center in the .preparation
ofannuol.agricultura! development plans
'! Other Concerned Gaverument Agencies

As stip ulated in the Executive OrderSill, other -concem ed g overnment agencies


such as the DepartmerutofiEnsironmeru and Natural Resources (DENR),the
Department of Agrarian ReJo:t-m (DAR), among otherswttl provide the required
assistance for the purpose. More.specifically,

b. Provide technical assistance in the conduct oj capability building and
enhancement activities for the ARC beneficiaries.
