Dear Mr. President Duterte:

I would like to report an incident regarding the disappearance of my son Juan


de la Cruz who was last seen at Camp Sergio Osmeña in Cebu City for
questioning. He was invited by Debold M. Sinas, the Regional Director of PNP
Region 7.

My son is a 4th year BS Electrical Engineering Student at the University of the


Philippines Cebu (UP Cebu) and the President of the UP Cebu Student Council
for the Academic Year 2018-2019, has sponsored various activities in
commemoration of the Martial Law, days after the nationwide warning by the
police against university professors and students who are perceived to engage in
destabilization against the government in the guise of their participation in
martial law commemoration activities.

On September 29, 2018, the security guard of UP Cebu personally saw PO2 Felix
and PO1 Novales approached Juan and forced him to ride the vehicle that was
waiting for almost an hour at the exit of the campus. Respondents Felix and
Novales often visited UP Cebu over the past month. When Reyes asked them
who they were, they in turn willingly introduced their names. They always
inquired about Juan de la Cruz and the reason was the student movement in the
University.

PCSUPT Sinas, together with PO2 Manuel J. Felix and PO1 Andrew P. Novales,
told me that they will conduct an investigation regarding the disappearance of
my son. However, until now, there is no report or update about my son.

I humbly request from your good office to conduct an investigation on PCSUPT


Sinas, PO2 Felix and PO1 Novales, and even include an inspection of the
detention areas of Camp Sergio Osmeña in Cebu City.

response regarding this matter.
