INTRODUCTION

1.1 Fire Safety is an issue for every business, no matter the size. For banking industry,
its importants & relevance is much more. Since public money and trust are at stake.
It has been recognized as a basic business need for any organization. Therefore, it is
essential that adequate arrangements of fire safety are in place for protection of
Assets/Valuables in the bank. In view of this, it is essential to have a well defined Fire
Policy, where in the Fire safety guidelines and procedures for various contingencies
are detailed.

1.2 This policy on fire safety is designed to enhance control to safe guard the Bank‟s
asset in various forms, from fire risk and electrical risk, thereby increcatens insisting
a sense of fire safety and confidence in all concerned and creating a conductive and
safe environment for employees and customers to conduct the normal banking
business.

OBJECTIVE

2.1 The objective of the fire policy and safety guidelines of the Bank is-

a. define fire safety guidelines and procedures for various contingencies

b. define layout structure of branches & offices and assess the fire and electrical
risk associated with branch, Offices, Data Center, currency chests and
ATM/E-Galleries.

c. provide guidelines for necessary fire safety arrangement in all branches, High
rise buildings, Data Center and currency chest.

d. To provide technical detail for Fire safety Equipment, electrical equipment and
other physical safety measures for safety of life of staff, customer and others
present in our branches and other offices.

SCOPE

3.1 Fire Policy and Safety Guidelines of the Bank is designed to protect the life of Bank‟s
employee, our customers and Bank‟s assets such as Cash, extension counter,
currency chest, electrical equipments, UPS and other valuables, safety of high rise
buildings. The scope emphasizes on:-

a. Providing conducive and safe environment for employees and customers to


conduct the normal banking business.

b. Protection of property from fire and creating awareness among staff members
about fire safety.

ORGANIZATIONAL STRUCTURE AND ROLE OF FIRE OFFICERS

4.1 Bank has a 4-tier security organization structure as under:-

a. Chief Security Officer:- Posted at Head Office and overall in-charge of
Security and Safety of the Bank. He reports to the Top Management on
Bank‟s security and safety related issues and is responsible for formulation of
security policy as well as annual security plan, appropriate for the real time
security and safety needs

b. Chief Manager (Security):- Posted in all NBG offices, who shall ensure
implementation of Head Office Security Action Plan by zones and also
monitors and carryout inspection to review the implementation at branches
/offices.

c. Security Officers:- posted in Zonal Offices and Data Center, who shall be
responsible for implantation of Security and Safety work at Branch/Office
level.

d. Armed Guard:- Based on risk categorization of the branch/office, the armed


guards are provided. They may be employees of Bank or may be outsourced
from Bank‟s empanelled Private Security Agencies. They are responsible for
day to day security and fire protection of the branch.

4.2 Fire Officers shall work as a part of Security Department and will be posted at 2-tier
level such as Head Office and NBG office. The structure and role of Fire Officers
shall be as under:-

a. Chief Manager (Fire):- Posted at Head Office, who shall report to Chief
Security Officer on Bank‟s Fire Safety and Electrical Safety related issues and
will be responsible for formulation & implementation of fire safety in Bank. He
shall be responsible for fire safety of those building that directly comes under
Head Office purview.
b. Fire Officers:- Posted at all NBGs and Data Center building, who shall
ensure implementation of all fire safety guidelines/action plan of Head Office
at Zones and Branches. He shall report to Chief Manager (Security) of
concern NBG office and shall over all be responsible for fire safety
formulation of all zones under their NBG office. The Fire Officer of Data
Center shall take care of fire safety arrangement of Data Center and he shall
directly report to Chief Security Officer through Chief Manager (Fire) Head
Office.

4.3 The role of Fire Officers shall be as under:-

a. Chief Manager (Fire) posted at Head Office shall report to Chief Security
Officer
b. Chief Manager (Fire) posted at Head Office to render advice to Top
Management on fire policy for branches and high rise building through Chief
Security Officer.
c. To maintain in good working condition the Fire Detection cum Alarm system,
Fire Hydrant & Sprinkler System, whenever it is provided, through Security
Officers or directly under their jurisdiction.
d. To maintain good liaison with Local Fire Brigade at Head Office level and
NBGs/Zonal Office level.

e. Chief Manager (Fire) at Head Office shall be member of Head Office
Standing Committee, which is conducted once in a year.
f. Chief Manager (Fire) shall advise Premises Department regarding provision
of Fire Prevention and Protection System during construction of new
premises/High Rise Building. He shall also advice Integrated Building
Management system for high rise building
g. Fire Officers posted at NBGs shall be member of NBG security committee
meeting and NBG business continuity planning committee, which are
conducted once in every six month.
h. To advise the Management on local fire safety by-laws, Fire Brigade
Regulations, National Building Code and international fire safety code at
Head Office level and NBGs/Zonal Office level.
i. To prepare Standard Operating Procedure(SOP), emergency action plans of
fire safety in Head Office and NBGs/Zonal Office Level
j. To prepare contingency plan for fire evacuation drills and to co-ordinate with
Disaster Managers for carrying out Fire Evacuation drill of high rise building.
k. To provide faculty support on Fire Prevention/Fire Safety during Security
Workshop organized at Head Office, NBGs and Zonal Offices.
l. To monitor electrical audit and rectification work status of branches and
offices through Security Department and A&S department.

STRUCTURE OF BUILDING AND LAYOUT PLAN

5.1 Bank are considered as “Moderate Hazard Occupancies” and come under E-
3 category as per the National Building Code 2005. The building may divide in
following categories -

a. Branches and small offices


b. High rise buildings like Head Office, Zonal Office etc.
c. Training Centers
d. Data Center
e. Residential Buildings

5.2 Branches and Small Offices

The interior layout plan for branches depends upon area of availability,
location of branch and no. of staff and footfall of customers. The design and
specifications of interior layout plan of branches/offices and standardization of
furnishing items of branches will adhere to uniform furnishing pattern policy
issued by premises department Head Office vide letter no-
PREM(Tech)/VJS/33 dated 12.04.2007. Bank shall comply Uniform
Furnishing Pattern Policy (UFPP) guidelines during construction and
renovation of branches and offices. Some of the standard interior layout plan
is attached in annexure I.

FIRE RISK IN BRANCHES AND OFFICES

6.1 The fire risk factor of branch/offices depends upon following parameters -
a. Area of Branch
b. Number of staff and customer presence in branch
c. Type and capacity of electrical and electronic gadgets in Branch
d. Amount of records and papers etc. kept in the branch/office

The above parameters are attached with fire load (Volume of combustible
material X Calorific value of material) and if it will increase then fire risk will also
increases. The following areas are identified as fire prone area in branch/office-

a. UPS and battery room


b. Electrical room and electrical panel
c. Record room

6.3 UPS and battery room-

There were many fire incidents occurred through UPS and battery room of a
branch. It is one of the vulnerable fire risk area in branch due to following
reasons-

a. Continue electric supply (24X7) in UPS and Battery system


b. Hydrogen Gas (H2) is released during charging/discharging phase of
battery operation. In absence of proper ventilation, explosive Hydrogen
Gas (H2) slowly accumulates in UPS/battery room and form highly
flammable mixture with other combustible materials. If it gets any source
of spark then it may be a cause of a fire.
c. Rusted battery lugs and chemical leakage in battery system
d. Improper maintenance of UPS and Battery system
e. Improper ventilation
f. Large number of electrical wirings and electrical points in UPS and battery
room

6.4 Electrical wire and electrical panel-

Electrical panels and wires are one of the main cause of electric fire in
branches/offices. The main fire risk associated with electrical system is as under-

a. Existing load is more then sanction load


b. Non-usable/By-passed electrical safety devices with panel like MCB,
ELCB etc.
c. Not-using appropriate rating of wire and electrical devices
d. Improper electric earthing system
e. Non-compliance of electric audit and rectification work
f. Improper maintenance of Generator set, Split ACs etc.

6.5 Record Room-

Record room, Godowns etc. are areas filled with combustible materials like
paper, files, old furniture, old computer which increase fire load and fire risk of

branch/offices. Therefore, Record room is fire prone area due to following
reason-

a. High Fire Load


b. Minimum footfall in the area
c. Improper way for keeping records and paper
d. Limited ventilation in the record room

FIRE SAFETY ARRANGEMENTS IN BRANCHES/OFFICES

7.1 Fire Safety of any building/offices in wider perspective is deemed to cover


following aspects:-

 Passive Fire Prevention and Protection System


 Active Fire Prevention and Protection System

7.2 Passive Fire prevention and protection system are those which are taken
care off during designing and construction of building. They directly affect the
architecture and construction value of a building. Such means envisage the
methods of assembling the components of the building in a way as to achieve
a structure in which spread of fire resistive doors, means of exit, provision of
fire resistive materials are used in construction of building/offices are part of
passive fire prevention and it shall comply National Building Code 2005
guidelines.

7.3 Active Fire Prevention and Protection- It is the actual arrangement of fire
safety which shall provide for any branches and offices. The details shall be
as under-

a. Automatic Fire Detection Cum Alarm System


b. Portable fire extinguishers
c. Fire Hydrant and Sprinkler system
d. Fixed Fire Flooding System like FM-200, Clean agent and Co2 Flooding

7.3.1 Automatic Fire Detection cum Alarm System- It will be provided to all
branches and offices. The capacity and type of fire alarm shall depend upon
the structure and risk involved in the building. There shall be following
components in fire alarm system-

a. Fire alarm panel (conventional/Addressable)


b. Smoke Detector
c. Heat Detector
d. Manual Call point(MCP)
e. Fire Hooter
f. Auto dialer
g. Repeater panel (Requirement basis)
h. Response indicator (Requirement basis)

The selection, installation, location and maintenance of fire alarm system
shall comply IS 2189:1999 and National Building Code 2005. Fire Alarm
system shall cover all vulnerable areas from fire point of view. Fire alarm
should be covered under annual maintenance contract. The designated
security officer and zonal security officer shall ensure that fire alarm system is
in working order at all time. The Fire Officer posted at Head Office/NBG office
shall guide to Zones for proper functioning of fire alarm, latest advancement in
Fire alarm and shall monitor periodically to ensure functioning of fire alarm
system. Addressable Fire Alarm System shall be mainly provided in High rise
building and concern Fire Officer Shall directly supervise the system from
installation stage in co-ordination with Security Officer of the NBG/Zone.

7.3.2 Fire Extinguisher - Fire Extinguishers are provided to combat different kinds
of fires as per prescribed scale/ratio/areas. Fire extinguishers shall be two
types-

a. Portable type
b. Fixed type

Portable type fire extinguisher- It consist of following type of portable fire


extinguishers. The capacity and types of fire extinguishers shall be defined on
the fire risk associated with branch and offices. Mainly, following type of
portable fire extinguisher shall be used-

a. Water Co2
b. ABC type fire extinguisher
c. CO2 type fire extinguisher
d. Clean agent type fire extinguisher

Fixed type Fire Extinguisher- It is also known as automatic modular type


fire extinguisher. It consists of temperature rated fusible bulb which is
connected with discharge nozzle. It is self-operated and very useful for UPS
room, electrical main panel and location where electric supply is on 24x7
basis. It has clean agent extinguishing media and powder based extinguishing
media.

a. The installation and maintenance of fire extinguishers shall comply


to BIS 2190:2010
b. The construction, fire rating and structure of fire extinguishers shall
comply to BIS 15683:2006

7.3.3 Fire Hydrant and Sprinkler System- The details shall be discussed in
chapter on high rise building para 10.1.3 (D)

7.3.4 Gas based suppression system/Fixed Fire Fighting installation- Gas


suppression systems are often used with fire alarm system to safeguard
people and physical structures. There are three main fire suppression system
categories which use water, inert gases, or various chemical agents to
suppress a fire.

Inert gas fire suppression system are mainly used for highly sophisticated
equipments like servers, switches etc. like in Data Center. It can suppress fire
without damaging the equipment, but it may pose other health hazards and. It
shall be provided under strict supervision of Fire Officer/Fire consultant. The
installation of gas suppression system shall be comply to BIS standard.

EMERGENCY FIRE ACTION PLAN

8.1 It is the Security Department responsibility to have an emergency fire action


plan and arrangements to implement the plan. The purpose of plan shall be-

a. To ensure that the people on the premises know what to do if there


is a fire.
b. To ensure that appropriate action is taken in the event of fire and
that the premises can be safely evacuated

In drawing up in the emergency fire action plan, fire risk assessment should
be considered along with the need for procedures for all occupants of the
premises including disabled people.

In multi-storied premises or complexes, where our branch/office are part of


them, the emergency fire action plan will need to be detailed and complied
after consultation with all and other responsible people. A single emergency
plan should cover the whole building, preferably.

8.2 The plan should set out details of the procedures to be followed by staff in the
event of fire and by other persons present. It should be specific to the
premises and should include-

a. How people will be warned if there is a Fire


b. What staff should do if they discover Fire
c. What staff should do in the event of Fire
d. The arrangement for calling the Fire Brigade
e. The specific action to be taken by the designated Security Officer of
branch/floor marshal when the fire alarm activates or when Fire is
discovered.
f. The procedure to be followed to evacuate the premises.
g. Where persons should assemble or be together after they have left the
premises and procedure for checking whether the premises have been
evacuated completely.
h. Arrangement for fire-fighting by staff, trained in the use of portable fire
extinguishers.
i. Machine or power supplies that need to be stopped or isolated if there is
Fire.

8.3 Steps before Fire-

a. Know your building Emergency Fire Action Plan. Know ways to get out of
building. If the primary way is blocked by Fire or Smoke, you will need a
second way out.

b. Know the locations of fire extinguishers, Manual Call Point(MCP) and exits
c. Learn to use the fire extinguishers and fire alarms.
d. Do fire extinguisher drills and fire drills in the Branch/Office on priority
basis.

8.4 During Fire-

a. During Fire follow fire order i.e. R.A.C.E.


R:- RESCUE-If any life is in danger, rescue it
A:- ALARM- Raise alarm by breaking glass of Manual Call Point or by
shouting. Fire….Fire……Fire…. call Fire Brigade by dialing 101
C:- CONTAIN THE FIRE- If fire is in initial stage and you are trained in
use of fire extinguishers, try to extinguish the fire by using right kind of fire
extinguisher.
E:- EVACUATE- If the fire is spreading and you are not able to contain it
evacuate the building or premises. Evacuate calmly and quickly. Do not
panic. Never use lifts or elevators during evacuation allow through
staircase.
b. If you encounter smoke during evacuation, crawl low on the floor to
escape
c. If your clothes are on fire, drop to the floor and roll to smother and put out
the flames
d. Before opening a door, feel it with your hand. If the door is hot, do not
open it, it most likely is on fire
e. Make sure that the hallways and doorways are closed tight and never
leave them open in any case
f. Get everyone out quickly and call for emergency assistance- fire
department
g. Know how to give an accurate direction to your branch/office address
when you call for assistance to fire brigade.

8.5 After Fire-

a. If any staff, customer or visitor needs medical help, he should be sent to


hospital by ambulance after first aid.
b. Check with the fire department to make sure your office is safe to enter.
Be watchful of any structural damage caused by the fire.
c. Contact controlling office for assistance. If BCP team is able to do the
damage assessment, same should be conveyed to controlling authorities,
so that they can coordinate the help from vendors to the branch/office.

TECHNICAL SPECIFICATION OF ELECTRICAL EQUIPMENT

9.1.1 The main cause of fire incident in our branches and offices is electricity. It is
essential to have comprehensive guidelines and standardization of electrical
equipments. The electrical setup may be categorized in following ways for
branches/offices and high rise building.

a. Electric Panel, Circuit breakers, and distribution boards


b. Electrical Wire

c. Cable laying/Wiring
d. Electrical fitting, fixture
e. Earthing

9.1.2 ELECTRIC PANELS-

Electrical panels are having facility to receive main source of electricity,


distribute electricity to different electrical appliances as per building
requirement, transfer the electric load from one supply source to another
source. High capacity electrical panels are mainly used in high rise building.
The following types of electric panels are used in our electrical system-

a. High Tension (HT) electric Panel


b. Feeder Panel
c. Auto Transfer Switch (ATS) Panel
d. Low Tension (LT) Panel

9.1.3. CIRCUIT BREAKERS

A. Main Electric Circuit Breakers- It is sub divided in following type of


breakers-

a. Vacuum Circuit Breaker (VCB)


b. Oil Circuit Breaker (OCB)
c. Air Compressed Circuit Breaker (ACCB)

B. Molded Case Circuit Breaker (MCCB)- It is also a high rating electric


circuit breaker, which is used for tripping of output current of electric
distribution panel and it mainly works in current range from 100 amp to
1600 amp. The tripping current of MCCB may be adjustable and it works
on thermal or thermal-magnetic operation.

C. Miniature Circuit Breaker (MCB)-It is a low rating circuit breaker, which


is mainly used for tripping of single electric circuit/equipment and it works
in the range between 6 amp to 125 amp current circuit and fix the tripping
characteristics at certain thermal or thermal- magnetic electric current. It
protects the equipment from overload and magnetic fault, which is
intended to operate when faults reach a predetermined level and then the
MCB trips automatically.

Advantages-

a. Automatically switches off the electric circuit/supply during


overload or magnetic fault
b. Can easily identify the faulty zone/electric circuit, when it
switches at its off position
c. Electrically safe for handling
d. It works automatically

D. Residual Current Circuit Breaker (RCCB)-It is a circuit breaker to


protect electric equipment from earth fault current. Electric phase (line)

and neutral line wire is connected through RCB and it trips when an
earth fault current is detected. RCB is extremely effective for shock
protection. It is a device to mainly activate/trip when electric load is not
balanced in phases. It wouldn‟t give protection against current
overloading.

E. Earth Leakage Circuit Breaker (ELCB)-It is a circuit breaker, which


protect the equipment from earth leakage current. Electric phase (line),
neutral and earth wire is connected through ELCB.

9.1.4. ELECTRIC DISTRIBUTION BOARD

The electrical current distribution should be proper in all three phases. There
shall be separate electric distribution board and electric line wiring should be
on use and requirement basis. Distribution Board shall have one or more
protective equipment like MCB, ELCB etc. against over current and electrical
safety. No electrical isolators shall be used in electric distribution board. It
shall have plenty of wiring space, to allow working as well as to allow keeping
the extra length of connecting cables, likely to be required for maintenance.
Main distribution board shall be provided with a circuit breaker on each pole
of each circuit. The electric single line diagram of Distribution boards, panel
and wiring shall be provided. The distribution boards shall be located as near
as possible to the center of the load they are intended to control. The
distribution boards shall be fixed on suitable wall and shall be accessible for
replacement/reset of protective device and shall not be more than 1.8 meter
from floor level. The electric distribution board shall be either metal-clad type
or air insulated type. The panel shall be protected by damp situation,
corrosive nature and external flame risk. Electrical Distribution boards can be
divided in the following sub- categories-

a. Light Distribution Board (LDB)-


b. Power Distribution Board (PDB)
c. Uninterrupted Power Distribution Board (UPDB)
d. Emergency Distribution Board (EDB)

9.1.5 ELECTRICAL WIRES-

The electric wire/conductors, switches and accessories shall be of such size


as to be capable of carrying, without their respective rating is being exceeded, the
maximum current which will normally flow through them. The rating of cables and
equipments shall be covered as per the para of 5.5 and 5.6 of part 8 – section 2
Electrical and allied installation of National Building Code 2005 .Flexible cable and
cords shall be of copper made and stranded and protected by flexible conduit or
tough rubber or PVC sheet to prevent mechanical damage. The electrical wiring such
as single line diagram indicating properly location of all outlets for electric fitting and
accessories. The electrical load shall be balance in all three phases under actual
load conditions and, in case of single phase, the load shall be balance on peak load
condition as per equipment uses. The end of stranded conductor shall be soldered

together or crimped by using suitable sleeve or ferrules. The conduits shall be color
coded as per the purpose of the wire, the details are-

a. Power conduit Black


b. Security Conduit Blue
c. Fire Alarm Conduit Red
d. Low voltage conduit Brown
e. UPS conduit Green
Electric cable joints are vulnerable for fire, it should be avoided or at least minimized.
Where joints in cable conductors or bare conductors are necessary, they shall be
mechanically and electrically sound and proper safety measures should be taken.
The electric cable can be divided in two sub- categories-

a. Flexible Cable
b. Armored Cable

9.1.6. ELECTRICAL WIRING

The proper care shall be taken in electrical wiring for freely moving through protective
pipe or box and electric wire should pass through in straight line without any twist or
cross in wires. Insulator conductors while passing through floors shall be protected
from mechanical injury by means of rigid steel conduit, non-metal conduit or
mechanical protection to a height not less than 1.5 m above the floors and flush with
the ceiling below. The separate socket outlet for high rating electrical equipment like
ACs, UPS, Water Cooler, Heaters, Exhaust fan etc. should be provided with separate
MCBs and other safety circuit breakers. External lights like Bank‟s signages, street
light etc. shall be weatherproof and prevented by any moisture and dust. The conduit
wiring shall be properly earthed. All non-metallic conduit pipes and accessories shall
comply IS 2509:1973 and IS 3419:1989 and metallic conduit wiring and accessories
shall comply IS 9537 (para 5) 2000. The outer surface of the conduit wiring and
accessories should be rust free and bare thread portion is to be painted with anti-
corrosion materials. The interior of conduit wiring shall be free from any obstructions.
The maximum numbers of wires/single core cables can be drawn in the cable
tunnelling and ducting system as per Table 2 of para 6.10 section (E) part -8 of
National Building Code 2005. The electric wiring shall be sub –divided in following
ways-

a. Non-conduit wiring
b. Conduit wiring
i) Metallic conduit wiring
ii) Non-metallic conduit wiring

9.1.6 ELECTRICAL FITTING AND FIXTURE

a. UPS System- There shall be at least two UPS system used at


branches/offices, which shall work either on parallel load basis or hot
stand by basis. The electric load on UPS should not be more than
80% from the maximum capacity of UPS system. The UPS system
shall be covered under annual maintenance contract and it shall be

ON Load tested once in a quarter. The UPS and battery room should
be enclosed by RCC/ brick work with at least 01 hr. fire resistive
materials. No plywood, wooden material should be used as a partition
with office area.

b. Air Conditioning system- Air conditioning system is the basic


requirement for working comfortness for staffs and customers. Servers
and networking unit is also required ambient cooling temperature for
proper functioning. Branches/offices shall be use different type of ACs
unit like Split, window, package unit, centralized etc. as per the
requirement and construction of building. Where AC systems is
working on 24x7 basis, it shall be provide in pair basis and shall work
alternate by using timer automatically. Air conditioning system should
be covered under AMC and proper maintenance should be taken for
optimum use of AC system

c. Fans- The minimum no. of Fans shall be used in branches/offices. It


should be provided on those locations where AC or cooling facility is
not available in normal working condition. Fans shall have sufficient
resistive strength for overheating and proper safety care will be taken
during installation. Due to less heating resistance, High speed plastic
fans should be avoided in branches/offices. Fans should work on raw
power current and no UPS power back up shall provide to fans except
UPS exhaust fans. The installations of fans shall comply para 7.8 of
part 8 section 2 of National Building Code 2005 and Electricity rules
1956 and IS 374:1979.

d. Computers and their accessories

e. Light fittings- Light fitting is an essential provision for any work place.
It shall provide uniform illumination over the entire branch/offices by
combining both natural and artificial lighting. Good lighting help us to
see and to recognize hazards and also reduce visual strain &
discomfort. A switch shall be provided for control of every lighting
fitting or a group of lighting fitting. No flammable shade shall form a
part of lighting fittings unless such shade is well protected against all
risk of fire. Electrical Lighting fitting shall comply IS 1913(part I): 1978

9.1.7 EARTHING

A. Earthing Pits and Earthing Strip-


1. An earthing pit of 1mx1mx2.5 m deep installed with galvanized
cast iron plate of 600mm x 6 mm thick shall be provided. Twin earth
leads of G.I. size 25 mmx 3 mm shall be connected to the earth
plate by means of tinned copper with mixture of charcoal and salt
for thickness of 15 cms all around and remaining area filled with
general mix of sand & soil. G.I. pipe of 37 mm dia class „C‟ shall be

installed in the earth pit starting from 15 cms above the earth plate
and brought to ground level and shall be provided with a manhole
of brick masonry 12”x12‟‟x9” (300 mmX300mmx225mm) around the
pipe at ground level with hinged cast iron plate.
2. The earth pit shall not be situated less than 1.5 mtrs from any
building. Care shall be taken that the excavations for earthing may
not affect the footing of the foundations of the building
3. The earthing lead shall be securely bolted and soldered to plate.
The load shall be connected by means of cable socket with bolts &
nuts.
4. The earthing lead shall be suitably protected from mechanical
injury. All connections on the earthing system shall be by means of
brass nuts and bolts.
5. No earth electrodes installed shall have a greater ohmic resistance
than one ohm as measured by an approved earth testing
apparatus.
6. The twin strips of size 25 mm x 3 mm of aluminium or G.I. strip shall
be connected from earth station to nearest switch gear
7. The earthing pit work shall conform to IS 3043:1966
8. The earth bus and individual earth connecting strips running inside
the building shall be suitably supported on wall/columns/under
ceiling with proper non-ferrous clamps spaced not more than 900
mm
9. From Main panel, twin earthing conductor shall be laid alongwith
the cables for continuous earthing. Sizes of earth wire shall be as
specified in the schedule of quantities up to distribution board.
10. The earth conductors shall be earthered at both ends using proper
sized lugs, either by crimping or soldering. Twisted joints are not
allowed anywhere in the earthing system.
11. The earth conductors shall be properly fastened to the cables
through-out the run.
12. The copper earthing clamps shall be fastened at threaded joints to
ensure proper earthing and all threaded joints shall be painted with
black bituminous paint

B. Equipment Earthing :-
The electrical earthing shall be provided to following type of equipments-
1.0. Metallic Conduit:
Bare aluminium earth continuity conductor clamped at one meter
intervals shall be provided throughout the length of conduit. Size of
conductor shall be 12 SWG aluminium or equal and copper earth
clamps shall be used for fixing.
2.0. Non Metallic Conduit :
Same as above but with insulated wire drawn inside.
3.0. Armoured Cable:
Two distinct earth connections to armouring at both ends of size
equivalent to 50% of the phase conductor or minimum of No. 8 SWG

copper or maximum of 65 MM2 copper or equivalent shall run
throughout the length of cable.
4.0. Three Phase Power Panels and Distribution Boards (UPS System)
:Two distinct earth connections of same size as per cable sizes.
5.0. Single phase DB’s :
One earth connection of size shown or as per incoming cable sizes.
6.0. Isolating Switches (3 Phase)

9.1.5 GENERAL ELECTRIC SAFETY MEASURES


a. Electric consumption should be within the limit of the approved electric load
b. Electric audit should be done once in 05 years for branches/offices and 03 years
for high rise building. The electric rectification work should be done in a time
bound manner.
c. MCB/ELCB etc. should be used and never be bypassed for any reason
d. Haphazard use of electrical wiring by using multi-pin plug or extension cables
should be avoided.

e. The electric panel/wiring/electric distribution point/fuses etc. should be covered
by proper insulation and kept inside a metal cabinet.
f. Dangling/loose electric wire or any portion of wire with damaged jacket/insulation
should be replaced/repaired.
g. Records should not be stored near electric panel/point. It should be kept at a safe
distance of minimum 3 ft. from electric panel/point.
h. Old/unserviceable furniture, old records etc. should be disposed off regularly
i. Proper ventilation/air exhaust should be provided in UPS room.
j. Electrical equipments like UPS system, AC units, security and safety gadgets
should be covered under annual maintenance contract (AMC).
k. UPS back up should be given to computer, printer and security and safety
gadgets only.
l. All electric equipment should be switched off before leaving/closing of branch
except UPS power supply.

FIRE SAFETY ARRANGEMENTS IN HIGH RISE BUILDING

10.1.1 Banks are considered as “Moderate Hazard Occupancies” and comes under E-3
category as per National Building Code 2005. The Fire Risk of a high rise building
is much on higher side compared with branches and small offices due to following
reasons-

a. High Fire Load


b. High Human Occupancies
c. More number and higher capacity of Electrical and Mechanical Equipment

High rise buildings may be categorized in following ways as per National Building
Code 2005-

a. Administrative High Rise Building like Head Office, Zonal Offices, Data
Center Building etc.- Come under Business type Class E-3 Category
moderate fire Hazard
b. Training Institute like MDI, STCs etc.- Come under Institutional type Class C-
type
c. Residential High Rise Buildings- Come under Residential type class A Low
fire hazard

10.1.2 Passive Fire Protection-

A. Fire compartment- To limit the severity of fire, a high rise building may be
divided into different fire resisting compartments by Fire-Resisting Doors, Walls
and Floors which will provide a physical barrier to a fire. The intention is to
confine the fire to the compartment of origin, avoiding spread of fire, products of
combustion smoke, heat and toxic gases.

The life safety observations of fire compartmention may be to:-


a. Reduce the number of occupants who may be immediately at risk
b. Reduce the travel distance for person escaping
c. Restrict the size and growth of fire to facilitate persons escaping: and/or

d. Protect occupants where there may be continued occupation of premises
such as when there is critical use or a phased evacuation strategy.

B. Fire Door- A fire door is a fire resisting item which is rated by performance to fire
when tested to an appropriate standard. Fire doors are an essential part of a fire
compartment and it shall have minimum 02 hr. fire resistive material.

C. Fire Damper- It is a device to impede the spread of fire through walls, floors and
partitions. It construction includes a galvanized steel frame and a fusible link or
device. When fusible link or device operated by activation of automatic fire alarm
system or manually, it releases the damper components to close. When fire
damper closes it will restrict the smoke and fire to move from one area to another
area or one floor to another floor. Mainly, fire dampers are used in duct systems
where the HVAC system blower will be cycled off during an automatic fire alarm
system. Fire dampers are to be installed in the penetration of fire-rated walls,
floors and partitions etc.

D. Means of Escape- It shall be designed in such a way that a safe route is


provided for persons to travel from any point in a building to a place of safety
beyond the building without outside assistance in emergency time.

E. Provision of Fire Lift- In any building, the lift shaft is a pathway for movement of
smoke and fire heat from one floor to another. All lift shall be comply the
guidelines of National Building Code 2005 during the construction. There shall be
at least one fire lift for fire services personnel to reach the upper floors and
basement with the minimum delay. Fireman switch shall be provided in the lift
lobby so that incase of fire, lifts can be grounded in minimum time.

F. Sealing of shaft- Electric cable, plumbing work and other services are provided
through duct and shaft of building. The duct and shaft is also a pathway for
movement of fire and smoke. It is also essential that Ducts and shafts should be
sealed. All service ducts and shafts shall be enclosed by wall of 02 hour fire
rating and doors of 1 hr. fire rating. All such ducts/shafts shall be properly sealed
at all floors.

G. Refuge Area/Floor- Refuge Area/Floor is a protected floor/area that serves as a


refuge for the occupants of the building to assemble in case of fire, for a short
period of time, before reaching the place of safety. It shall be provided in high rise
building as per National Building Code 2005 Guidelines and local bye-laws.

H. Fire cum BMS Control Room- High rise building shall have Fire cum BMS
control room and it shall be provided near the entrance of building and having
trained Fireman on 24x7 basis fully equipped to handle any emergency. The Fire
cum BMS control room shall be equipped with following equipment
i. Fire Alarm Panel
ii. Public address system
iii. Reserve/Additional fire extinguishers of various type
iv. Spare fire hoses

v. Stretcher and wheel chair
vi. First aid box with recommended medicine/first aid kit
vii. Emergency Torches, Fire Axe, Telephone and Megaphone
viii. Display of emergency telephone nos. like Fire Brigade, Police,
Ambulance, Electric Dept. etc.

Addressable Fire Alarm System is an advance technology and it is suitable for


any high rise building. It has following advance features in comparison to the
conventional fire alarm system-

a. Shows specific detector activation address on fire panel


b. Higher capacity
c. Integrating/Monitoring facility of access door, fire damper, Air Handling Unit
(AHU) and other safety devices
d. More reliable compared with convention fire system.

The minimum following features should be available in addressable fire alarm


system-
a. Shall have at least two loops in fire panel
b. Each loop shall have monitor at least 200 fire devices
c. Shall have at least 5000 history detail
d. Shall have facility to integrate with IBMS
e. Shall have soft/Hard programing facility
f. Shall have facility to give location of fire/fault/pre alarm and health status of
panel
g. All devices should have inbuilt isolator
h. Location and type of detector shall comply to IS 2189:1999 and NFPA
guidelines

buildings.

E. Public address system- It is very effective during any emergency in a building.


This conveys the message to all floors and in a particular floor to evacuate the
building with proper guidelines. Public address system shall be provided in all high
rise buildings. It shall have facility to announce on particular floor also. Public
address system shall be checked periodically.

F. Access Control System- It is a system to protect/restrict unauthorized entry in


our premises. It shall also be provided in high rise buildings. It should be
deactivated in case of any emergency.

G. Integrated Building Management System- Integrated Building Management


System (IBMS) is to control, monitor and optimize use of building services such as
Air Conditioner System, Alarm System, Ventilation System, Fire Fighting System,
Electrical System etc.
a. BMS control room manned by 24X7 basis with emergency handling team
b. Having facility to get pop up -message with beep sound, when any fault is
found in systems which have been integrated
c. Full alarm on activation of Fire alarm system and other emergency
services.

d. ON/OFF status, AUTO/MANUAL and Tripping status of each integrated
equipment shall be monitored having facility to give command through
BMS system
e. Communication system and emergency contact number should be
displayed in IBMS room

H. Emergency Light and signages- It shall be provided in all high rise building. The
emergency exit light shall have 02 hr. power back up and be provided on each
floor. Emergency evacuation plan shall be displayed on prominent place with
proper direction for exit. Fire and electrical safety signages should be also
provided in the building.

FIRE SAFETY IN DATA CENTER BUILDING

11.1.1 Data Center houses sophisticated and sensitive machinery and electronic
equipments necessary to receive or transit data, to process it and either to
record or to feed the output directly to controlled process. Data Center of any
organization is most important due to networking of equipment. It is a central
processing area, data handling area and working on a dedicated 24x7
schedule to perform financial, business process, storage of data and
customer relationship application.

The following safety measures should be adopted during location and


Construction for Data Center:-

a. The Data Center floor shall be separated from other floors by non-
combustible walls/floors having minimum 01 hr. fire resistance materials.
b. Opening in the fire rated walls between server rooms and adjoining area
shall be protected by fire check doors of same fire rating (1 hr) as per IS
3614 (part 1). The door should be operated either manually or automatically.
No window opening shall be allowed in separating walls.
c. Data center shall have raised (platform) floor from existing main floors, the
electrical wiring and equipment shall run between raised floor and main floor
of server room. The raised floor shall have adequate strength, non-
combustible and should not incorporate materials having melting temp. lower
than 6000C.
d. The server area shall be protected from exposed fire, water, corrosive fumes
and smoke from adjoining directly or indirectly.
e. The false floor material should be anti-static provision of facing on underside
of panels with GI sheet/non-combustible material is preferable.
f. The main floor level shall also be raised and sills (with or without ramps)
fitted at all door opening. The main ceiling and main floor area of Data Center
area shall be made water resistant and dust proof.
g. Service pipes carrying water (like plumbing, Water cooling system, water
sprinkler etc.) shall not run into server rooms. These systems shall be pass
through separate duct line and duct should be protected by 1 hr fire
resistance materials.

h. Server racks or any other networking unit shall not be provided in basement
area.
i. Server rack area shall be separated by non-combustible
material/construction having fire resistance of at least 1 hr.
j. The wall of Data Center processing unit shall be protected by any external
fire, all window opening therein shall be protected by 6 mm thick-wired
glasses in metal frames having fire resistance of at least 60 minutes and it
shall to comply IS 3614(Part I).
k. Water based fire protection system like fire hydrant and sprinkler shall be
provided in data center building but it must ensured that no water sprinkler is
there inside the server area. The Fire Hydrant and Sprinkler system shall
comply to IS and National Building Code (NBC) 2005 requirement.
l. Fire Extinguishers shall be provided on all floors of data center.

11.1.2 Typical infrastructure in Data Center Building-

a. IT Server Racks and air conditioning System- Data Center server racks and
related equipment generate considerable amount of heat in relatively small
area. These server racks and equipment is highly sensitive to temperature and
humidity fluctuations. Every server racks shall have dual power source and it
shall follow ISO guidelines for functioning of server racks. Temperature of
server racks shall be in range of 180C to 220 C and humidity range shall be in
range of 40% relative humidity and range shall be in range of 40% relative
humidity & 5.50 C dew point and 60% relative humidity & 150C dew point.
There are several locations in Data Center where temperature/air cooling
system shall be measured and controlled. These areas are- server inlet, server
exhaust, floor tile supply temperature, heating, ventilation and air conditioning
system (HVAC) unit return temperature and computer room air conditioning
unit supply temperature etc.

b. Physical Security/Access control System- Data Center and Data Recovery


Centers shall be declared as “High Security Premises” by the Bank. Following
Physical Security/Access control measures shall be taken-
I. Provision of access control by guards and electronic access control
system
II. Access system shall be properly segregated and access rights be defined
and documented
III. Access control system be authenticated with biometric sensors
IV. Access control system shall have at least three months of data backup
and access right shall be reviewed periodically

V. Prohibition of Laptops, Mobile Phones etc. in Data Center
VI. Installation of surveillance system/CCTV system
VII. 01 hr. fire rated emergency exit door with access control and linked with
fire alarm system

d. UPS System-
I. UPS back-up shall be provided to server racks, Cooling system, and

system and electric load shall be transferred automatically from one UPS
to another.
III. The capacity of one UPS and battery shall be calculated in a way that
single UPS capable to take entire electric load of Data center with 01 hr.
power back up by using 65% of full load capacity.
IV. Periodic maintenance schedule of UPS and battery and conducting full
load testing once in a quarter.
V. Electrical thermography once in a quarter and rectification work in a time
bound manner.
VI. External load testing to be carried out whenever batteries are replaced,
before use with actual load.
VII. All batteries should be replaced at least once in 5 years/as and when
failed, whichever is earlier.

e. Diesel Generator-
I. At least two Diesel Generator sets, which shall work on hot and stand by
system. Both DG set shall be in synchronize system and work
automatically.
II. The capacity of DG set shall be calculated in a way that a single DG set is
capable to take entire electric load (including Fire Pump, Lift etc.) of the
building.
III. Periodic schedule maintenance of DG set like B-check and also doing
load testing of DG set
IV. The Diesel storage may be permitted in such a way that the max for
running 12 hrs is ensured.
V. Diesel should not be stored near the Generator set, preferably it should be
stored in underground with additional safety measures like local fire
suppression system, modular fire extinguishers etc.

extinguisher should be provided in ATM room. The scale may be
increased depending upon concentration of inflammable material and
size of ATM area.
d. The electrical audit of ATM/e-galleries should be done once in 05(five)

TRAINING ON FIRE AND ELECTRICAL SAFETY

14.1.1 To ensure protection against damage to or loss of bank property and safety of
people in the bank i.e. the staff and the customer, it is necessary to
understand the entire gamut of training on the subject of security and safety
management.

There shall be Fire Safety training classes for Officers, Clerks, Sub-Staffs and
armed Guard in Bank. It shall be at least one indoor class of 45 minute for
theoretical knowledge of fire safety & one outdoor class of at least 45 minute
for practical knowledge of fire safety equipment. The training class shall be
conducted during Zonal Security workshop for different cadre like Officers,
Clerk, Sub staff and Armed Guard.

Fire Officer posted at NBG and Head Office shall provide faculty support on
fire prevention/fire safety training at Zonal offices and Head office level. The
subject and material of fire safety training class shall be prepared by Fire
Officer for different cadres.

FIRE INCIDENT REPORTING

15.1.1 Zonal Security Officer shall submit first information report of a fire incident to
NBGs as well as Head Office with in 24 hours in the prescribed format. Fire
officer of NBG may visit that branch for identifying the reason of fire incident
and detail report shall be submitted to Head Office and NBGs with
observations and suggestions. There shall be proper follow up with insurance
cell, Head Office for submitting fire insurance claim and their settlement.

CONCLUSION

17.1.1 Fire incidents can occur any time and at any place but number of fire
incidents can be reduce by increasing fire safety measures. The fire risk for
branches and offices may be also reduced by adopting fire safety procedures.
Fire Safety Management is a part of operational Risk Management. Unlike
Financial Risks, the physical risks to Banks assets are easily identifiable and
preventable by effective fire safety system. Evaluation of the system and risk
assessment is not a onetime project. This has to be gone through
continuously, because in a dynamic environment, new threats could emerge
challenging Fire safety requirements.

REVIEW OF POLICY

16.1.1 The Fire Policy of the Bank shall be reviewed and updated periodically at HO
by Security Department. The guidelines from Government/RBI/IBA shall be
implemented on receipt, in a time bound manner. Modifications, if any, will be
