Around 100 Newly-Elected LCEs of BARMM Takes Oath in Creating Synergy in the

Region

Lanao del Sur and Maguindanao Provinces participated in the 3-day training.

Cotabato City – Considered as one of the most important activity since the Bangsamoro
Autonomous Region in Muslim Mindanao assumed leadership of the regional government three
months ago, the training cum orientation organized by the Ministry of the Interior and Local
Government (MILG) drew the participation of at least 100 newly elected Local Chief Executives,
the first such set of BARMM LCEs and who came all the way from the island and mainland
provinces.

The 3-day event is aimed at capacitating newly-elected officials given with fresh mandate to be
able to translate their own vision and agenda for their LGU into a feasible plan that they can
implement over the course of their term and to maximize development challenges and
opportunities to become competitive.

Chief Minister Ahud ‘Al Hadj Murad B. Ebrahim graced the event and outlined his
administration’s mission to lay the principles of and generate support to developing and
establishing ‘moral governance’ as the norms of the Bangsamoro government. He emphasized
that the essential duty of governance is to effectively and equitably implement what is called the
social contract.

The Bangsamoro government aims to work for the interest of the people though ethical and
moral values governance including observing transparency, consultative process, effective and
efficient leadership and management.

Anchored on this mission, Mufti Abuhurairah Udasan discussed the qualities of a leader in Islam
as an important element of moral governance and discussed in details several important
elements such as a leader’s personality, level of self-restraint, discipline, piousness, goals and
degree of competence.

On the Second Day, key LCEs and Ministers joint forced in discussing the basic services and
best practices in the areas of Nutrition, Child-Friendly Governance, Education, Revenue
Generation and Peace and Order. The session generated interest and new insights among the
LCEs on how to effectively administer the 100-days Agenda. The presentations of the different
Ministries’ thrusts and priorities also provided understanding on how the LGUs and the regional
government collaborate in ensuring the effective and efficient delivery of the basic services.

Formulated Plans for the 100-day agenda of each LGUs centered on areas of governance,
social services, economic development, environmental management, culture of peace,
infrastructure development, local industry development, and activities that are relevant to the
on-going transition.

Mass official oath-taking of the newly-elected LCEs was led by the Chief Minister Ebrahim which
reiterated his call for the LCEs to work together with the BARMM to ensure realization of the
goal of the struggle.

The event ended with the signing of the Pledge of Commitment where all the chosen leaders
affixed their signature to the enumerated list of commitment.

Minister Naguib Sinarimbo of the MILG-BARMM, lead organizer of the event, stressed that the
expected result of the training is the translation of all the plans into delivery of the best services
that the people deserves.
