AN ORDINANCE PROVIDING ADDITIONAL FEE TO THE SCHEDULE

OF FEES FOR THE ON-LINE PHILIPPINE STATISTICS AUTHORITY
(PSA) CIVIL REGISTRY SYSTEM VALENZUELA CITY OUTLET.

WHEREAS,Section 16 of Republic Act No. 7160, otherwise known as the Local

Government Code of 1991 (hereafter, the “Local Government Code”) mandates that
every local government unit shall exercise the powers expressly granted, those
necessarily implied therefrom, as well as powers necessary, appropriate, or incidental
for its efficient and effective governance, and those which are essential to the promotion
of the general welfare;
WHEREAS, one of the prime objectives of the City Government of Valenzuela
(CGOV) is to efficiently and effectively implement plans and programs in order to deliver
basic services to the constituents;
WHEREAS, the Philippine Statistics Authority (PSA) serves as the central
statistical authority on primary data collection in the Philippines;
WHEREAS, the PSA, through the Civil Registry System IT (CRS-IT) Project, has
established on-line Census Serbilis Centers (Serbilis Outlets) in various locations of the
Philippines to serve as service points for the decentralized servicing of request for civil
registry documents from the public;
WHEREAS, there is still a need to extend the availability of these service points
to bring the facility of copy issuances closer to the public;
WHEREAS, the City Government of Valenzuela is interested in providing a more
extensive service to its constituents not only for documents registered in the City
Government of Valenzuela but also those that may have been registered in other
localities;
WHEREAS, the Sangguniang Panlungsod ng Valenzuela approved Resolution
No. 1313 Series of 2019 dated April 22, 2019, authorizing Honorable City Mayor Rexlon
T. Gatchalian to enter into and sign the Memorandum of Agreement with the Philippine
Statistics Authority (PSA) for the establishment of On-line Census Serbilis Centers
(Serbilis Outlets) in Valenzuela City;
WHEREAS, the MOA provides that one of the responsibilities of the Local
Government Unit (LGU) is to make clear to the client that the add-on local fee is outside
of the scheduled fees collected by the PSA for the copy issuance of civil registry
documents. Thus, the LGU official receipt shall not indicate that the payment is for “PSA
documents”; rather it should be indicated in the receipt that the payment is for ADD-ON
LOCAL FEES;
WHEREAS, the imposition of add-on local fees is considered as additional
revenue source for general fund of the LGU and a means to deliver fast and extensive
service to our constituents.

NOW, THEREFORE, be it ORDAINED, as it is hereby ORDAINEDby the

Sangguniang Panlungsod ng Valenzuela in session assembled, the following:

 Section 1.SCHEDULE OF FEES. Fees shall be imposed by the Philippine
Statistics Authority that is jointly implemented by the LGU and PSA, to wit:

Section 2. REDUCED FEES. The corresponding add-on local fee shall be

reduced by 20% or the amount of Php 32.00 per request shall be paid by the following
persons if presented with proper identification and or certification:

Request of Indigents and cultural minorities;

Request of public schools for athletes;
Request of persons with disability; and
Request of senior citizens for himself or herself

Section 3. SEPARABILITY CLAUSE - If for any reason, any section or provision

of this Ordinance, or any portion thereof, or the application of such section, provision or
portion thereof is declared invalid or unconstitutional, the remainder of this ordinance
shall not be affected by such declaration and shall remain in force and effect.
Section4.REPEALING CLAUSE - All other previous ordinance, rules and
regulations, or parts thereof, inconsistent with the provisions of this ordinance are
hereby repealed or modified accordingly.
Section 5. EFFECTIVITY CLAUSE - This Ordinance shall take effect
immediately upon its approval.
