To increase supply and storage capacity to build climate resilience into


water supply systems
Please provide a brief description of The twin-island nation of Antigua and Barbuda presently relies on
the project reverse osmosis (RO) for the production of potable water to its over
100,000 residents with over 80% of the daily demand being supplied
by this source. Four of the five RO plants on Antigua rely on open
seawater intakes for their source water. However; production from
RO systems are significantly affected due to deteriorating seawater
conditions caused by more frequent and powerful storms caused by
Climate Change. Recent hurricanes have either destroyed or severely
affected intake lines by shifting and tossing them out of position. This
results in significant downtime due to frequent plant shutdowns, filter
backwashing, membrane cleaning and maintenance which ultimately
leads to reduced production and unserved consumers.

At present the country has storage capacity of less than a day’s


demand. This lack of adequate storage further aggravates problems in
continuously providing water to the general public and even when
available, there are complaints of low or inadequate pressures.
Therefore, new storage tanks with the requisite transmission mains
and lift stations will be required to provide a continuous supply of
water at satisfactory working pressures and improve the Authority’s
overall resilience. The barriers to the implement these issues are
mainly financial and technical.

The new intakes and lift station pumping system will be powered by
an incorporated photovoltaic system and variable frequency drives
(VFD) thereby reducing our carbon footprint.

project (max 500 words) Medina Rivers is one of the main hydraulic exploitation projects in
the Argentine Northwest, being the most important in the provinces
of Tucumán and Catamarca.

This infrastructure work will consist of a series of works whose


purpose will be to achieve the efficient use of water resources and
natural potential within the ambit of the provinces involved.

In this sense, mindful to the energy difficulties, this project offers


the possibility of materializing a genuine source of “Clean Energy”
generation at an intermediate point and close to the existing High
Voltage line that links Villa Quinteros with the Catamarqueño West.
Therefore, the work will provide a guaranteed supply to this area,
decompressing the demand on the Thermal Power Plants (Gas) of
the province of Tucumán, which will make it possible to use the
remaining peak energy to meet the demands of areas linked to the
National Interconnected System.

Therefore, the generation of hydroelectric power is one of the


purposes of the projected works, although the materialization
Of this project will make it possible to mitigate effects of floods in
the province of Tucumán, and will favor the development of the
Touristic Activity in the Valley, will facilitate the guarantee of water
for human consumption, together It will strengthen regional
economies and activate improvements in Road Communications.

Likewise, the project that will be executed makes it feasible to scale


up in the next phase, generating the necessary infrastructure that
meet other demands such as the Supply of Irrigation and Domestic
Water to Different Communities and industries.

To achieve efficient energy use, it is proposed that the seasonal


flows of the Medina River, which are generated in
abundant during the summer on the eastern slope of Los Nevados
del Aconquija are exploited, by creating a suitable reservoir, taking
advantage of the large existing topographic slopes, taking care to
make this non-consumptive use of the water resource compatible
with the demands of irrigation and drinking water in the region,
creating environmental management that is harmonious as
possible between the uses of water and nature.

In order to comply with the objectives listed, the Complex will

directly impact an area of approximately 105 km2.

This proposal also highlights the challenge of thinking and designing


infrastructure in this century where the nterrelation between the
different types of infrastructure and their functioning as complex,
adaptive and evolutionary systems.

This project contemplates the possibility of incorporating continuous


technological and knowledge innovations that are happening and will
happen in the coming years, to generate, at the same time, a
framework that promotes the participation and investment of the
public and private sectors.

The water problem of the central zone of Argentina, with average


annual rainfall in the approximate range of 600 to 900 mm shows a
varied and sporadic manner, exacerbated by Climate Change. On the
one hand, towards the north (province of Córdoba) the average
rainfall is somewhat more abundant, which leads to significant
agricultural yields of rainfed crops. On the contrary, towards the south
(province of La Pampa and west of the province of Buenos Aires)
these yields decline significantly.

On the other hand, to the north there are meteorological events that
lead to significant floods. In extreme situations the excess water
generated are transfered are generated to water basins in the
southeast (provinces of La Pampa and Buenos Aires).

In light of this situation, it is legitimate to consider the possibility of


having a water transfer mechanism from north to
south, to increase the agricultural yield of the southern part through
complementary irrigation, and to mitigateagainst the flooding of the
northern part by redirecting surplus water in a controlled manner.

However, if this transfer is carried out through a channel, it can also


be used as a waterway, creating a river logistics corridor that,
together with the existing road and rail networks, establishes an
alternative exit to the Waterway of the Paraná forthe export of
products. This, in addition, will create conditions for the establishment
of logistics centers which become centers of industrial and urban

development.

These ideas have been embodied in the multipurpose project called


Canal Continental, a 650 km long canal that develops over the 135
level curve. It has a water volume of 34.98 hm³ at the minimum level
and 75.58 hm³ at the level maximum level, constituting a regulation
volume of 40.60 hm³. Even more, by systematizing interconnected
basses, it has an effective regulation volume of 2100 hm3. Therefore,
it is possible to drain 171 thousand hectares directly, and benefiting
950 thousand hectares indirectly.

Project Name: Pressurized gravitational irrigation system - San Ignacio River (La
Cocha)

Project Description

Please provide a brief description of The current Irrigation System of San Ignacio (La Cocha) was set up in
the project (max 500 words) the San Ignacio Dam, which consists of a leveling wall with a
laminated adherent sheet 30 m long and 1.9 m high. On the right
bank, there is a structure/building that collects and realeases water.
The matrix channel is of trapezoidal shape with a 0.5 m3 / s capacity
and is 3567 m in length. In the progressive km 2,643 is the Bypass
Gate to the Los Pizarros side dam, with a capacity of 2.90 hm3 (initially
it had a capacity of 3.6 hm3).

From this dam springs a network of channels with the two main ones
called Northern Derivative and Southern Derivative and from these
two flow the secondary, tertiary and quaternary canals, integrating an
extensive irrigation network of over 65,000 meters. The majority of
them do not have a coatingsheathing and present serious problems
for navigating and distribution.

A good part of the irrigation infrastructure is in poor condition and


requires almost total rehabilitation work, as many have been
transformed into sinkholes, and necessitates a high investment cost.
Many of the existing gates need be repaired and new ones need to be
installed to improve the distribution.

Given the situation described, it has been proposed, by the Irrigation


Board to transform the network of irrigation canals to an opencast
pressurized gravitational systm. This system basically consists of
Closed pipes, which deliver water under pressure generated by the
force of gravity.

This system has advantages such as increased distribution efficiency,


drastically reducing the possibility of leaks or theft, and water loss due
to infiltration and evaporation, while allowing controlled delivery in
service flow and time. Delivers pressurized water via topographic
slope at sufficient pressure for the operation of high frequency
pressurized equipment, whereby the driving efficiency that can be
achieved is close to 95%, while the distribution and application
efficiency can bein the order of 90%, which determines an overall
efficiency of 80%. It is estimated that the current system does not
exceed 30%. The energy cost of irrigation is nil because the
topographic slopes are used, which reduces operating costs of
producing crops that need irrigation to be produced, that is to say that
they cannot be realized without irrigation.

The crops currently being irrigated in the area are: 1,405 ha of
Tobacco (about 70% of the provincial total is located in San Ignacio (La
Cocha)); 50 ha of Sugar Cane; 170 ha of citrus. Vegetables occupy a
small area (variable from year to year) where Pepper (1 ha), Tomato
(2 ha), Chilli Pepper (1 ha), and Squash/Pumpkin (13 ha) and Blue
Berries (20ha) are grown.

5. Argentina
Project Nmae: Management of the Río de Oro Basin - Stage I: General San Martín
Productive Area

Project Description
What impact (s) of climate change is it The effects of climate change in the area of influence of the project

average annual water deficit for the province of 280 mm / year. This
scenario highlights the importance of the project since it will improve
access to water resources.

Also, although the project is not an adaptation project per se, it does
contain components and activities that will allow productive
adaptatations and capacity building that will favor the reduction of
vulnerability and the increase in the resilience of producers over the
short and medium term, contributing to their adaptive capacity in the
face of climate change impacts.

Please provide a brief description of The project is located in the Province of Chaco, in the area/

27,482 total hectares. It consists of three components:

1. The structural component consists of a water intake system in the


Bermejo River and its transmission through a network of
Irrigation Channels. Includes: a pumping station on the Bermejo River,
sedimentation hoppers, main channel, water distribution channels,
dikes in the Gold River, impulsion system in the Gold River, physical
works and a drinking water network for cattle.

2. Technical Assistance Plan, Technology Transfer and Training. It is


proposed to spread the implementation of Good Agricultural Practices
(GAP), oriented both to the products marketed within and without
the Project area. Through the hiring of personnel to teach courses in
irrigation, good agricultural practices, pest management, among
others.

3. Institutional Strengthening Plan. This is the institutional


development strategy of the project that allows strengthening the
operational capacities of administrative units directly linked to the
management of soil, water and
vegetation. It includes optimizing the operation of the Water and Land
Management Commission (CoMAS), and providing equipment,
inputs and training to the Directorates of Land, Wildlife and Protected
Areas and Forests of the Province.
The project has as particular objectives:

• Optimize the use, control and preservation of water, within the
framework of the development of provincial water and productive
policy, undertaking hydraulic works that allow the sustainable use of
the water resource of the Gold Basin.

• Strengthen and expand technology transfer and adopt mechanisms


that increase agricultural production in sustainable way and promote
productive diversification through the incorporation of irrigation.

• Strengthen knowledge transfer mechanisms among institutions to


manage the sustainable and productive use of water, soil and
vegetation resources, in an integrated and participatory manner, and
to maximize the functionality of the hydraulic infrastructure
constructed.

• Promote the creation of social organizations of producers, with


institutional capacity to participate, manage and commercialize the
products that are generated, in order to increase their profitability.

the project will have indirect impacts downstream and upstream of
the Golden River. It goes from the town of Presidencia Roca,
following the course of the Gold River, to the most important roads in
the region (RN 11, RP 90, RP 3, RP 7) and those of General
San Martín, Pampa Almirón and Resistencia. It also emcompases the
forest in a riverbed below, reaching as far as the Paraguay River.

and the generation of skills through the technical assistance and

vulnerability of the producers and in the medium term, it will facilitate
productive changes (i.e. pasture management, implantation of
tropical pastures and supplementation, etc.) and of infrastructure (i.e.
private investments in relation to the development of water collection
and distribution works for irrigation and hydrating animals) necessary
to increase their resilience to the effects of specific climatic threats.

Project: ADAPTATION FUND PROJECTS

The Jarillon Plan of Cali is a macro project of the Adaptation Fund in


agreement with the Mayor's Office of Cali, which aims to reduce
the risk of flooding associated with the Cauca River and the eastern
drainage system, protecting the life and property of 900,000
inhabitants of the capital of Valle del Cauca. Likewise, this project
will reinforce the vital infrastructure of public services located in
the east of the city, which if affected by the overflow of the Cauca
River and / or the rupture of the Jarillón, would impact the majority
of the population of Cali (75%), which could be left without potable
water service. The Comprehensive Intervention project for flood
risk reduction in the La Mojana region aims to develop actions that
lead to a better adaptation of its inhabitants to environmental and
hydrometereological conditions, as well as to the social and
economic characteristics of the region. To design these actions, an
unprecedented modeling tool was developed in the country that
represents a paradigm shift in the construction of risk reduction
plans and public investment decision making. This tool is the
starting point towards the construction of more sustainable
adapted territories.

The Canal del Dique Macro project consists of the definition and
execution of a Hydrosedimentological Management Plan for the
restoration of degraded ecosystems of the Canal del Dique, which
consists of four stages: structuring and management; studies and
designs; works to reduce the risk of flooding (12 populated centers)
and physical works of locks and gates. The Resettlement Plan of the
population of the urban center of Gramalote - hereinafter,
Resettlement Plan - is the instrument by which programs and
projects are established, as well as support and accompaniment
measures, aimed at responding comprehensively to the impacts of
different kinds generated by the disaster that occurred in December
2010, which led to the destruction of the urban capital of the
municipality of Gramalote (North of Santander) and the decision to
resettle the population in the Miraflores village.

Colombia has a high vulnerability to climate change, due to its

Project Description
What climate impact/s is/are the Overview. Dominica is vulnerable to numerous natural disasters
project intended to address? arising from meteorological events (high wind, excess rainfall, and
hurricanes) and geophysical events (earthquake, volcano, and
tsunami). These recurrent events have significantly harmed both the
population’s socioeconomic well-being and the country’s general
economic and fiscal stability. Particularly damaging are events
associated with excessive or prolonged rainfall, which provokes
flooding and landslide activity. The highest elevations are located in
the island’s interior, and (due to orographic rainfall effects) these
areas typically receive the highest rainfall. As river systems drain
radially from the island’s center to the coast, transit time for rainfall
runoff is relatively short. This effect, coupled with the steeply sloping
topography, creates the potential for flash floods.

Physical Vulnerability. Steep topographic conditions and a rugged


interior dominate the island’s landscape, which has led to human
settlements and physical development being highly concentrated
along narrow coastal areas. A significant proportion of Dominica’s
population as well as assets are therefore highly vulnerable to
hurricanes as well as high-intensity rainfall, wind and storm surge
events. The island’s mountainous landscape presents significant
engineering challenges, particularly for road construction. In addition
to the island’s steep topography, underdeveloped and damaged
infrastructure has been a key challenge to reducing vulnerability to
disasters. Critical public infrastructure such as roads, bridges, and
water supply systems, as well as health and education facilities remain
vulnerable to climate change–related impacts, including flooding and
landslides. This vulnerability arises in part from the failure to consider
natural hazard and disaster risk in designing and constructing
infrastructure, and from deferring maintenance.

Economic and Fiscal Vulnerability. Hydro-meteorological disasters


have historically imposed significant costs on the Dominican economy,
leading to major declines in GDP growth and general productivity. The
average annual economic losses associated with extreme hydro-
meteorological events are equivalent to roughly 7.4 percent of GDP7.
Singular events like Hurricane Dean (2007) caused extensive damage
to the island, estimated at 58% of GDP, or US$162 million, with
significant damage to buildings and infrastructure. The prolonged
severe drought of 2009/2010 caused significant loss to the economy
estimated at US$ 50 million, with particular effect on the agricultural
sector and aggravated poverty levels in poor rural communities. More
recently in 2011, record level flooding and landslides associated with
heavy rain caused in excess of US$100 million in damage. In April
2013, heavy rains caused landslides, flooding and a 40-foot deep split
in a section of the East Coast main road resulting in two deaths, and
more recently in December 2013 heavy rains caused widespread
damage to infrastructure and housing with damage estimates in the
range of US$20 million. Tropical Storm Erika which occurred in the

early morning of 27th August 2015 struck Dominica causing
widespread landslides, debris flow and flooding over the entire island,
inflicting major damage to the built environment and claiming several
lives. Although high winds were not frequently reported, rainfall was
very heavy over the entire island. The rainfall station at Canefield
Airport to the west of the island recorded 238.7 mm of rainfall over
twelve hours, which was equivalent to about a seventy-five-year
event when analyzed with daily records from that station for 1982 to
2015. Rainfall depths were larger in other regions of the island; the
highest depth of 442mm being recorded at Wet Patch in Belles, which
is at an elevation of about 200m MSL in the center of the island.
Rainfall was also very heavy in the southern region where a depth 425
mm was reported at Pond Casse. This region suffered tremendous
damage mainly because of landslide and rock fall. In Petite Savanne,
which is primarily a bay tree farming community, the damage was
most severe, and the loss of life was heaviest. The GoCD subsequently
declared this area unsuited for human settlement and started a
process for resettlement of displaced households. Nine communities
have been declared disaster areas with resettlement programs
ongoing.
What are the project’s objectives?

Please provide a brief description of Component 1: Water Resources Study Dominica is fortunate to have
the project an abundance of water resources. However, outside of meeting the
needs of consumers, no institutional framework exists for hydrological
and water resource monitoring and/or assessment or a long time plan
for the overall development of water resources on a whole. In the
absence of such information, sustainable planning and management
of water resources becomes difficult. Hence, the objective of this
component seeks to: Develop a National Water Resources Master
Plan – this is a 25 year plan, centred on sustainability which takes a
holistic approach to the management of natural resources and their
dependent life forms. The plan aims to manage the country’s most
precious resource and ensure its availability for future generations,
provide cost effective potable water and sewage services and gain
economic benefits through new and old initiatives such as bulk water,
bottled water exports, and hydropower generation. Suitable selected
consultants are expected to: promote an Integrated Water Resources
Management (IWRM) approach and provide the basis for integration
among relevant authorities, develop or amend policies and statues,
explore ground water resources, develop a proper data collection and
information management system, generic data for the development
of water and sewerage services including land use plans and
population projections, quality assurance, environmental impact
assessments (EIA), institutional review and complimentary
commercial ventures.

Component 2: Water Supply Development and Expansion. The


current water supply system is vulnerable to climate change and
climate variability. As such, several parts of the system need
immediate attention to become more robust and climate resilient and
guarantee water security to Dominica. This component of the project
will therefore seek to do the following:
• Improve water supply to 100%.
• Improve water quality, water treatment, storage, reliability, and
consistency of service.
• Introduce back-up systems and drought mitigation
• Reduce operational costs (New systems to maximize use of
renewable energy and be energy efficient )
• Improve climate resilience of the water supply infrastructure in the
following geographic areas:

East Water Supply – (a) Link the systems from Good Hope to Morne
Jaune and feeding them from an improved source in Grand Fond. This
will provide a more reliable source and eliminate the need for
pumping in a few areas. (b) The construction of 7 tanks are proposed
to relieve scarcity issues, increase supply reliability and meet current
and future demands.

South Water Supply – (a) Link the systems from Tete Morne to
Bagatelle and construction of a new intake at Pichelin to provide a
more reliable supply and reduce pump costs. (b) Augment storage
with the construction of 3 tanks. This will also aid in supplying the
housing expansion in upper Grand Bay.

West Coast Water Supply – This system functions with two intakes;
Picard (to the north) and the other at Coulibistrie (to the south) that
supply the majority of the west coast. After the passing of Tropical
Storm Erika, the Coulibistrie intake was severely damaged and the
Picard intake had to cover the entire area. Prior to the storm, the
southern intake comprised of 8in pipes and has been temporarily
restored with 4in and 6in pipes. (a) Permanently rehabilitate the
Coulibistrie intake including access road, river crossings, and location
of pipes. Rehabilitation works are to include resilience to the effects of
climate change. For example, more robust infrastructure and suitable
located pipes to avoid being washed away by floods. (b) Increase
sizing of pipes to 8in to supply current customers and cater to new
housing development and hotels.

North Water Supply (Calibishie) – (a) System fed by ram pumps which
are not sufficient to supply customers. Linking that system to the one
in Woodfordhill/Wesley/Marigot will improve system reliability and
eliminate water shortages in upper sections of the community. (b)
Augment storage with the construction of 2 tanks. (c) The Ministry of
Agriculture had set up an irrigation system for the community but it
was never commissioned. The plan is for DOWASCO to take over and
upgrade the existing infrastructure including intake and tanks and
supply parts of the community in addition to supplying water for
irrigation.

North Water Supply (Paix Bouche) – Link the communities from


Bornes to Thibaud to an improved intake higher up the catchment.
This will allow for the extension of communities to higher elevations,
improve system reliability, and reduce pumping.

WA-1 and West Coast Link (West) – (a) allow redundancy by allowing
the WA-1 system to feed the west coast system during emergency and
vice versa. Linking these systems will be a significant benefit since the
majority of the population lives along the west coast and both
systems feed the west coast.

WA-1 Upgrade Phase 2 (South west) – (a) This will be a follow up to


the current WA-1 Network Upgrade Project which deals with
relocation of the WA-1 intake to a higher elevation to avoid heavy
siltation during flooding and heavy rains. (b) A new source, River
Claire, will be developed to provide 100% redundancy for the island’s
largest water system. This link will ensure a reliable supply in times of
drought, flooding, or any other unforeseen circumstances that may
affect the WA-1.

Component 3: Renewable use in water production and distribution


Currently, DOWASCO’s expenditure on electricity is US$ 0.55 million
annually, most of which is from sources that utilities diesel in the
production of energy. The objective of this component is to:
• Implement a 220 kW plant on DOWASCO’s bulk water line, which

Annual electricity consumption of NWC (the biggest electricity

consumers is around 205 GWh per year. More than 93% of the

around 2% for other consumers. Water production has been stable
around 250 million m³ per annum for a number of years, the
percentage of water billed is currently under 27%.

works and raw water transmission pipelines, impact in a debilitating
way, the NWC’s operations and efforts to maintain a consistent and
reliable supply of water to its major population and economic centres
of the country, particular the tourist resort areas situated on the
northern coast of the island and the city of Kingston.

These challenges are often compounded during the periods of heavy


rainfall, which results in highly turbid conditions and an increased
presence and flow of debris, sediments and silts into the water
treatment plants. It also results in the damage and loss of major raw
water transmission lines inclusive of the undermining of their
abutment and priers, due to landslides which takes raw water to the
WTP’s Intake works for treatment.

The existing design of the water intake works cannot accommodate


the increased deposits of sediments, siltation and often times they
become blocked, resulting in a significant decline in raw water inflows
and a resultant reduction in treated potable water treatment
production available for distribution to customers. During these
periods of high intensity rainfall, the total output from these major
water treatment plants, which supplies water to these demand
centres is reduced. With this significant decline in production, the
NWC cannot guarantee a consistent supply to adequately satisfy the
high demand for water to its customers particularly during their peak
demand and usage for the commodity.

intrusion were reported, also affected were the permanence and

coastal vegetation, mangroves and associated fauna.
In view of the above, the integration of considerations related to the
prevention and management of climatic risks for the adaptation of
communities and regions vulnerable to climate change is proposed,
for the effective introduction of productive measures and activities,
based on the creation of an environment conducive to water and food
security at the level of river basins, productive areas and urban areas.
Through this proposal, we seek to move from planning to adaptation
to climate change towards the implementation of sectoral initiatives
linking public policies with the institutional, economic and social
viability of municipalities. The proposal is contemplated as the next
phase to the preparation of the Sectorial Plan of Adaptation of the
Water Sector, which is planned to be developed under a strategic

Anticipating these impacts, the Water and Sewerage Company Inc.
(WASCO) is making efforts to improve its operations, strengthen its
infrastructure and reduce its operational costs. This would assist in
meeting nationally determined contributions of greenhouse gas
emissions. Saint Lucia has set a target for Greenhouse Gas emissions
reduction of 16% by 2025 and 23% by 2030 and this initiative will
facilitate progress towards this achievement.

WASCO is wholly owned by the Government of Saint Lucia, with


responsibility for the provision of water supply and wastewater
management services throughout the island. WASCO is the only
company engaged in the business of supplying water services to
households and businesses in Saint Lucia and it services approximately
58,000 connections. WASCO’s potable water distribution system is
heavily dependent on pumps with approximately 800km of pipeline
and over 70 pumping stations which are mostly electrically powered,
with the electricity being supplied by Saint Lucia’s lone electricity
supplier, the St. Lucia Electricity Services Limited (LUCELEC). The
pumping stations located across the island facilitate the delivery of
surface water to the water treatment plant, the transmission of
potable treated water to intermediate storage tanks and distribution
to consumers. In 2017, the total energy consumption by WASCO was
10,961,870 kWh with pumping stations and water treatment plants
accounting for the majority of this consumption figure at 75% and
19% respectively.

The cost of energy represents a significant proportion of the operating


costs of WASCO, and electricity costs account for approximately 20-
25% of WASCO’s total operational budget. WASCO has identified
improvement in energy efficiency within its operations as a priority,
and in that regard, with assistance from the Caribbean Development
Bank, an Energy Efficiency Audit (EEA) of WASCO’s overall operations
was completed in September 2018.. The EEA has , identified Energy
Efficiency Opportunities (EEOs) and Renewable Energy Options (REOs)
related to, but not limited to, improvements in motor drives and
pumps energy efficiency, pumping system controls, power factor;
lighting, ventilating and air conditioning; building envelopes; and
building control systems. WASCO will pursue implementation of the
recommendations relating to both EEOs and REOs but particularly
those relating to REOs.

WASCO has, to date, introduced small solar panels to assist in


powering selected equipment in some remote locations. However,
these have not had a major impact on the company’s overall energy

use. It is expected that by undertaking this proposed project, new
renewable energy solutions and technologies will be introduced into
WASCO operations on a larger scale and in a manner that will increase
the level of reliance on renewable energy sources and decrease
reliance on diesel-powered electricity, thereby reducing WASCO’s
carbon footprint. This will also assist in achieving Saint Lucia’s target
of 35% renewable energy generation by 2025. It is also expected that
in the medium to long-term, further EEAs will be conducted so that
assessments could be made of the impact of the renewable energy
solutions and technologies on overall energy efficiency of the
company.

This project will also incorporate the best available practices for RE/EE
(technical specifications) engineering, design and delivery to ensure
reliability and good survival rates from extreme wind loading after
extreme rainfall events. This would help to ensure low water
intermittency related to power failures due to damaged electrical
infrastructure and reduced dependence on fossil fuel back up power
generators. With the increased frequency of more catastrophic
hurricanes, there is a need to ensure the operation of critical water
provision assets (such as pumping houses) during the aftermaths. This
resilience approach should help to provide consumers with much
needed access to potable water during these critical periods.

management, and in particular it addresses the shared problem of
eutrophication risks in lentic waterbodies within the South American
Pampas Ecoregion, comprising areas in Argentina, Brazil, Paraguay
and Uruguay. Eutrophication may cause deteriorated
environmental conditions and hazardous algal and cyanobacterial
blooming events, lately exacerbated in the context of climate change,
but also, due to the global demand for commodities that drives
agricultural intensification, requiring intensive irrigation, which in turn
generate more runoff. Then, the scope focuses on agricultural
watering dams, aiding the decision of their optimal location of
strategic reservoirs for drinking water provision. In Uruguay, the
Irrigation Law, passed in 2017 allows the construction of collective
irrigation dams. However, so far there is no clear knowledge of their
impacts to water quality and ecosystems. The environmental
regulations and policies in each country will be taken into account, to
evaluate the regional situation. The methodology follows a tiered
approach, starting by training on the concept of the phosphorus
export coefficients model already in use in Uruguay and to improve its
validation in local conditions. The context to decision making process
will be explored by economic, social and ecological indicators.
Capacity building include postgraduate studies and multi-stakeholders
workshops, one of which, directed is towards the application of the
statistical model SPARROW demonstrated with a case study at the
Santa Lucía Basin, towards the future implementation of decision
support systems, for resources management.

execute actions to control, stop and reverse the process
of water quality deterioration in the Santa Lucia river
basin; reduce the risk of flooding in different urban
locations of the basin; and reduce the risk of drought of
the different users of the water resource in the basin, in
particular those related to the supply of drinking water.

Lucia Action Plan establishes 4 strategic axes, each with
