2 initiative taken by the Malaysian government in achieving universal primary education in

Malaysia.

Many program government have do to achieving primary education in Malaysia. First

initiative are taken by government is LINUS and PROTIM program. Both program have
same objective to help improvement among students skills of reading , writing and
arithmetic. This screen program help government identify the children with special education.
Literacy and numeracy screening ( LINUS) program are establish on 2010 for year 1 to year
3 student. While ProTim program is the rehabilitation programme or programme pemulihan
3M are establish on 2008 for year 4 . 3 M ( membaca menulis and mengira ) are continue
among year 5 and year 6 in 2009. The result get from linus program they show more
improvement among year 1 to year 3. Those student from linus are still need learn and lack
of improvement they can continue in ProTim program. In ProTim program they have two
assessment to give to student. First assessment for beginner and second assessment are
give after 10 week of classes. ProTim is very importance because in this program they will
give basic knowledge about secondary school. As a result we can see both programme was
use full to ensure the effective and efficient in reaching the desired effect. For example
certain primary school they have a special class for those student are late to understand and
learn something. This class will help student to not left behind from what was they learn

Next initiative take by government Malaysia to achieving universal primary education

in Malaysia is abounded a street children. Street children come from family are exposed
with drug, violent and some of them are involve in gangsters and crime. This programme are
collaboration between social welfare department, national security council and NGO. This
initiative are provide for student need education from preschool to secondary education. This
ways are emphasis a basic vocational education. Basic vocational education they can learn
such as electrical , welding , mechatronics and legal escheated. The objective for this
initiative is to ensure the homeless and bonded street children get learn basic skills and
knowledge to use for work as equipped when they leave independent out there. This school
also have provide counselling teachers to advise those student have problem. In 2013 total
student for Sekolah Bimbingan Jalinanan Kasih have 86 student. For example collaboration
Nur Salam Foundation and Chowkit Foundation. In Malaysia minister of education have
Sekolah Bimbingan Jalinan Kasih for street student on august 2013.

4 social contribution of government transformation program (GTP) in the Malaysia

development administration.

In april 2009 Dato’ Seri Mohd Najib Bin Tun Haji Abdul Razak have implement GTP
program. Gtp is a programme to improve social quality of Malaysia people. This program
also to make we achieve Malaysia vision 2020. Other than that we have motto “ people first ,
performance now” to make the gtp more archive they have implement 6 initial national key
result areas (NKRA’s). NKRA is for ensure that big fast results for specific target are
achieve.

First social contribution of GTP in the Malaysia Development Administrative is to

make a improve student outcome and education. As we know many way the government
has take to the society. The good education will give benefit to all people, to make sure all
kids get education government have provide many public schools in Malaysia. The parents
should give education to all their child with send to schools. Every schools will help to be a
creative and innovative student. The government also have provide preschools to ensure
kids know read and write in primary schools. This effort will help to avoid them before year 4
they still cannot read , write and counting. Statistics shows 60 % kids get knowledge form
preschools such as kemas. 100 schools had implement as Sekolah Berprestadi Tinggi by
minister of education. Example for one of effort government to make sure all students can
get education is UITM. As we know many branches of uitm we have in Malaysia. Uitm is one
of effort by government to give education to bumiputera people. While this knowledge they
get they can use in platform at job .

Raising living standard also one of the social contribution of government in

Malaysia development admistrative. Effort of raising living standard are specifically for low-
income household. This ways are make improvement about social living standard and create
more opportunity. This initiative can help us to identify who have a problem of their socio-
economic. This ways are made for long term system. NKRA help more people with give
more opportunities to underprivileged. Since the increasing of economic they need to spend
more money to stay life. They need to spend their money to pay at basic necessary , bills
and house rent. One of the initiative by NKRA is to give more job opportunity, increasing
basic wages, finding business opportunities and providing welfare assistance. Increasing
basic wages such as stick the minimum wages of price is rm 1500. It is because more
people they have job but they still homeless because their wages to cheap and not enough.
To prevent more homeless problem government have implement PRIMA and PPR house to
B40.
 Next, social contribution of GTP in the Malaysia development administration is urban
public. The authority of public transportation they have joined by 12 ministers from different
aspect. As we know may public transformation have provide by government and SPAD to all
society to help movement of society. The improvement of public transport we can see when
more technology their country. To make big achievement, GTP must improve the overall
viability and efficiency. Follow the statistics of ministry of transportation we have 16% of
lembah klang people use public transport and government target the percentage was
increase to 25 %in 2012. This effort will be costly but it will give good impact of government.
It is because this effort also help to reduce number of car in road. For example Malaysia had
increase the number of set “4car-train” for LRT kelana jaya. This ways also can reduce air
pollution at petaling jaya area. Other than that the simple improvement we can see is before
this we use beca and now mostly use LRT or monorail as public transport.

Lastly is improving rural basic also one of the social contribution of GTP in the
Malaysia development administration. These element are focus on basic human right to all
Malaysian population. Mostly rural area they don’t have enough water , road and electricity
supply. This is because the government development mostly focus on urban area not rural
area. From the survey we can see 35 % of Malaysia population in rural area not have
enough basic human right. To increase development for basic right in east Malaysia the
have to identify area. Their target is to builds 11 times as many kilometres of road 2.5 as
many how 5 time us many house with electricity and connect sevent times as many houses
to clean water during GTP. Other than that next achievement of Sabah and Sarawak they
planned to build 1900km road. In year 2010 collaboration between among all state and
federal government agency. For example in government Malaysia they have provide mini
clinic for every rural area. It help for those people from rural area want medical vaccine or
make pregnancy medical check up without go to urban area.

The conclusion is all initiative that make by GTP and NKRA give more benefit to
social contribution. Other than that all this ways help to reduce some problem of society
within kids or old people. Development made by government had increase level among
society.
