Minimum Required Qualifications

Minimum required qualifications are listed in the following table.

I. VENDOR INSPECTORS
1.1 Procurement Quality Control He shall have a university degree or equivalent and seven (7) years
Supervisor inspection experience or a high school diploma with ten years
inspection experience with a minimum of three (3) years directly
relating to supervision of vendor inspection activities.

1.2 Mechanical / Welding Inspector shall be certified as an American Welding Society (AWS)
Inspector CWI, CSWIP 3.2 Certified Welding Inspector, or Ma’aden approved
equivalent. Inspector shall have a demonstrated background and
thorough knowledge of codes such as American National Standards
Institute (ANSI) B 31.3, 31.4 and 31.8, ASME Section V and IX, API
510, 570, 620 and 650, AWS D1.1, required for the execution of the
WORK. He must be NACE Corrosion Certified Technologist.
Inspector must be qualified and certified to a minimum ASNT Level
II in VT, MT, PT, RT, UT.

1.3 Rotating Equipment Inspector shall have an adequate knowledge of at least the design &
Inspector manufacture of rotating equipment, such as pumps, compressors,
generators, turbines and motors. Inspector shall be able to attend
Factory Acceptance Test (FAT) and report any dynamic, vibration
and/ or high temperature problems. Inspector shall be able to
interpret dynamic and vibration analysis. Inspector shall have
experience in final inspection of on-skid machineries for any
leakage, damages and pre- shipment

1.4 Coating Inspector Inspector shall demonstrate a thorough working knowledge and
proven ability of all phases and types of critical coating applications
and methods and recognized industry standards. The coating
inspector shall be qualified to British Grade 1 or National
Association of Corrosion Engineers (NACE) Level II Critical Coatings
Certification, Certification Scheme for Welding and Inspection
Personnel (CSWIP) Level I, or COMPANY approved equivalent. He
must have four (4) years of coating inspection experience.

1.5 Electrical / Instrumentation Inspector shall demonstrate a thorough working knowledge of the
Inspector National Electric Code/NFPA 70, or equivalent standards. He shall
also have working knowledge of electrical installations including
materials, methods, specifications, and hazardous location
identification for oil and gas or petrochemical industries. He must
be NFPA 70 Certified or equivalent. He shall satisfy the
requirements of a fully qualified Instrument Technician/ Engineer
meeting the requirements laid out by the Instrument Society of
America or the Institute of Measurement Control

1.6 HVAC System Inspector Inspector shall demonstrate a thorough working knowledge of
codes such as the Sheet Metal and Air Conditioning CONTRACTORs
National Association (SMACNA) codes Uniform Mechanical Code,
NFPA 90A, ASHRAE Handbooks and/or equivalent standards

1.7 Quality Auditor The Quality Management System Auditor(s) must be a degreed
mechanical, electrical or civil engineer. He shall have minimum five
(5) years of experience in conducting audits of manufacturing plants
involved in related industry. The auditor shall have satisfactorily
completed an accredited quality management system lead auditor
course and passed the course examination. He shall be a registered
lead auditor with a recognized body. The auditor should be fully
experienced in the use of quality management system
standards. The auditor shall be proficient in all phases of audits and
meet the personal attributes, knowledge and skills requirements of
ISO-19011. The auditor must have excellent reading, writing and
oral communication skills in English language.

II. CONSTRUCTION INSPECTORS


2.1 Project Quality Lead Shall have university degree or equivalent and minimum 10 years
Quality experience, with five years experience in quality
management. Shall have demonstrated experience in different
inspection disciplines, Directs and monitors the application of
quality manpower to ensure that quality inspection and testing
commitments are met. Evaluates Inspector performance and
conducts inspector training. Performs assigned administrative
functions as required for the proper control and supervision of
quality personnel.

2.2 Mechanical / Rotating Inspector shall have minimum Seven (7) years hands-on inspection
Equipment Inspector experience of rotating machineries such as pumps, compressors,
generators, turbines, gears and motors, skids, packaged equipment
and stationary equipment such as filters and reciprocating
equipment. Inspector shall have experience with equipment setting
and levelling, as well as preliminary, final alignment and testing.

2.3 Stationary Equipment Inspector shall demonstrate working knowledgeable of codes and
Inspector standards, such as ASME Sec I, V, VIII and IX, ANSI B31.3/4/8. NACE
and API 620/650 and AWS D1.1 and testing equipment including
Positive Material Identification test equipment required for the
inspection of mechanical commodities. Inspector shall be
experienced in installation of equipment including skids, valves,
vessels, field heaters, auxiliary equipment, tanks, and packaged
equipment

2.4 Piping Inspector Inspector shall demonstrate working knowledge of Ma'aden


Standard and codes and, such as SES, ASME Sec I, V, VIII and IX,
ANSI B31.3/4/8 and API 620/650 and AWS D1.1 and API 570
certified piping inspector, required for the execution of the
Inspection work. As a minimum, he shall have the experienced with
the expected works.

2.5 Electrical Inspector Inspector shall demonstrate a thorough working knowledge of


Ma'aden Standard codes, the National Electrical Code I NFPA 70, IEC
or equivalent standards. Where, Inspection of Cathodic Protection
equipment is required, inspector must be able to demonstrate a
thorough knowledge of applicable requirements of NACE or
equivalent corrosion standards.

2.6 Instrument Inspector Inspector shall have Seven (7) years documented experience in the
field of instrumentation and control systems. He shall be familiar
with Ma'aden standard codes and with international Industry Codes
and Standards included but not limited to Intrinsically Safe Systems
and Electrical Systems for Instrumentation and control systems such
as; ISA RP 12.6, ISA RP 12.2.02, ISATR 12, ANSI MC 96.1, IEEE 518,
IEEE 1100, IEC 60529, NEMA ICS 6, NEMA250, NEMAVE 1, NEMAVE
2, NFPA 7WNEC and UL 94. As minimum, he shall be able to inspect
complete loop checking, writing continuity, color coding, and start
up. When required, he shall be able to evaluate Factory Acceptance
Test and demonstrate a thorough working knowledge of
international codes and standards related Distributed Control
System (DCS), Emergency Shutdown (ESD) system, Machinery
monitoring system (MMS), Supervisory Control and Data Acquisition
(SCADA) Systems, Remote Terminal Unit, and others like Package
unit control system, etc.

2.7 Paint/Insulation Inspector Inspector shall have minimum Seven (7) years hands-on inspection
experience with coatings and insulation. Inspector shall be NACE
Level II certified or equivalent. Inspector must demonstrate a
thorough working knowledge and proven ability with all types of
coating applications and methods recognized by industry
standards.

2.8 Welding Inspector Inspector shall have minimum Seven (7) years hands-on inspection
experience with welding. Inspector shall be an American Welding
Society, CWI, CSWIP 3.1 Certified Welding Inspector or equivalent.
Inspector shall have thorough knowledge in applicable codes and
standards such as ASME B31.1, 31.3, 31.4, 31.8; ASME section IX, V,
VIII; AWS D1.1, API 510, 650 etc. Inspector must be qualified and
certified to a minimum ASNT Level II in VT, MT, PT, RT, UT.

2.9 NDT Inspector ASNTC Level II/III in PT, MT, VT, UT and RT and certification as
Radiographic Films Interpreter.

2.10 Civil / Building / Structural Inspector shall have minimum Seven (7) years hands-on inspection
Steel Inspector experience with Civil construction. Inspector shall demonstrate a
thorough working knowledge of recognized building codes such as
the Uniform Building Code (UBC) or equivalent standards. As
applicable for the work, he shall demonstrate through knowledge
and proven ability in construction techniques with emphasis on soil
mechanics, foundations, retaining walls, structural steel, masonry,
building interiors, building finishes, roof systems, and asphalt
Inspector shall have erect experience in inspection of
asphalt/concrete mix ingredients in accordance with the applicable
SES, ASTM, or ACI procedures and guidelines, sample recording and
result reporting compliance with the applicable standards.

2.11 Quality Auditor The Quality Management System Auditor(s) must be a degreed
Mechanical, Electrical or Civil engineer. He shall have five (5) years
of experience in conducting audits of manufacturing plants involved
in production of oil and gas equipment or petrochemical industry and
Construction Site. The auditor shall have satisfactorily completed an
accredited quality management system lead auditor course and
passed the course examination. He shall be a registered lead auditor
with a recognized body. The auditor should be fully experienced in
the use of quality management system standards. The auditor shall
be proficient in all phases of audits and meet the personal attributes,
knowledge and skills requirements of ISO-19011. The auditor must
have excellent reading, writing and oral communication skills in
English language.
