Monitoring and supervision of construction, operation and maintenance of PPP and EPC Projects is undertaken through Independent Engineers and Authority Engineers respectively. The Independent Engineer / Authority (IE / AB) plays a pivotal role in supervising, tracking, and reporting projects progress, thereby highlighting important issues and areas of concern that need to be addressed. The IE / AE is an important link between the Authority and the Concessionaire / Contractor, and is contractually obligated to submit a Monthly Progress Report detailing various aspects of the projects progress. 2. With different IE / AE preparing reports for different projects, the sections included and the level of details in the report vary considerably, Hence, it becomes imperative that reports across various projects are standardized to ensure consistency and comparability. It has been decided that the Monthly Progress Report to be submitted by Independent Engineers / Authority Engineers shall invariably contain an Executive Summary of the report. A sample format of the Executive Summary to be included in the Monthly Report (separate for Independent Engineer and Authority Engineer) has been prepared by the Ministry and is uploaded on Ministry's Website (www.morth.nic.in). It may be ensured that the Monthly Progress Report to be submitted by Independent Engineers for all PPP Projects and Monthly Progress Report to be submitted by Authority Engineers for EPC Projects costing more than 100 crores should include the Executive Summary as per format starting from the month of August, 2016.
