2. Executive Summary
‘Digital India’ programme envisions to “transform India into a digitally empowered society and knowledge
economy”. The government intends to achieve this by focusing on three vision areas, namely: Digital
Infrastructure as a Core Utility to Every Citizen; Governance and Services on Demand; and Digital
Empowerment of Citizens. The Digital India program has the potential to provide an incremental 20-
30% increase in India's GDP by 2025.
Making available Broadband connectivity to all citizens of our country, whether they are living in cities or
any remote village settlements is the most important requirement today. As part of National Optical Fibre
Network (BharatNet) program, more than 1 lack Gram Panchayats are already covered with fibre. Efforts
are underway to provide connectivity to Citizens over Wi-Fi. Wi-Fi is a proven and cost-effective
technology to provide last mile broadband connectivity and proliferate digital connectivity in least time
and investment.
With all these efforts, there are many far flung and difficult terrain areas where connectivity in the form of
Copper or fibre is not feasible. In India, North East, Andaman & Nicobar Islands, Lakshadweep Islands,
Himachal Pradesh, Jammu and Kashmir, Uttarakhand etc. States are having many villages which are yet
to be brought to the main stream of Digital Economy. Satellite connectivity is only possible option to
provide connectivity in such areas. Recent development and deployment of High-Speed Satellite (HTS)
technology in Ku & Ka band, the bandwidth available for communication need has increased many folds
and cost of bandwidth has reduced tremendously. ISRO has already launched GSAT-19, GSAT-29, GSAT-
11 and GSAT-20 (upcoming) satellites in Ku & Ka band which has made 100 of Gbps of total bandwidth
for our communication need. ISRO is also planning to launch more satellites to increase the bandwidth
capacity in coming year.
Also, there is a need to encourage Village Level Entrepreneurship (VLE) in these areas so that a sustainable
model can be created. Citizen can have an option to create extra income for themselves by reselling internet
data in the form of small denomination coupons/vouchers.
All type of E-governance services can be offered to citizens once the digital connectivity is made available
in these areas.
With all these backgrounds, we propose to create digital infrastructure in these aspiration villages
settlements using C-DOT Wi-Fi products such as Solar Wi-Fi, Public Data Offices and Satellite
Backhaul from any available satellite operators such as BSNL/BBNL. The infrastructure can be used
by any service provider i.e. BSNL to offer various digital services like Voice and Data services along
with E-governance services to the citizens.

BharatNet: India has launched BharatNet National Optical Fiber Network project and has set a target to
connect all 250 thousand Gram Panchayats (GPs) with optic fibre. More than 100 thousand GPs are already
covered under this program.
NDCP 2018: National Digital Communications Policy (NDCP) – 2018 is the national policy document
to prepare the country and its citizens for the future through digital infrastructure in the country. The policy
document establishes a National Broadband Mission to secure universal broadband access for all Indian
citizens following targets:
BharatNet – Providing 1 Gbps bandwidth to each Gram Panchayats upgradeable to 10 Gbps
GramNet – Connecting all key rural development institutions with 10 Mbps bandwidth upgradeable to
100 Mbps
Government is in the process of evolving a pilot project for Proliferation of Broadband through Public Wi-
Fi Networks. Public Wi-Fi hotspots can be created using Wi-Fi solution for quick expansion of broadband
network in the country.
Also, with the recent launch of GSAT-11 satellite having 40 transponders in the Ku-band and Ka-band
frequencies, capable of providing up to 16 Gbit/s throughput along with the existing GSAT-14 and GSAT-
19, Government is focusing on the provision of high throughput satellite connectivity to unconnected area
i.e. Aspiration villages.
5. General Requirements
Proposed network in Aspiration villages should be future proof, scalable, maintainable and open standard
to provide controlled, unhindered and unbiased bandwidth shared among the TSPs, ISP and Government
usage on need basis at any location of the island.
The network architecture should be cost effective and built up with the usage of minimum capex, shelter,
solar-powered equipment’s and bandwidth on commercial term and conditions.
The equipment should be IP based and provide backhaul having Point to Multi Point feature to minimize
the requirement of Power and active electronics. It should require less space, easy to install and operate.
Communication technologies for Aspiration villages need to meet the following requirements:
6. Wi-Fi Technology
Wi-Fi is a technology for wireless local area networking with devices based on the IEEE 802.11 standards.
Wi-Fi operates in 2.4GHz and 5GHz unlicensed ISM radio bands. Wi-Fi is originally conceived and des-
ignated to bridge between wired Internet POP to wireless clients for SOHO applications. Since the cost of
broadband on wired connection is substantially lower than wireless connections such as 2.4G/3G/Wi-
MAX/4G, Wi-Fi is generally perceived as “Free” broadband. This has created a huge market for end de-
vices, thereby reducing cost of Wi-Fi chips to few cents. Wi-Fi has now become a de-facto interface for
any electronic device. Wi-Fi, so far has been “access side” technology and is network or backhaul agnostic.
Cellular operators of 3G/4G on the other hand have been striving to capture subscribers offering good QoS
features along with voice services, which is possible due to dedicated or licensed spectrum and proven
core network, involving various types of authentication systems, gateways, billing etc. However, they
could only capture corporate and high value customers due to imbalance in per GB cost between cellular
broadband and Wi-Fi, owing to spectrum costs.
This has resulted in a set of operators offering broadband services on Wi-Fi and other set of operators
offering broadband on cellular connections and competing among themselves. While, this is good for urban
use case, rural population is left to themselves owing to huge maintenance costs, non-availability of skilled
labour for maintenance, power condition and most importantly, low ARPU.
C-DOT BBWT (Broadband Wireless Terminal) Wi-Fi solution addresses all the requirements of ur-
ban, semi-urban and rural population, by efficient integration of Wi-Fi and Satellite backhauls ca-
pable of operating entirely on solar power supply.

required only during day time.

We propose to use following C-DOT Product to create Digital infrastructure where any service provider
can start providing digital services to the Citizens
C-DOT Satellite Wi-Fi is an innovative integration of VSAT Technology with C-DOT BBWT Wi-Fi
Terminals. The satellite connectivity is used as Backhaul link for the complete village. C-DOT BBWT Wi-
Fi such as Solar Wi-Fi is used for Hotspot and C-DOT Long Range Wi-Fi is used as Point to Point & Point
to Multi Point links to cover the complete village.
The Satellite bandwidth can be provided by existing Satellite operators i.e. BSNL.
The system is optimized to provide concurrent VOIP/Voice calls using C-DOT SAMVAD platform. Local
content servers are placed to provide static content locally over C-DOT Manoranjan platform and reducing
the use of expensive satellite bandwidth and making the bandwidth available for basic connectivity.
The Services can be offered by either local ISPs, BSNL or VLEs by enrolling under CSC (Common Service
Centres).
C-DOT has designed Public Data Office (PDO) on similar lines as those of PCO to offer data services on
Wi-Fi to end users. PDO is a modern and unique concept of C-DOT which would not only take data to the
remotest users, it will also create entrepreneurs at village level.
PDO consists of Wi-Fi access point, computing hardware, billing system and voucher management entity
to enable PDO operator to provide Wi-Fi services to end user. Back haul can either be on Ethernet, Point-
to-point Wi-Fi, 3G/4G from nearest POP.
Users can purchase vouchers from PDO operator after user verification using OTP and get connected to
internet as per the purchased plans. PDO operator is at liberty to generate his own plans both for pre-paid
and post-paid use cases. C-DOT PDO supports both local authentication as well as cloud-based
authentication as per the TRAI Wireless Access Network Interface (WANI) framework.
C-DOT has developed a platform called “MANORANJAN” for Content Acquisition and Distribution
through C-DOT Public Data Office (PDO) system. C-DOT products are indigenous designed and very
low cost which are very easily deployable, maintainable and suitable for our Indian environment.
Service Switch: To function as Service Switch to provide local connectivity distribution with the
support of multiple VLAN.
WiDHWAN: To provide Wi-Fi IP-PBX functionality
SAMVAD Application: Provided Chat, voice and video call functionality using C-DOT Soft switch &
Chat server hosted at central location. SAMVAD users connect to the network over Wi-Fi connectivity.

11. Benefits
High Speed Broadband network is the need of the hour. It not only brings information to the doorstep of a
citizen, it ushers into an era of social and economic parity among people. Domino effect of internet
penetration is huge, creating tremendous job opportunities in the remotest part of the country, helping rural
business to flourish and bring prosperity in the region. It is estimated that every 10% increase in internet
penetration leads to 1.4 % increase on GDP of a country.
C-DOT would be keenly interested in exploring the possibility of piloting the C-DOT’s Wi-Fi solution
for Aspiration village. C-DOT would carry-out the planning (based on the traffic demand envisaged
between different nodes), supply and installation of the Wi-Fi solution and would also provide detailed
technical training as well as post installation support for smooth induction of the Wi-Fi solution in the
telecommunication network. As with any other C-DOT solution, the advantages of installing the C-DOT’s
Wi-Fi include:
1. Long term support (from Hardware as well as Software perspective) with C-DOT taking care of obso-
lescence and feature upgrades etc.
2. Roadmap in-line with worldwide trends.
3. Elaborate Documentation and Detailed Technical Training leading to skill development of technical
staff of the Service Provider / Operator.
4. Capability to modify / customize the solution as per the domestic standards or Operator’s requirements.

b) Bandwidth Monitoring /Network monitoring (to ensure availability of connectivity and quality
of connection).

price. As per present norms GST @18% shall be levied on offered price.
d) Payment terms: 50% in advance with confirmed order, 30% on delivery of equipment
to BSNL store at respective circles, 20% at the start of warranty period.
e) Delivery schedule shall be finalized on receiving a formal approval for this offer.

Unreliable electrical grid supply is one of the biggest challenges faced by the rapidly growing telecom
industry in India. Today, on an average, 70 percent (mostly located in rural areas) of the telecom
