CGP-Mechanical Completion
A. Background
The Coal Gasification Project at Angul is in the advance stage of completion with overall progress of
79.87% as on 31-Oct-2012 (expected around 83% by 30-Nov-12). Anticipated Mechanical
Completion (MC) of the Gasification unit (currently under critical path) is end of June-2013, based on
the receipt of Gasifiers (4 nos. by 20-Jan-2013 and 1 no. by 26-Feb-2013). The other critical unit is
Rectisol, which has an anticipated completion of May-2013. This unit is overall 50.09% complete. The
anticipated completion of other units / facilities is captured in table below.

Unsatisfactory performance of contractors / suppliers is currently the main risk on schedule. This
document briefly indicates the current status and catch-up / accelerated action plan to ensure that
the facilities are mechanically completed as per the above dates.
Mechanical completion will include hydro test, flushing and final box-up of pipe lines, final box-up of
static equipment, final alignment of rotating equipment, installation of electrical and
instrumentation systems as per drawings and all painting and insulation works.

B. Civil
The balance as of 30-Nov-12 will be around 5147 Cubic metres (Cm). Contractor wise balance work
load is expected to be as under:

Out of Petron’s scope, Cooling Tower 5+6 and Ash Slurry Sump, Ash Water Sump, Conveyor gallery
and MCC/Control Room at the Ash Handling Plant are expected to be completed in Mar’13 and
Feb’13 respectively (sequential activities). Simplex and ESSAR will be completing their scope in
Dec’12. The area of concern is L&T’s performance. In the last three months, L&T has achieved 1154,
1122 and 1304 Cubic metres. The mobilization of L&T in these months has been 345, 320 and 408
respectively. Presently, L&T has increased the mobilization to 620 nos. and is further going to
increase the mobilization to 700 nos. by 30-Nov-12. Hence, L&T can deliver around 2000 Cubic
metres in Dec’12. The activities which will slip beyond Dec-12 are as follows:
1) Paving in Units 03 (Gasification), 05 (Gas Liquor Separation) and 08 (Rectisol) to the tune
of 800 Cubic metres. These fronts can be progressively released as per the completion
of manholes, slop channels and cable trenches in these units. It is likely that these
activities can slip to 15-Jan-13.
2) 150 Cubic metres Slab at 33.5 m at the Gasification Building, which will be completed in
Apr’13 after erection of gasifiers, structural at 21.5m, coal bunkers and structural at
33.5m (sequential hold).
3) It is likely that part of the critical slop channel at Unit-05 (Gas Liquor Separation) can slip
till Jan-13 (sequential activities in deep excavation).
4) Pre-cast (covers for cable trench and slop channel) and Surface drains are likely to be
completed by early Feb-13.
The spare capacity of Essar after completion of 614 Cubic metres will be leveraged to supplement
L&T’s works in Unit-04 (Gas Cooling) for around 270 Cubic metres and Pre-cast covers/Surface drain
works.

C. Piping
Refer Annexure-2 for details on welding balance. The welding balance as of 01-Dec-12 will be
158782 Inch Dia. (expected 40,359 Inch Dia. in Nov 12). The front availability from Dec-12 to Mar-13
will be as under (figures in Inch Dia.):
The above is in consideration of materials to the tune of 25548 Inch Dia. being progressively received
by Dec-12/Jan-13 end (certain MTO 06 and missing items are expected to reach site by Jan-13). The
fronts which are being released after Dec-12 are indicated in the table below:
Gasification
8783 Mar-13 Gasifiers and related equipment erection
(Unit-03)
The average welding per month in the last 3 months has been in the order of 41227 Inch Dia. Hence,
it is likely that the piping welding including steam tracing and testing can be completed in next 3 to 4
months i.e. by Apr-13.
1) Blue Star:
M/s Blue Star is carrying out piping works for Unit-06 (Phenosolvan), Unit-07 (Ammonia
Recovery) and Unit-09 (Sulphur Recovery). The party has done 7290, 10041 and 11565 Inch
Dia. of welding in the last 3 months respectively. The balance welding as of 30-Nov-12 will be
35900 Inch Dia. and at the current welding rate, the works are likely to be completed along
with testing by Mar-13. However, M/s Blue Star has committed to increase the mobilization
by 100 nos. additional workers by 06-Dec-12, to complete all works by Feb-13 (the current
manpower is 248 as against required 348 nos.).
2) IOTEP:
M/s IOTEP is carrying out piping works for Unit-03 (Gasification), Unit-05 (Gas Liquor
Separation) and Unit-08 (Rectisol). The party has done 16519, 16233 and 15095 Inch Dia of

welding in the last 3 months respectively. The balance welding as of 30-Nov-12 will be 95863
Inch Dia. and at this rate, the works are likely to be completed along with testing only by
June-13, which is an area of concern.
The schedule of release of work fronts to this party is as under (figures in Inch Dia):
The Party needs to augment the resources by additional 200 nos. latest by Dec 15, 2012, to
increase the production levels from the current 16000 Inch Dia. to 22000 Inch Dia, for
completing the welding works by Mar-13 and subsequent activities of testing by Apr-13. The
Party has not been able to meet the required mobilization. Hence, supplementation of their
works to the tune of 25,000 Inch Dia. from mid Dec-12/Jan-13 by other agencies is being
considered. M/s. Bridge & Roof have spare capacity and have expressed their willingness to
take additional works.
3) Swastik:
M/s Swastik is carrying out piping works for Unit-00 (Main Pipe Rack) and Unit-91 (Tank
Farm). The party has done 2148, 4455 and 4500 Inch Dia of welding in the last 3 months
respectively. The balance welding as of 30-Nov-12 will be 13810 Inch Dia. and at this rate,
the works are likely to be completed along with testing by Feb-13. The Party has increased
the mobilization from 66 to 108 nos. and has committed to produce around 300 Inch Dia.
welding per day.
4) Domech:
M/s. Domech is carrying out piping works for Unit-04 (Gas Cooling). The balance welding as
of 30-Nov-12 will be 6000 Inch Dia. There are two equipment fronts namely erection of Air
Fin Coolers and Secondary Waste Heat Boilers, which will be completed in Dec-12 (14 tube
bundles have already been erected out of 18). The Party is presently welding at the rate of
150 Inch Dia. per day. Hence, this unit will be completed by Feb-13, with testing.
M/s. Bridge & Roof are carrying out IBR piping for all the units (except 00 and 91). The
balance workload as of 30-Nov-12 will be 21063 Inch Dia. The work front will be released to
the party in the following order:

by M/s. L&T)
The Party is having enough resources to complete the works based on front availability.
6) Fab Erector:
M/s. Fab Erector is carrying out IBR piping works in Unit-00 (Main Pipe Rack) and Unit-91
(Tank Farm). The Work load balance of 30-Nov-2012 will be only 2300 Inch Dia. The average
rate being achieved is 60 Inch Dia. per day. The work will be completed in Jan-13 with
testing.
M/s SFS is executing the fire fighting system on EPC basis. The Party has already completed
major engineering and procurement. However, the site execution is at a tardy pace despite
follow ups even at the MD level. Their MD visited twice in the last three months and made
hard commitments, which were never fulfilled.
The Party will have a work load balance of 11146 Inch Dia. The average rate being achieved
is 160 Inch Dia. At this rate, M/s. SFS will complete the works by Mar-13. However, the
major welding work needs to be completed by Dec-13, to release fronts to other agencies,
like finishing Contractor for Control Rooms and Sub Stations, Road work etc. Hence, the
possibility of supplementing their Works in Control Room 1 and U/G piping has already been
explored through M/s. Bridge & Roof and it is expected that they start working in a week or
two (order under finalization).
D. Electrical
Refer Annexure-3 for details. The work load balance as of 30-Nov-2012 will be 599 km. This is
divided into two parts:
2) Work load for OSBL packages viz. ETP, Ash Handling, Feed Water Heating Station,
Cooling Tower and Pump House, Utility Sub Station (Mecon’s scope): 208 Km
The cable laying will largely depend upon the release of fronts. The Electrical Contractor, M/s. Pace
Process for ISBL units, has assured that sufficient resources would be mobilized as per monthly plan
and release of work fronts. Currently, the Party has 110 workers and in the peak, would need around
250 to 300 workers. However as risk mitigation, an alternate Contractor for only cable laying will be
identified in Dec-12, and a rate contract finalized.

1) Completion of civil works in unit 5 including tanks, which is holding 56 Km; this front is
expected to be released progressively by Jan-13.
2) Civil and Structural works in Unit 8 viz. Pipe Rack 8.1 and Technological structures S801,
S802, S803, S804 and CS801 (these buildings house different equipment). These fronts
will be released in Jan-13, clearing front for 34 Km.
3) Cable trench between SS1 to SS2 comprises 64 Km of work front. This is being
constructed by L&T and is likely to be completed by Jan-13.
4) Cable tray support structure for Control Room 2, holding a front of 70 Km. This front will
be released by Dec 2nd Week.
1) 84 Km in ETP (to be executed by M/s. Ion Exchange). This front depends upon the
completion of MCC building, which is being constructed by M/s. Essar. The anticipated
completion of this building is Jan-13.
2) 36 Km (by M/s. Pace) in Cooling Water Pump house. This front will be released in Jan-13.
3) 14 Km (by M/s. MELCO) in Ash Handling Plant. This front is critical and depends upon
M/s. Petron who are building the MCC. The committed date is 09-Feb-13.
4) 10 Km (by PACE) in SS3. L&T is constructing the SS3 Building and the likely completion is
by Jan-13. Hence, all electrical works of SS3 are expected to be completed by Mar-13.
E. Instrumentation
Refer Annexure-4 for details. The work load balance as of 30-Nov-2012 will be 735 Km. The Cable
laying depends upon the release of fronts viz. structural and piping. The focus areas will be as under:
1) 87 km of cable laying pertaining to Hydraulic Package/Ash Locks and Coal Locks for the
Gasification Unit. This front will be released in stages and will be completed after the
sequential holds post erection of Gasifiers and Coal/Ash Locks and connected structural
have been released. This is likely to be completed only in May-13 based on receipt of
Gasifiers and subsequent activities.
2) 135 km progressive front for Unit 3 connected to plant piping and equipment at Unit3.
Major front will be released by Jan-13.

3) Civil and Structural works in Unit 8 viz. Pipe Rack 8.1 and Technological structures S801,
S802, S803, S804 and CS801 and all Columns holding around 65 km. This will be released
in Jan-13.
4) The major cable pertains to piping and field instruments provided on the equipment.
Completion of take offs and structural platforms in the equipment will progressively
release fronts for Instruments. The Unit Heads along with their Piping Engineers will be
advised to monitor the release of fronts on a weekly/daily basis to speed up the
progress. This will be included in weekly reporting. As regards structural platforms on
equipment, there are three connected parties:
- IOTEP
- Steel Arts
The order for part quantity on a fourth party is to be placed (the earlier award failed).
This order is expected within a week’s time).
For field execution, there are three Contractors M/s. AN Instruments, M/s. Chemin C&I and M/s.
Honeywell for instrument works. Currently, these parties have 50, 30 and 5 workers respectively and
in the peak will have 200, 200 and 25 workers. The parties are geared up to handle the work load as
per the front release/plan as of now, failure of Contractor in meeting the peak progress is a low risk.
F. Packages
Refer Annexure-5 for details on Packages. There are 23 packages within the Licensed units, the
major being Hydraulic Package, Lubrication Package, Dust Collection System, Acid Gas Compressor,
Raw Gas Compressor, Refrigeration Compressor and Flare. All Unit 03 (Gasification) packages like
Hydraulic Package, Lubrication Package, Gasifier Grate Gear Box and Hydraulic Valves are expected
to be completed by Mar-2013. Others are expected to be completed progressively by Feb-13.
G. Insulation
There are two parties viz. M/s. Lloyds and Kaefer. As per the current plan, insulation work is
expected to be started from 20-Dec-12 (by that time material will be available). Both the parties are
mobilizing at site. The detailed work front/application plan is being worked out. It is expected that
the insulation works will take 4 to 5 months for overall completion i.e. by May-13. Certain insulation
works like flange and valve boxes will be carried out on the run for safety reasons.
The expected mobilization by both the parties will be 350 to 400 workers.
H. Fire proofing
There are two parties namely M/s. Lloyds and M/s. Carboline. The outlook of these parties is as
under:

1) M/s. Lloyds has a scope of 400 Cubic metres and has completed 50 Cubic meters. The
party is currently doing 4 Cubic metres per day. At this rate, the works are likely to be
completed by Mar-13.
2) M/s. Carboline has a scope of 800 Cubic metres. The material supplied by the party was
not as per Purchase Order conditions. The Party has agreed to replace the material
supplied including repair the work of 256 Cubic metres already completed. At the rate of
5 Cubic metres per day, which was being achieved earlier, the works are likely to be
completed by May-13.
I. Piping Materials
Refer Annexure-6 for details on critical vendors. As of date, the materials which are balance are as
under (certain missing items have been recently ordered):
Pipes 5.89 Km
It is expected that all these materials will be received by Jan-13. However, Lurgi is yet to confirm that
final MTO has been released for this project and certain missing items are still being ordered based
on the ongoing reconciliation of piping materials.
As of now around 4200 workers are deployed at CGP. It is expected that the mobilization will
progressively grow from 4200 to around 5600 by Jan-13. Currently, 890 workers are working till
extended hours i.e. till 11:00 PM ~02:00 AM. Around 200 workers are working for the full night
mainly for civil works, piping welding and radiography/Post weld heat treatment. 4 hours dedicated
time for radiography will be required in certain units to ensure NDT clearance and thereby testing as
per the plan. Hence, efforts are being made for the following additional deployment in the night
shift from Dec 1st week:
Unit-03, Unit-05 and Unit-08 (Piping and IOTEP 100 Till 02:00 AM

Around 1120 workers will be working in the extended hours and 280 persons in full night.
K. Q-Walkabouts Programme
A Quality Walkabout Programme by a combined team of Construction and Operations will be run
from Dec 2nd Week onwards to capture the construction flaws in order that these are corrected as
we build (defined check lists for 4 themes namely Piping, Structural, Electrical and Instruments). This
programme will also score the quality performance in the various themes aimed at continual
improvement. It is expected that the Turnover procedure will be smooth as a majority of the check
list items would have been implemented/liquidated by then. A Programme Coordinator has been
appointed and the 1st walk about is expected in Dec 2nd week.
